When Pharaoh’s counselors witnessed Moses present his signs, they did not interpret them as divine intervention, but as the work of a "learned sorcerer" (7:109). Recognizing the political threat of a man who could supposedly use such magic to "drive you out of your land," they formulated a specific defensive strategy (7:110). They advised Pharaoh to delay Moses and immediately dispatch messengers to all the cities (7:111). Their goal was not to raise an army of soldiers, but to gather individuals possessing the highest level of technical mastery, summoning "every learned sorcerer to you" (7:112).

How does the Quran describe physical craftsmanship?

In the Quranic historical narratives, physical mastery and architectural craftsmanship frequently appear as markers of ancient civilizations' power and eventual complacency. The people of Thamud are explicitly noted for their advanced masonry skills, confidently "carving your fine houses from the mountains" (26:149). This material proficiency provided them with temporary security and a sense of permanence in a harsh landscape.

Similarly, in the court of Pharaoh, skill in sorcery was treated as a highly organized and valued profession. The state relied on this expertise to maintain order and psychological dominance. When Moses challenged the court, Pharaoh's advisors repeated their assessment of his abilities, again calling him a "learned sorcerer" who meant to use his craft for insurrection (26:34-35). To neutralize him, they mobilized the entire kingdom's intellectual and magical resources, aiming to bring "every accomplished sorcerer" to the capital (26:37). This mobilization highlights a society that placed immense reliance on trained human expertise to uphold its authority.

Who is considered a skilled (mahir) person?

While the verses detail earthly expertise, classical Islamic literature anchors the specific Arabic term mahir (the skilled one) to the mastery of the Quran itself. The textual tradition draws heavily on the statement of Aisha, documented by Muhammad bin Abd al-Wahhab (Fada'il al-Quran, 3), that "the skilled (mahir) in the Quran is with the noble obedient scribes," referring to the angels. This places the highest value of human skill not on stone masonry or visual illusion, but on preserving and vocalizing revelation.

A well-known corollary to this principle states that a person who struggles with reading the text receives two rewards for their difficulty. However, classical scholars clarify that this does not diminish the superior status of the expert. As noted in Al-Da'wah ila al-Tamasuk bil-Quran al-Karim (40), the scholar Al-Qadi explains that the double reward for the struggling reader does not mean they earn more than the skilled reciter. The mahir remains higher in rank and possesses greater reward precisely because their proficiency elevates them to the spiritual company of the angelic scribes.
