37 verses

The Quran uses the term ma'ruf—often translated as what is acceptable, recognized to be fair, or honorable—across 37 verses to establish a baseline of human conduct. While heavily applied to social and family law, early scholars understood its theological foundation. As recorded in Mawsu'at al-Tafsir al-Mathur (10/505), the testimony of faith and the acknowledgment of what God has revealed constitutes the "greatest ma'ruf." From this spiritual recognition flows a practical standard of behavior, demanding that believers navigate conflict, loss, and mutual obligations without crossing into exploitation.

How should marriages end?

The most frequent application of ma'ruf governs the dissolution of marriage, ensuring it does not become a tool for punishment. When husbands pronounce divorce, the Quran limits the process to two instances where wives must either be kept on in an acceptable manner or released in a good way (2:229). If the waiting period approaches its end, the couple must separate fairly or reconcile fairly; holding a woman back with the intent to harm her is explicitly labeled as aggression and a mockery of God’s revelations (2:231). This principle of fairness extends to the rights of the women themselves. Divorced women possess rights similar to their obligations, according to what is recognized as fair (2:228). If a couple wishes to reunite after the waiting period, families are commanded not to prevent them from remarrying, provided they both agree in a fair manner (2:232).

What is owed to widows and children?

Financial and physical care for dependents is consistently bound to the standard of what is acceptable. Divorced women are entitled to maintenance considered fair, a duty placed directly on those mindful of God (2:241). Even when a marriage is dissolved before consummation or before a bride-gift is fixed, the husband must make a fair provision according to his financial means (2:236).

For mothers who nurse their children for the full two-year term, the father must bear the cost of their clothing and maintenance in a fair manner, ensuring neither parent suffers harm on account of the child (2:233). If the parents mutually agree to hire a wet nurse, they incur no blame provided they pay the agreed amount fairly (2:233). Widows, who must wait four months and ten nights before remarrying, are granted autonomy; once their term concludes, society holds no blame over them for what they reasonably choose to do with their lives (2:234). The dying are also commanded to make proper bequests to parents and close relatives as an incumbent duty (2:180), and to leave a year's maintenance for their widows, protecting them from expulsion from their homes (2:240).

How is fairness maintained in conflict?

The standard of what is acceptable applies even in matters of crime and death. In cases of murder, if the family of the victim pardons the culprit, the aggrieved party must adhere to fairness in their demands, and the culprit is commanded to pay what is due in a good way (2:178). This structure is framed as an alleviation and mercy from God. Similarly, when men wish to propose to a widow during her waiting period, they must not make secret marriage arrangements but may speak to them honorably, maintaining proper decorum until the prescribed term ends (2:235).

The Quranic insistence on ma'ruf anchors human relationships in recognizable decency, ensuring that anger, grief, or financial strain do not strip away a person's rights. The classical exegete Abu Zayd al-Tha'alibi notes (Tafsir al-Tha'alibi, 1/405) a foundational tradition stating, "The people of ma'ruf in this world are the people of ma'ruf in the Hereafter." To practice fairness when holding power over a divorce, a debt, or a dependent is to act under the direct watch of the Creator: be mindful of God, knowing that He sees everything you do (2:233).

2:178 Al-Baqarah

You who believe, fair retribution is prescribed for you in cases of murder: the free man for the free man, the slave for the slave, the female for the female. But if the culprit is pardoned by his aggrieved brother, this shall be adhered to fairly, and the culprit shall pay what is due in a good way. This is an alleviation from your Lord and an act of mercy. If anyone then exceeds these limits, grievous suffering awaits him.

2:180 Al-Baqarah

it is prescribed that he should make a proper bequest to parents and close relatives- a duty incumbent on those who are mindful of God.

2:228 Al-Baqarah

Divorced women must wait for three monthly periods before remarrying, and, if they really believe in God and the Last Day, it is not lawful for them to conceal what God has created in their wombs: their husbands would do better to take them back during this period, provided they wish to put things right. Wives have [rights] similar to their [obligations], according to what is recognized to be fair, and husbands have a degree [of right] over them: [both should remember that] God is almighty and wise.

2:229 Al-Baqarah

Divorce can happen twice, and [each time] wives either be kept on in an acceptable manner or released in a good way. It is not lawful for you to take back anything that you have given [your wives], except where both fear that they cannot maintain [the marriage] within the bounds set by God: if you [arbiters] suspect that the couple may not be able to do this, then there will be no blame on either of them if the woman opts to give something for her release. These are the bounds set by God: do not overstep them. It is those who overstep God’s bounds who are doing wrong.

2:231 Al-Baqarah

When you divorce women and they have reached their set time, then either keep or release them in a fair manner. Do not hold on to them with intent to harm them and commit aggression: anyone who does this wrongs himself. Do not make a mockery of God’s revelations; remember the favour He blessed you with, and the Scripture and wisdom He sent to teach you. Be mindful of God and know that He has full knowledge of everything.

2:232 Al-Baqarah

When you divorce women and they have reached their set time, do not prevent them from remarrying their husbands if they both agree to do so in a fair manner. Let those of you who believe in God and the Last Day take this to heart: that is more wholesome and purer for you. God knows and you do not.

2:233 Al-Baqarah

Mothers suckle their children for two whole years, if they wish to complete the term, and clothing and maintenance must be borne by the father in a fair manner. No one should be burdened with more than they can bear: no mother shall be made to suffer harm on account of her child, nor any father on account of his. The same duty is incumbent on the father’s heir. If, by mutual consent and consultation, the couple wish to wean [the child], they will not be blamed, nor will there be any blame if you wish to engage a wet nurse, provided you pay as agreed in a fair manner. Be mindful of God, knowing that He sees everything you do.

2:234 Al-Baqarah

If any of you die and leave widows, the widows should wait for four months and ten nights before remarrying. When they have completed this set time, you will not be blamed for anything they may reasonably choose to do with themselves. God is fully aware of what you do.

2:235 Al-Baqarah

You will not be blamed whether you give a hint that you wish to marry these women, or keep it to yourselves- God knows that you intend to propose to them. Do not make a secret arrangement with them; speak to them honourably and do not confirm the marriage tie until the prescribed period reaches its end. Remember that God knows what is in your souls, so be mindful of Him. Remember that God is most forgiving and forbearing.

2:236 Al-Baqarah

You will not be blamed if you divorce women when you have not yet consummated the marriage or fixed a bride-gift for them, but make fair provision for them, the rich according to his means and the poor according to his- this is a duty for those who do good.

2:240 Al-Baqarah

If any of you die and leave widows, make a bequest for them: a year’s maintenance and no expulsion from their homes [for that time]. But if they leave of their own accord, you will not be blamed for what they may reasonably choose to do with themselves: God is almighty and wise.

2:241 Al-Baqarah

Divorced women shall also have such maintenance as is considered fair: this is a duty for those who are mindful of God.

2:263 Al-Baqarah

A kind word and forgiveness is better than a charitable deed followed by hurtful [words]: God is self-sufficient, forbearing.

3:104 Ali 'Imran

Be a community that calls for what is good, urges what is right, and forbids what is wrong: those who do this are the successful ones.

3:110 Ali 'Imran

[Believers], you are the best community singled out for people: you order what is right, forbid what is wrong, and believe in God. If the People of the Book had also believed, it would have been better for them. For although some of them do believe, most of them are lawbreakers-

3:114 Ali 'Imran

who believe in God and the Last Day, who order what is right and forbid what is wrong, who are quick to do good deeds. These people are among the righteous

4:5 An-Nisa

Do not entrust your property to the feeble-minded. God has made it a means of support for you: make provision for them from it, clothe them, and address them kindly.

4:6 An-Nisa

Test orphans until they reach marriageable age; then, if you find they have sound judgement, hand over their property to them. Do not consume it hastily before they come of age: if the guardian is well off he should abstain from the orphan’s property, and if he is poor he should use only what is fair. When you give them their property, call witnesses in; but God takes full account of everything you do.

4:8 An-Nisa

If other relatives, orphans, or needy people are present at the distribution, give them something too, and speak kindly to them.

4:19 An-Nisa

You who believe, it is not lawful for you to inherit women against their will, nor should you treat your wives harshly, hoping to take back some of the bride-gift you gave them, unless they are guilty of something clearly outrageous. Live with them in accordance with what is fair and kind: if you dislike them, it may well be that you dislike something in which God has put much good.

4:25 An-Nisa

If any of you does not have the means to marry a believing free woman, then marry a believing slave- God knows best [the depth of] your faith: you are [all] part of the same family- so marry them with their people’s consent and their proper bride-gifts. [Make them] married women, not adulteresses or lovers. If they commit adultery when they are married, their punishment will be half that of free women. This is for those of you who fear that you will sin; it is better for you to practise selfrestraint. God is most forgiving and merciful,

4:114 An-Nisa

There is no good in most of their secret talk, only in commanding charity, or good, or reconciliation between people. To anyone who does these things, seeking to please God, We shall give a rich reward;

7:157 Al-A'raf

who follow the Messenger- the unlettered prophet they find described in the Torah that is with them, and in the Gospel- who commands them to do right and forbids them to do wrong, who makes good things lawful to them and bad things unlawful, and relieves them of their burdens, and the iron collars that were on them. So it is those who believe him, honour and help him, and who follow the light which has been sent down with him, who will succeed.’

9:67 At-Tawbah

The hypocrites, both men and women, are all the same: they order what is wrong and forbid what is right; they are tight-fisted. They have ignored God, so He has ignored them. The hypocrites are the disobedient ones.

9:71 At-Tawbah

The believers, both men and women, support each other; they order what is right and forbid what is wrong; they keep up the prayer and pay the prescribed alms; they obey God and His Messenger. God will give His mercy to such people: God is almighty and wise.

9:112 At-Tawbah

[The believers are] those who turn to God in repentance; who worship and praise Him; who bow down and pros-trate themselves; who order what is good and forbid what is wrong and who observe God’s limits. Give glad news to such believers.

22:41 Al-Hajj

those who, when We establish them in the land, keep up the prayer, pay the prescribed alms, command what is right, and forbid what is wrong: God controls the outcome of all events.

24:53 An-Nur

[The others] solemnly swear by God that if you [Prophet] commanded them, they would march out. Tell them, ‘Do not swear: it is reasonable obedience that is required, and God is aware of everything you do.’

31:14 Luqman

We have commanded people to be good to their parents: their mothers carried them, with strain upon strain, and it takes two years to wean them. Give thanks to Me and to your parents- all will return to Me.

31:15 Luqman

If they strive to make you associate with Me anything about which you have no knowledge, then do not obey them. Yet keep their company in this life according to what is right, and follow the path of those who turn to Me. You will all return to Me in the end, and I will tell you everything that you have done.

31:17 Luqman

Keep up the prayer, my son; command what is right; forbid what is wrong; bear anything that happens to you steadfastly: these are things to be aspired to.

33:6 Al-Ahzab

The Prophet is more protective towards the believers than they are themselves, while his wives are their mothers. In God’s Scripture, blood-relatives have a stronger claim than other believers and emigrants, though you may still bestow gifts on your proteges. All this is written in the Scripture.

33:32 Al-Ahzab

Wives of the Prophet, you are not like any other woman. If you are truly mindful of God, do not speak too softly in case the sick at heart should lust after you, but speak in an appropriate manner;

47:21 Muhammad

would be obedience and fitting words; it would also be better for them to be true to God when the decision to fight has been made.

60:12 Al-Mumtahanah

Prophet, when believing women come and pledge to you that they will not ascribe any partner to God, nor steal, nor commit adultery, nor kill their children, nor lie about who has fathered their children, nor disobey you in any righteous thing, then you should accept their pledge of allegiance and pray to God to forgive them: God is most forgiving and merciful.

65:2 At-Talaq

When they have completed their appointed term, either keep them honourably, or part with them honourably. Call two just witnesses from your people and establish witness for the sake of God. Anyone who believes in God and the Last Day should heed this: God will find a way out for those who are mindful of Him,

65:6 At-Talaq

House the wives you are divorcing according to your means, wherever you house yourselves, and do not harass them so as to make their lives difficult. If they are pregnant, maintain them until they are delivered of their burdens; if they suckle your infants, pay them for it. Consult together in a good way- if you make difficulties for one another, another woman may suckle the child for the father––
