Before humanity existed, the angels questioned a divine decree: God announced He was placing a khalifa—a successor or steward—on the earth (2:30). The angels anticipated ruin, asking how God could place someone there who would cause damage and bloodshed while they celebrated His praise and proclaimed His holiness. God responded simply, "I know things you do not." This title, as Al-Nisaburi explains (Ijaz al-Bayan, 1/80), refers not only to Adam but to all his descendants who succeed one another generation after generation. It is a continuous, active state of inheritance. Al-Jurjani notes (Daraj al-Durar, 1/138) that the Arabic word encompasses the whole human lineage, with its grammatical form adding a layer of linguistic intensity to the magnitude of the role.

Why does God make people successors?

The Quran frames human habitation of the earth as a deliberate, temporary observation. God states that He made people successors in the land specifically "to see how you would behave" (10:14). This stewardship is not an equal distribution of power or wealth. Instead, God raises some individuals above others in rank as a direct test through the provisions He grants them, reminding them that while He is swift in punishment, He is also most forgiving and merciful (6:165). Even personal wealth is a delegated trust handed down from previous owners; believers are instructed to give out of whatever God has "made pass down" to them, with a promise of great reward for those who believe and give (57:7).

What happened to the previous heirs?

To contextualize this succession, the text points to vanished civilizations. The people of Hud are told to remember how they were made heirs after Noah’s people, benefiting from increased physical stature and prosperity (7:69). Later, the people of Thamud became successors after 'Ad, using their inheritance to build castles on the plains and carve houses directly out of the mountains (7:74). Yet, this material and architectural mastery came with a strict condition: remember God’s blessings and do not spread corruption in the land. The angels' initial fear of violence is realized whenever a succeeding generation exploits the earth rather than maintaining it.

What are the terms of mastery over the land?

When succession takes the form of political dominion, it demands strict equity. God tells David that He has given him mastery over the land, immediately tying this authority to the command to judge fairly between people (38:26). David is warned not to follow his own desires lest they divert him from God's path, an error that results in painful torment for ignoring the Day of Reckoning. For a community of believers, widespread succession is presented as a divine pledge. God promises those who believe and do good deeds that He will make them successors to the land, just as He did for previous nations (24:55). This comes with the guarantee of empowering their chosen religion and replacing their fear with security, provided they worship Him alone. Any who remain defiant after this security is established are categorized as rebels.

The ultimate authority to install populations belongs solely to the One who answers the distressed when they call upon Him and removes their suffering, prompting the rhetorical question of whether there could be any other god beside Him (27:62). Yet holding this position on earth is a precarious tenure. Those who deny the truth of this arrangement will bear the consequences, their denial adding only to their loss and making them more odious to their Lord (35:39).

2:30 Al-Baqarah

وَإِذْ قَالَ رَبُّكَ لِلْمَلَـٰٓئِكَةِ إِنِّى جَاعِلٌ فِى ٱلْأَرْضِ خَلِيفَةً ۖ قَالُوٓا۟ أَتَجْعَلُ فِيهَا مَن يُفْسِدُ فِيهَا وَيَسْفِكُ ٱلدِّمَآءَ وَنَحْنُ نُسَبِّحُ بِحَمْدِكَ وَنُقَدِّسُ لَكَ ۖ قَالَ إِنِّىٓ أَعْلَمُ مَا لَا تَعْلَمُونَ

[Prophet], when your Lord told the angels, ‘I am putting a successor on earth,’ they said, ‘How can You put someone there who will cause damage and bloodshed, when we celebrate Your praise and proclaim Your holiness?’ but He said, ‘I know things you do not.’

6:165 Al-An'am

وَهُوَ ٱلَّذِى جَعَلَكُمْ خَلَـٰٓئِفَ ٱلْأَرْضِ وَرَفَعَ بَعْضَكُمْ فَوْقَ بَعْضٍ دَرَجَـٰتٍ لِّيَبْلُوَكُمْ فِى مَآ ءَاتَىٰكُمْ ۗ إِنَّ رَبَّكَ سَرِيعُ ٱلْعِقَابِ وَإِنَّهُۥ لَغَفُورٌ رَّحِيمٌۢ

It is He who made you successors on the earth and raises some of you above others in rank, to test you through what He gives you. [Prophet], your Lord is swift in punishment, yet He is most forgiving and merciful.

7:69 Al-A'raf

أَوَعَجِبْتُمْ أَن جَآءَكُمْ ذِكْرٌ مِّن رَّبِّكُمْ عَلَىٰ رَجُلٍ مِّنكُمْ لِيُنذِرَكُمْ ۚ وَٱذْكُرُوٓا۟ إِذْ جَعَلَكُمْ خُلَفَآءَ مِنۢ بَعْدِ قَوْمِ نُوحٍ وَزَادَكُمْ فِى ٱلْخَلْقِ بَصْۜطَةً ۖ فَٱذْكُرُوٓا۟ ءَالَآءَ ٱللَّهِ لَعَلَّكُمْ تُفْلِحُونَ

Do you find it so strange that a message should come from your Lord, through a man in your midst, to warn you? Remember how He made you heirs after Noah’s people, and increased your stature: remember God’s bounties, so that you may prosper.’

7:74 Al-A'raf

وَٱذْكُرُوٓا۟ إِذْ جَعَلَكُمْ خُلَفَآءَ مِنۢ بَعْدِ عَادٍ وَبَوَّأَكُمْ فِى ٱلْأَرْضِ تَتَّخِذُونَ مِن سُهُولِهَا قُصُورًا وَتَنْحِتُونَ ٱلْجِبَالَ بُيُوتًا ۖ فَٱذْكُرُوٓا۟ ءَالَآءَ ٱللَّهِ وَلَا تَعْثَوْا۟ فِى ٱلْأَرْضِ مُفْسِدِينَ

Remember how He made you heirs after 'Ad and settled you in the land to build yourselves castles on its plains and carve houses out of the mountains: remember God’s blessings and do not spread corruption in the land,’

10:14 Yunus

ثُمَّ جَعَلْنَـٰكُمْ خَلَـٰٓئِفَ فِى ٱلْأَرْضِ مِنۢ بَعْدِهِمْ لِنَنظُرَ كَيْفَ تَعْمَلُونَ

Later We made you their successors in the land, to see how you would behave.

24:55 An-Nur

وَعَدَ ٱللَّهُ ٱلَّذِينَ ءَامَنُوا۟ مِنكُمْ وَعَمِلُوا۟ ٱلصَّـٰلِحَـٰتِ لَيَسْتَخْلِفَنَّهُمْ فِى ٱلْأَرْضِ كَمَا ٱسْتَخْلَفَ ٱلَّذِينَ مِن قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ ٱلَّذِى ٱرْتَضَىٰ لَهُمْ وَلَيُبَدِّلَنَّهُم مِّنۢ بَعْدِ خَوْفِهِمْ أَمْنًا ۚ يَعْبُدُونَنِى لَا يُشْرِكُونَ بِى شَيْـًٔا ۚ وَمَن كَفَرَ بَعْدَ ذَٰلِكَ فَأُو۟لَـٰٓئِكَ هُمُ ٱلْفَـٰسِقُونَ

God has made a promise to those among you who believe and do good deeds: He will make them successors to the land, as He did those who came before them; He will empower the religion He has chosen for them; He will grant them security to replace their fear. ‘They will worship Me and not join anything with Me.’ Those who are defiant after that will be the rebels.-

27:62 An-Naml

أَمَّن يُجِيبُ ٱلْمُضْطَرَّ إِذَا دَعَاهُ وَيَكْشِفُ ٱلسُّوٓءَ وَيَجْعَلُكُمْ خُلَفَآءَ ٱلْأَرْضِ ۗ أَءِلَـٰهٌ مَّعَ ٱللَّهِ ۚ قَلِيلًا مَّا تَذَكَّرُونَ

Who is it that answers the distressed when they call upon Him? Who removes their suffering? Who makes you successors in the earth? Is it another god beside God? Little notice you take!

35:39 Fatir

هُوَ ٱلَّذِى جَعَلَكُمْ خَلَـٰٓئِفَ فِى ٱلْأَرْضِ ۚ فَمَن كَفَرَ فَعَلَيْهِ كُفْرُهُۥ ۖ وَلَا يَزِيدُ ٱلْكَـٰفِرِينَ كُفْرُهُمْ عِندَ رَبِّهِمْ إِلَّا مَقْتًا ۖ وَلَا يَزِيدُ ٱلْكَـٰفِرِينَ كُفْرُهُمْ إِلَّا خَسَارًا

it is He who made you [people] successors to the land. Those who deny the truth will bear the consequences: their denial will only make them more odious to their Lord, and add only to their loss.

38:26 Sad

يَـٰدَاوُۥدُ إِنَّا جَعَلْنَـٰكَ خَلِيفَةً فِى ٱلْأَرْضِ فَٱحْكُم بَيْنَ ٱلنَّاسِ بِٱلْحَقِّ وَلَا تَتَّبِعِ ٱلْهَوَىٰ فَيُضِلَّكَ عَن سَبِيلِ ٱللَّهِ ۚ إِنَّ ٱلَّذِينَ يَضِلُّونَ عَن سَبِيلِ ٱللَّهِ لَهُمْ عَذَابٌ شَدِيدٌۢ بِمَا نَسُوا۟ يَوْمَ ٱلْحِسَابِ

‘David, We have given you mastery over the land. Judge fairly between people. Do not follow your desires, lest they divert you from God’s path: those who wander from His path will have a painful torment because they ignore the Day of Reckoning.’

57:7 Al-Hadid

ءَامِنُوا۟ بِٱللَّهِ وَرَسُولِهِۦ وَأَنفِقُوا۟ مِمَّا جَعَلَكُم مُّسْتَخْلَفِينَ فِيهِ ۖ فَٱلَّذِينَ ءَامَنُوا۟ مِنكُمْ وَأَنفَقُوا۟ لَهُمْ أَجْرٌ كَبِيرٌ

Believe in God and His Messenger, and give out of what He has made pass down to you: those of you who believe and give will have a great reward.
