When called to mobilize for an expedition, the desert Arabs (A'rab) approached the Prophet with radically different motives, laying bare the true state of their hearts. Some presented themselves at his door with fabricated excuses to beg for an exemption, while others arrived destitute, asking only for riding animals so they could join. When told no mounts were available, these poorer believers turned away with their eyes overflowing with tears of grief that they lacked anything to contribute (9:92).

Why does the text criticize the desert Arabs?

The isolation of nomadic life fostered a harshness that frequently bled into their spiritual state. The text describes the A'rab as the most stubborn of all peoples in disbelief and hypocrisy, noting they were the least likely to recognize the limits God sent down to His Messenger (9:97). Because of this reality, as Ibn Taymiyyah pointed out regarding the spiritual advantages of settled communities, the category of city dwellers was generally preferred over the inhabitants of the deserts (Istanbatat al-Shaykh Abd al-Rahman al-Sa'di, 535).

When a difficult expedition was announced, wealthy desert dwellers explicitly asked for exemption, preferring the safety of staying behind with those who remained at home. Because of this preference, God sealed their hearts, stripping them of true understanding (9:93). Those who lied to God and the Messenger treated their required financial contributions as a forced imposition, actively waiting for the believers' fortunes to turn for the worse (9:90, 9:98). Upon the believers' return from the campaign, these hypocrites would swear by God to make the believers leave them alone. God instructs the Prophet to simply walk away from them, calling them loathsome and confirming Hell as their home (9:95). Even if the believers were deceived into accepting their oaths, the text warns that God will not accept people who rebel against Him (9:96).

Were all the desert Arabs hypocrites?

Despite the severe criticism leveled at the wealthy evaders, the text carefully distinguishes the sincere believers among the A'rab. Some genuinely believed in God and the Last Day, viewing their financial contributions not as a tax, but as a direct means of bringing themselves nearer to God and securing the prayers of the Messenger (9:99). For these genuine believers, God confirms that their giving will indeed bring them closer, and He promises to admit them into His mercy.

Furthermore, physical inability and poverty were never criminalized. No blame was attached to the sick, the weak, or those lacking the financial means to spend, provided their devotion to God and His Messenger remained true and they continued to do good (9:91). There was also a nuanced category of desert Arabs who had faltered but possessed the self-awareness to confess their wrongdoing. Having mixed righteous deeds with bad ones, they are offered the distinct hope that God may well accept their repentance (9:102).

The division among the A'rab ultimately rested on their internal truthfulness rather than their geographic origins, just as hypocrisy was not limited to the desert, since some of the people of Medina were also obstinate in their hypocrisy (9:101). The excuses manufactured by the wealthy to avoid hardship were immediately rejected by divine revelation. They were sternly warned that God and His Messenger would watch their actions, before they are finally returned to the One who knows the seen and the unseen, who will confront them with exactly what they have done (9:94).

9:90 At-Tawbah

وَجَآءَ ٱلْمُعَذِّرُونَ مِنَ ٱلْأَعْرَابِ لِيُؤْذَنَ لَهُمْ وَقَعَدَ ٱلَّذِينَ كَذَبُوا۟ ٱللَّهَ وَرَسُولَهُۥ ۚ سَيُصِيبُ ٱلَّذِينَ كَفَرُوا۟ مِنْهُمْ عَذَابٌ أَلِيمٌ

Some of the desert Arabs, too, came to make excuses, asking to be granted exemption. Those who lied to God and His Messenger stayed behind at home. A painful punishment will afflict those of them who disbelieved,

9:91 At-Tawbah

لَّيْسَ عَلَى ٱلضُّعَفَآءِ وَلَا عَلَى ٱلْمَرْضَىٰ وَلَا عَلَى ٱلَّذِينَ لَا يَجِدُونَ مَا يُنفِقُونَ حَرَجٌ إِذَا نَصَحُوا۟ لِلَّهِ وَرَسُولِهِۦ ۚ مَا عَلَى ٱلْمُحْسِنِينَ مِن سَبِيلٍ ۚ وَٱللَّهُ غَفُورٌ رَّحِيمٌ

but there is no blame attached to the weak, the sick, and those who have no means to spend, provided they are true to God and His Messenger- there is no reason to reproach those who do good: God is most forgiving and merciful.

9:92 At-Tawbah

وَلَا عَلَى ٱلَّذِينَ إِذَا مَآ أَتَوْكَ لِتَحْمِلَهُمْ قُلْتَ لَآ أَجِدُ مَآ أَحْمِلُكُمْ عَلَيْهِ تَوَلَّوا۟ وَّأَعْيُنُهُمْ تَفِيضُ مِنَ ٱلدَّمْعِ حَزَنًا أَلَّا يَجِدُوا۟ مَا يُنفِقُونَ

And there is no blame attached to those who came to you [Prophet] for riding animals and to whom you said, ‘I cannot find a mount for you’: they turned away with their eyes overflowing with tears of grief that they had nothing they could contribute.

9:93 At-Tawbah

۞ إِنَّمَا ٱلسَّبِيلُ عَلَى ٱلَّذِينَ يَسْتَـْٔذِنُونَكَ وَهُمْ أَغْنِيَآءُ ۚ رَضُوا۟ بِأَن يَكُونُوا۟ مَعَ ٱلْخَوَالِفِ وَطَبَعَ ٱللَّهُ عَلَىٰ قُلُوبِهِمْ فَهُمْ لَا يَعْلَمُونَ

The ones open to blame are those who asked you for exemption despite their wealth, and who preferred to be with those who stay behind. God has sealed their hearts: they do not understand.

9:94 At-Tawbah

يَعْتَذِرُونَ إِلَيْكُمْ إِذَا رَجَعْتُمْ إِلَيْهِمْ ۚ قُل لَّا تَعْتَذِرُوا۟ لَن نُّؤْمِنَ لَكُمْ قَدْ نَبَّأَنَا ٱللَّهُ مِنْ أَخْبَارِكُمْ ۚ وَسَيَرَى ٱللَّهُ عَمَلَكُمْ وَرَسُولُهُۥ ثُمَّ تُرَدُّونَ إِلَىٰ عَـٰلِمِ ٱلْغَيْبِ وَٱلشَّهَـٰدَةِ فَيُنَبِّئُكُم بِمَا كُنتُمْ تَعْمَلُونَ

When you return from the expedition they will carry on coming to you [believers] with excuses. Say, ‘Do not make excuses. We do not believe you: God has told us about you. God and His Messenger will watch your actions now, and in the end you will be returned to the One who knows the seen and the unseen. He will confront you with what you have done.’

9:95 At-Tawbah

سَيَحْلِفُونَ بِٱللَّهِ لَكُمْ إِذَا ٱنقَلَبْتُمْ إِلَيْهِمْ لِتُعْرِضُوا۟ عَنْهُمْ ۖ فَأَعْرِضُوا۟ عَنْهُمْ ۖ إِنَّهُمْ رِجْسٌ ۖ وَمَأْوَىٰهُمْ جَهَنَّمُ جَزَآءًۢ بِمَا كَانُوا۟ يَكْسِبُونَ

When you return to them, they will swear to you by God in order to make you leave them alone- so leave them alone: they are loathsome, and Hell will be their home as a reward for their actions-

9:96 At-Tawbah

يَحْلِفُونَ لَكُمْ لِتَرْضَوْا۟ عَنْهُمْ ۖ فَإِن تَرْضَوْا۟ عَنْهُمْ فَإِنَّ ٱللَّهَ لَا يَرْضَىٰ عَنِ ٱلْقَوْمِ ٱلْفَـٰسِقِينَ

they will swear to you in order to make you accept them, but even if you do accept them, God will not accept people who rebel against Him.

9:97 At-Tawbah

ٱلْأَعْرَابُ أَشَدُّ كُفْرًا وَنِفَاقًا وَأَجْدَرُ أَلَّا يَعْلَمُوا۟ حُدُودَ مَآ أَنزَلَ ٱللَّهُ عَلَىٰ رَسُولِهِۦ ۗ وَٱللَّهُ عَلِيمٌ حَكِيمٌ

The desert Arabs are the most stubborn of all peoples in their disbelief and hypocrisy. They are the least likely to recognize the limits that God has sent down to His Messenger. God is all knowing and all wise.

9:98 At-Tawbah

وَمِنَ ٱلْأَعْرَابِ مَن يَتَّخِذُ مَا يُنفِقُ مَغْرَمًا وَيَتَرَبَّصُ بِكُمُ ٱلدَّوَآئِرَ ۚ عَلَيْهِمْ دَآئِرَةُ ٱلسَّوْءِ ۗ وَٱللَّهُ سَمِيعٌ عَلِيمٌ

Some of the desert Arabs consider what they give to be an imposition; they are waiting for fortune to turn against you, but fortune will turn against them. God is all hearing and all knowing.

9:99 At-Tawbah

وَمِنَ ٱلْأَعْرَابِ مَن يُؤْمِنُ بِٱللَّهِ وَٱلْيَوْمِ ٱلْـَٔاخِرِ وَيَتَّخِذُ مَا يُنفِقُ قُرُبَـٰتٍ عِندَ ٱللَّهِ وَصَلَوَٰتِ ٱلرَّسُولِ ۚ أَلَآ إِنَّهَا قُرْبَةٌ لَّهُمْ ۚ سَيُدْخِلُهُمُ ٱللَّهُ فِى رَحْمَتِهِۦٓ ۗ إِنَّ ٱللَّهَ غَفُورٌ رَّحِيمٌ

But there are also some desert Arabs who believe in God and the Last Day and consider their contributions as bringing them nearer to God and the prayers of the Messenger: they will indeed bring them nearer and God will admit them to His mercy. God is most forgiving and merciful.

9:101 At-Tawbah

وَمِمَّنْ حَوْلَكُم مِّنَ ٱلْأَعْرَابِ مُنَـٰفِقُونَ ۖ وَمِنْ أَهْلِ ٱلْمَدِينَةِ ۖ مَرَدُوا۟ عَلَى ٱلنِّفَاقِ لَا تَعْلَمُهُمْ ۖ نَحْنُ نَعْلَمُهُمْ ۚ سَنُعَذِّبُهُم مَّرَّتَيْنِ ثُمَّ يُرَدُّونَ إِلَىٰ عَذَابٍ عَظِيمٍ

Some of the desert Arabs around you are hypocrites, as are some of the people of Medina- they are obstinate in their hypocrisy. You [Prophet] do not know them, but We know them well: We shall punish them twice and then they will be returned to [face] a painful punishment [in the Hereafter].

9:102 At-Tawbah

وَءَاخَرُونَ ٱعْتَرَفُوا۟ بِذُنُوبِهِمْ خَلَطُوا۟ عَمَلًا صَـٰلِحًا وَءَاخَرَ سَيِّئًا عَسَى ٱللَّهُ أَن يَتُوبَ عَلَيْهِمْ ۚ إِنَّ ٱللَّهَ غَفُورٌ رَّحِيمٌ

And there are others who have confessed their wrongdoing, who have done some righteous deeds and some bad ones: God may well accept their repentance, for God is most forgiving and merciful.

9:103 At-Tawbah

خُذْ مِنْ أَمْوَٰلِهِمْ صَدَقَةً تُطَهِّرُهُمْ وَتُزَكِّيهِم بِهَا وَصَلِّ عَلَيْهِمْ ۖ إِنَّ صَلَوٰتَكَ سَكَنٌ لَّهُمْ ۗ وَٱللَّهُ سَمِيعٌ عَلِيمٌ

In order to cleanse and purify them [Prophet], accept a gift out of their property [to make amends] and pray for them- your prayer will be a comfort to them. God is all hearing, all knowing.

9:104 At-Tawbah

أَلَمْ يَعْلَمُوٓا۟ أَنَّ ٱللَّهَ هُوَ يَقْبَلُ ٱلتَّوْبَةَ عَنْ عِبَادِهِۦ وَيَأْخُذُ ٱلصَّدَقَـٰتِ وَأَنَّ ٱللَّهَ هُوَ ٱلتَّوَّابُ ٱلرَّحِيمُ

Do they not know that it is God Himself who accepts repentance from His servants and receives what is given freely for His sake? He is always ready to accept repentance, most merciful.

9:105 At-Tawbah

وَقُلِ ٱعْمَلُوا۟ فَسَيَرَى ٱللَّهُ عَمَلَكُمْ وَرَسُولُهُۥ وَٱلْمُؤْمِنُونَ ۖ وَسَتُرَدُّونَ إِلَىٰ عَـٰلِمِ ٱلْغَيْبِ وَٱلشَّهَـٰدَةِ فَيُنَبِّئُكُم بِمَا كُنتُمْ تَعْمَلُونَ

Say [Prophet], ‘Take action! God will see your actions- as will His Messenger and the believers- and then you will be returned to Him who knows what is seen and unseen, and He will tell you what you have been doing.

9:106 At-Tawbah

وَءَاخَرُونَ مُرْجَوْنَ لِأَمْرِ ٱللَّهِ إِمَّا يُعَذِّبُهُمْ وَإِمَّا يَتُوبُ عَلَيْهِمْ ۗ وَٱللَّهُ عَلِيمٌ حَكِيمٌ

And there are others who are waiting for God’s decree, either to punish them or to show them mercy. God is all knowing and wise.

9:120 At-Tawbah

مَا كَانَ لِأَهْلِ ٱلْمَدِينَةِ وَمَنْ حَوْلَهُم مِّنَ ٱلْأَعْرَابِ أَن يَتَخَلَّفُوا۟ عَن رَّسُولِ ٱللَّهِ وَلَا يَرْغَبُوا۟ بِأَنفُسِهِمْ عَن نَّفْسِهِۦ ۚ ذَٰلِكَ بِأَنَّهُمْ لَا يُصِيبُهُمْ ظَمَأٌ وَلَا نَصَبٌ وَلَا مَخْمَصَةٌ فِى سَبِيلِ ٱللَّهِ وَلَا يَطَـُٔونَ مَوْطِئًا يَغِيظُ ٱلْكُفَّارَ وَلَا يَنَالُونَ مِنْ عَدُوٍّ نَّيْلًا إِلَّا كُتِبَ لَهُم بِهِۦ عَمَلٌ صَـٰلِحٌ ۚ إِنَّ ٱللَّهَ لَا يُضِيعُ أَجْرَ ٱلْمُحْسِنِينَ

The people of Medina and their neighbouring desert Arabs should not have held back from following God’s Messenger, nor should they have cared about themselves more than him: if ever they suffer any thirst, weariness, or hunger in God’s cause, take any step that angers the disbelievers, or cause any harm to an enemy, a good deed is recorded in their favour on account of it- God never wastes the reward of those who do good-

33:20 Al-Ahzab

يَحْسَبُونَ ٱلْأَحْزَابَ لَمْ يَذْهَبُوا۟ ۖ وَإِن يَأْتِ ٱلْأَحْزَابُ يَوَدُّوا۟ لَوْ أَنَّهُم بَادُونَ فِى ٱلْأَعْرَابِ يَسْـَٔلُونَ عَنْ أَنۢبَآئِكُمْ ۖ وَلَوْ كَانُوا۟ فِيكُم مَّا قَـٰتَلُوٓا۟ إِلَّا قَلِيلًا

They think the joint forces have not gone, and if the joint forces did come again they would wish they were in the desert, wandering among the Bedouin and seeking news about you [from a safe distance]. Even if they were with you [believers], they would hardly fight at all.

48:11 Al-Fath

سَيَقُولُ لَكَ ٱلْمُخَلَّفُونَ مِنَ ٱلْأَعْرَابِ شَغَلَتْنَآ أَمْوَٰلُنَا وَأَهْلُونَا فَٱسْتَغْفِرْ لَنَا ۚ يَقُولُونَ بِأَلْسِنَتِهِم مَّا لَيْسَ فِى قُلُوبِهِمْ ۚ قُلْ فَمَن يَمْلِكُ لَكُم مِّنَ ٱللَّهِ شَيْـًٔا إِنْ أَرَادَ بِكُمْ ضَرًّا أَوْ أَرَادَ بِكُمْ نَفْعًۢا ۚ بَلْ كَانَ ٱللَّهُ بِمَا تَعْمَلُونَ خَبِيرًۢا

The desert Arabs who stayed behind will say to you, ‘We were busy with our property and our families: ask forgiveness for us,’ but they say with their tongues what is not in their hearts. Say, ‘Whether it is God’s will to do you harm or good, who can intervene for you?’ No! God is fully aware of everything you [people] do.

48:16 Al-Fath

قُل لِّلْمُخَلَّفِينَ مِنَ ٱلْأَعْرَابِ سَتُدْعَوْنَ إِلَىٰ قَوْمٍ أُو۟لِى بَأْسٍ شَدِيدٍ تُقَـٰتِلُونَهُمْ أَوْ يُسْلِمُونَ ۖ فَإِن تُطِيعُوا۟ يُؤْتِكُمُ ٱللَّهُ أَجْرًا حَسَنًا ۖ وَإِن تَتَوَلَّوْا۟ كَمَا تَوَلَّيْتُم مِّن قَبْلُ يُعَذِّبْكُمْ عَذَابًا أَلِيمًا

Tell the desert Arabs who stayed behind, ‘You will be called to face a people of great might in war and to fight them, unless they surrender: if you obey, God will reward you well, but if you turn away, as you have done before, He will punish you heavily-

49:14 Al-Hujurat

۞ قَالَتِ ٱلْأَعْرَابُ ءَامَنَّا ۖ قُل لَّمْ تُؤْمِنُوا۟ وَلَـٰكِن قُولُوٓا۟ أَسْلَمْنَا وَلَمَّا يَدْخُلِ ٱلْإِيمَـٰنُ فِى قُلُوبِكُمْ ۖ وَإِن تُطِيعُوا۟ ٱللَّهَ وَرَسُولَهُۥ لَا يَلِتْكُم مِّنْ أَعْمَـٰلِكُمْ شَيْـًٔا ۚ إِنَّ ٱللَّهَ غَفُورٌ رَّحِيمٌ

The desert Arabs say, ‘We have faith.’ [Prophet], tell them, ‘You do not have faith. What you should say instead is, “We have submitted,” for faith has not yet entered your hearts.’ If you obey God and His Messenger, He will not diminish any of your deeds: He is most forgiving and most merciful.
