The Quran characterizes war not as a natural state of human affairs, but as a destructive fire repeatedly kindled by those intent on spreading corruption on earth. Addressing the insolence and defiance of those who mock divine generosity by claiming God is "tight-fisted," the text asserts that God’s hands are actually wide open, giving as He pleases (5:64). It is this same defiance that drives them to ignite conflicts, yet the Quran guarantees that whenever they kindle the fire of war, God will put it out, because He does not love those who corrupt the land (5:64). Conflict in the text is fundamentally linked to this intent to cause harm, whether through open hostility or calculated deception. Even a physical structure meant for worship is condemned if it is built as an outpost to sow disunity and support those who fought God and His Messenger; though its builders may swear their intentions are nothing but good, God bears witness that they are liars (9:107).
What constitutes waging war against God?
The Quranic definition of war (harb) extends well beyond clashing armies, treating severe societal and economic harm as acts of aggression against the divine order. Engaging in relentless financial oppression brings the ultimate ultimatum: those who refuse to abandon usury are explicitly warned of a war from God and His Messenger (2:279). The resolution offered is immediate repentance, which guarantees the return of their original capital, establishing a strict standard where individuals neither suffer loss nor cause others to suffer loss.
Physical acts of terror and societal destruction receive similarly unyielding responses. Those who actively wage war against God and His Messenger by striving to spread corruption in the land face exactingly severe penalties. The prescribed punishments for such outright aggression range from banishment from the land to amputation of alternate hands and feet, crucifixion, or execution—serving as a public disgrace in this world before a terrible punishment in the Hereafter (5:33).
Conduct and deterrence on the battlefield
When open battle becomes necessary against disbelieving forces, the Quran commands decisive, overwhelming action to end the immediate threat and secure peace. Believers are instructed to make a fearsome example of opposing combatants upon meeting them in battle, heavily deterring any enemy forces that might follow in their wake so they take heed (8:57). Classical exegetes frequently highlighted the grim, consuming nature of these clashes, noting how early Arabic poetry described the necessity for a warrior to stand resolute "when war bares its shin" (Tafsir al-Qurtubi, 18/ 248).
During the clash itself, the command is to strike the enemy in the neck until they are decisively defeated, at which point any taken captives must be bound firmly (47:4). The text immediately mandates that once the threat is neutralized, these captives are to be released either as an act of grace or through ransom. This state of conflict continues strictly until "the toils of war have ended" (47:4). Analyzing this phrasing, Ibn al-Ahnaf explains that the Arabic term for these burdens or toils (awzar) specifically refers to weapons; the root meaning of a burden is simply what a person carries, mapping the physical weight of arms to the exhaustion of combat (Al-Bustan fi I'rab Mushkilat al-Quran, 3/ 72).
While the physical toll of these conflicts tests the believers, the underlying reality of the battlefield is governed entirely by divine will. The text makes clear that God could easily have defeated the opposing forces Himself if He had willed, but He utilizes conflict to test some people by means of others. For those who meet their end in this earthly struggle, the guarantee remains absolute: He will not let the deeds of those who are killed for His cause come to nothing (47:4).

فَإِن لَّمْ تَفْعَلُوا۟ فَأْذَنُوا۟ بِحَرْبٍ مِّنَ ٱللَّهِ وَرَسُولِهِۦ ۖ وَإِن تُبْتُمْ فَلَكُمْ رُءُوسُ أَمْوَٰلِكُمْ لَا تَظْلِمُونَ وَلَا تُظْلَمُونَ
If you do not, then be warned of war from God and His Messenger. You shall have your capital if you repent, and without suffering loss or causing others to suffer loss.
إِنَّمَا جَزَٰٓؤُا۟ ٱلَّذِينَ يُحَارِبُونَ ٱللَّهَ وَرَسُولَهُۥ وَيَسْعَوْنَ فِى ٱلْأَرْضِ فَسَادًا أَن يُقَتَّلُوٓا۟ أَوْ يُصَلَّبُوٓا۟ أَوْ تُقَطَّعَ أَيْدِيهِمْ وَأَرْجُلُهُم مِّنْ خِلَـٰفٍ أَوْ يُنفَوْا۟ مِنَ ٱلْأَرْضِ ۚ ذَٰلِكَ لَهُمْ خِزْىٌ فِى ٱلدُّنْيَا ۖ وَلَهُمْ فِى ٱلْـَٔاخِرَةِ عَذَابٌ عَظِيمٌ
Those who wage war against God and His Messenger and strive to spread corruption in the land should be punished by death, crucifixion, the amputation of an alternate hand and foot, or banishment from the land: a disgrace for them in this world, and then a terrible punishment in the Hereafter,
وَقَالَتِ ٱلْيَهُودُ يَدُ ٱللَّهِ مَغْلُولَةٌ ۚ غُلَّتْ أَيْدِيهِمْ وَلُعِنُوا۟ بِمَا قَالُوا۟ ۘ بَلْ يَدَاهُ مَبْسُوطَتَانِ يُنفِقُ كَيْفَ يَشَآءُ ۚ وَلَيَزِيدَنَّ كَثِيرًا مِّنْهُم مَّآ أُنزِلَ إِلَيْكَ مِن رَّبِّكَ طُغْيَـٰنًا وَكُفْرًا ۚ وَأَلْقَيْنَا بَيْنَهُمُ ٱلْعَدَٰوَةَ وَٱلْبَغْضَآءَ إِلَىٰ يَوْمِ ٱلْقِيَـٰمَةِ ۚ كُلَّمَآ أَوْقَدُوا۟ نَارًا لِّلْحَرْبِ أَطْفَأَهَا ٱللَّهُ ۚ وَيَسْعَوْنَ فِى ٱلْأَرْضِ فَسَادًا ۚ وَٱللَّهُ لَا يُحِبُّ ٱلْمُفْسِدِينَ
The Jews have said, ‘God is tight-fisted,’ but it is they who are tight-fisted, and they are rejected for what they have said. Truly, God’s hands are open wide: He gives as He pleases. What has been sent down to you from your Lord is sure to increase insolence and defiance in many of them. We have sown enmity and hatred amongst them till the Day of Resurrection. Whenever they kindle the fire of war, God will put it out. They try to spread corruption in the land, but God does not love those who corrupt.
فَإِمَّا تَثْقَفَنَّهُمْ فِى ٱلْحَرْبِ فَشَرِّدْ بِهِم مَّنْ خَلْفَهُمْ لَعَلَّهُمْ يَذَّكَّرُونَ
If you meet them in battle, make a fearsome example of them to those who come after them, so that they may take heed.
وَٱلَّذِينَ ٱتَّخَذُوا۟ مَسْجِدًا ضِرَارًا وَكُفْرًا وَتَفْرِيقًۢا بَيْنَ ٱلْمُؤْمِنِينَ وَإِرْصَادًا لِّمَنْ حَارَبَ ٱللَّهَ وَرَسُولَهُۥ مِن قَبْلُ ۚ وَلَيَحْلِفُنَّ إِنْ أَرَدْنَآ إِلَّا ٱلْحُسْنَىٰ ۖ وَٱللَّهُ يَشْهَدُ إِنَّهُمْ لَكَـٰذِبُونَ
Then there are those who built a mosque––in an attempt to cause harm, disbelief, and disunity among the believers––as an outpost for those who fought God and His Messenger before: they swear, ‘Our intentions were nothing but good,’ but God bears witness that they are liars.
فَإِذَا لَقِيتُمُ ٱلَّذِينَ كَفَرُوا۟ فَضَرْبَ ٱلرِّقَابِ حَتَّىٰٓ إِذَآ أَثْخَنتُمُوهُمْ فَشُدُّوا۟ ٱلْوَثَاقَ فَإِمَّا مَنًّۢا بَعْدُ وَإِمَّا فِدَآءً حَتَّىٰ تَضَعَ ٱلْحَرْبُ أَوْزَارَهَا ۚ ذَٰلِكَ وَلَوْ يَشَآءُ ٱللَّهُ لَٱنتَصَرَ مِنْهُمْ وَلَـٰكِن لِّيَبْلُوَا۟ بَعْضَكُم بِبَعْضٍ ۗ وَٱلَّذِينَ قُتِلُوا۟ فِى سَبِيلِ ٱللَّهِ فَلَن يُضِلَّ أَعْمَـٰلَهُمْ
When you meet the disbelievers in battle, strike them in the neck, and once they are defeated, bind any captives firmly––later you can release them by grace or by ransom––until the toils of war have ended. That [is the way]. God could have defeated them Himself if He had willed, but His purpose is to test some of you by means of others. He will not let the deeds of those who are killed for His cause come to nothing;
