A prophet’s mandate is defined by a strict boundary: the exhaustive delivery of a message, coupled with the absolute inability to force its acceptance. Prophets stand before their nations not as enforcers, but as conduits for divine instruction. They bear the heavy responsibility of proclaiming what has been revealed, yet they are repeatedly reminded that the outcome—whether a community accepts the truth or turns away in defiance—rests entirely in the hands of God.
What exactly is the messenger's responsibility?
The directive given to the Prophet Muhammad makes his role starkly clear. His singular obligation is the uncompromised communication of the revelation. If listeners decide to turn their backs after hearing the truth, the Quran insists that the Prophet has still fulfilled his purpose, as his sole duty is to deliver the message clearly (5:92). Because his responsibility stops at delivery, the hidden motives and private reactions of the listeners are left entirely to God, who knows exactly what people reveal and conceal (5:99).
This boundary relieves the messenger from the burden of results. He is commanded to proclaim everything sent down to him; failing to do so would mean failing the mission entirely, but as long as he speaks, God promises to protect him from the people (5:67). As Ibn Kathir notes (تفسير ابن كثير - ط ابن الجوزي, 7/ 292), if people shrink from acting on the truth, the messenger is only responsible for the delivery he was burdened with, while the people must carry the burden of their own refusal. Even if the Prophet were to pass away before seeing the consequences of his community's rejection, his duty remains strictly to deliver the message, while the final Reckoning belongs to God alone (13:40).
How did previous prophets respond to stubborn nations?
The Quran records earlier prophets echoing this exact understanding of their role when facing hostile crowds. Accused of being astray, one prophet responds that he is simply a messenger from the Lord of the Worlds, delivering messages and offering sincere advice (7:61-62). Another, mocked as foolish, replies with the same measured defense: he is merely delivering his Lord's messages as an honest adviser (7:67-68).
When nations inevitably refused to listen and brought ruin upon themselves, these messengers absolved themselves of guilt. After doing everything in his power, a prophet would turn away from the wreckage of his people, stating plainly that he delivered the messages and gave sincere advice, only to be met by people who disliked honest counselors (7:79). There is no room for lingering sorrow over those who consciously reject the truth. Having conveyed the message and advised his people, another prophet recognizes there is no reason to grieve for those who refused to believe (7:93).
The command to notify is an act of devoted clarity, not an invitation to wrestle with human stubbornness. If an audience argues, the messenger is instructed to declare his devotion to God alone, ask if they will do the same, and recognize that if they turn away, his duty has already been met (3:20). A community's refusal cannot harm God, nor does it derail the divine plan. The messenger simply speaks the truth, secure in the knowledge that if one nation turns away, the Lord who protects everything will simply bring another people in their place (11:57).

فَإِنْ حَآجُّوكَ فَقُلْ أَسْلَمْتُ وَجْهِىَ لِلَّهِ وَمَنِ ٱتَّبَعَنِ ۗ وَقُل لِّلَّذِينَ أُوتُوا۟ ٱلْكِتَـٰبَ وَٱلْأُمِّيِّـۧنَ ءَأَسْلَمْتُمْ ۚ فَإِنْ أَسْلَمُوا۟ فَقَدِ ٱهْتَدَوا۟ ۖ وَّإِن تَوَلَّوْا۟ فَإِنَّمَا عَلَيْكَ ٱلْبَلَـٰغُ ۗ وَٱللَّهُ بَصِيرٌۢ بِٱلْعِبَادِ
if they argue with you [Prophet], say, ‘I have devoted myself to God alone and so have my followers.’ Ask those who were given the Scripture, as well as those without one, ‘Do you too devote yourselves to Him alone?’ If they do, they will be guided, but if they turn away, your only duty is to convey the message. God is aware of His servants.
۞ يَـٰٓأَيُّهَا ٱلرَّسُولُ بَلِّغْ مَآ أُنزِلَ إِلَيْكَ مِن رَّبِّكَ ۖ وَإِن لَّمْ تَفْعَلْ فَمَا بَلَّغْتَ رِسَالَتَهُۥ ۚ وَٱللَّهُ يَعْصِمُكَ مِنَ ٱلنَّاسِ ۗ إِنَّ ٱللَّهَ لَا يَهْدِى ٱلْقَوْمَ ٱلْكَـٰفِرِينَ
Messenger, proclaim everything that has been sent down to you from your Lord- if you do not, then you will not have communicated His message- and God will protect you from people. God does not guide those who defy Him.
وَأَطِيعُوا۟ ٱللَّهَ وَأَطِيعُوا۟ ٱلرَّسُولَ وَٱحْذَرُوا۟ ۚ فَإِن تَوَلَّيْتُمْ فَٱعْلَمُوٓا۟ أَنَّمَا عَلَىٰ رَسُولِنَا ٱلْبَلَـٰغُ ٱلْمُبِينُ
Obey God, obey the Messenger, and always be on your guard: if you pay no heed, bear in mind that the sole duty of Our Messenger is to deliver the message clearly.
مَّا عَلَى ٱلرَّسُولِ إِلَّا ٱلْبَلَـٰغُ ۗ وَٱللَّهُ يَعْلَمُ مَا تُبْدُونَ وَمَا تَكْتُمُونَ
The Messenger’s duty is only to deliver the message: God knows what you reveal and what you conceal.
قَالَ يَـٰقَوْمِ لَيْسَ بِى ضَلَـٰلَةٌ وَلَـٰكِنِّى رَسُولٌ مِّن رَّبِّ ٱلْعَـٰلَمِينَ
He replied, ‘My people, there is nothing astray about me! On the contrary, I am a messenger from the Lord of all the Worlds:
أُبَلِّغُكُمْ رِسَـٰلَـٰتِ رَبِّى وَأَنصَحُ لَكُمْ وَأَعْلَمُ مِنَ ٱللَّهِ مَا لَا تَعْلَمُونَ
I am delivering my Lord’s messages to you and giving you sincere advice. I know things from God that you do not.
قَالَ يَـٰقَوْمِ لَيْسَ بِى سَفَاهَةٌ وَلَـٰكِنِّى رَسُولٌ مِّن رَّبِّ ٱلْعَـٰلَمِينَ
He said, ‘My people, there is nothing foolish about me! On the contrary, I am a messenger from the Lord of all the Worlds:
أُبَلِّغُكُمْ رِسَـٰلَـٰتِ رَبِّى وَأَنَا۠ لَكُمْ نَاصِحٌ أَمِينٌ
I am delivering my Lord’s messages to you. I am your sincere and honest adviser.
فَتَوَلَّىٰ عَنْهُمْ وَقَالَ يَـٰقَوْمِ لَقَدْ أَبْلَغْتُكُمْ رِسَالَةَ رَبِّى وَنَصَحْتُ لَكُمْ وَلَـٰكِن لَّا تُحِبُّونَ ٱلنَّـٰصِحِينَ
So he turned away from them, saying, ‘My people, I delivered my Lord’s messages to you and gave you sincere advice, but you did not like those who gave sincere advice.’
فَتَوَلَّىٰ عَنْهُمْ وَقَالَ يَـٰقَوْمِ لَقَدْ أَبْلَغْتُكُمْ رِسَـٰلَـٰتِ رَبِّى وَنَصَحْتُ لَكُمْ ۖ فَكَيْفَ ءَاسَىٰ عَلَىٰ قَوْمٍ كَـٰفِرِينَ
so he turned away from them, saying, ‘My people, I delivered my Lord’s messages to you and gave you sincere advice, so why should I grieve for people who refused to believe?’
فَإِن تَوَلَّوْا۟ فَقَدْ أَبْلَغْتُكُم مَّآ أُرْسِلْتُ بِهِۦٓ إِلَيْكُمْ ۚ وَيَسْتَخْلِفُ رَبِّى قَوْمًا غَيْرَكُمْ وَلَا تَضُرُّونَهُۥ شَيْـًٔا ۚ إِنَّ رَبِّى عَلَىٰ كُلِّ شَىْءٍ حَفِيظٌ
But if you turn away, then I have conveyed the message with which I was sent to you, and my Lord will bring along another people in your place. You cannot do Him any harm: it is my Lord who protects everything.’
وَإِن مَّا نُرِيَنَّكَ بَعْضَ ٱلَّذِى نَعِدُهُمْ أَوْ نَتَوَفَّيَنَّكَ فَإِنَّمَا عَلَيْكَ ٱلْبَلَـٰغُ وَعَلَيْنَا ٱلْحِسَابُ
Whether We let you [Prophet] see part of what We threaten them with, or cause you to die [before that], your duty is only to deliver the message: the Reckoning is Ours.
وَقَالَ ٱلَّذِينَ أَشْرَكُوا۟ لَوْ شَآءَ ٱللَّهُ مَا عَبَدْنَا مِن دُونِهِۦ مِن شَىْءٍ نَّحْنُ وَلَآ ءَابَآؤُنَا وَلَا حَرَّمْنَا مِن دُونِهِۦ مِن شَىْءٍ ۚ كَذَٰلِكَ فَعَلَ ٱلَّذِينَ مِن قَبْلِهِمْ ۚ فَهَلْ عَلَى ٱلرُّسُلِ إِلَّا ٱلْبَلَـٰغُ ٱلْمُبِينُ
Those who worshipped others alongside God say, ‘If God had willed, we would not have worshipped anything but Him, nor would our fathers. We would not have declared anything forbidden without His sanction.’ Those before them said the same. Are the messengers obliged to do anything other than deliver [their message] clearly?
فَإِن تَوَلَّوْا۟ فَإِنَّمَا عَلَيْكَ ٱلْبَلَـٰغُ ٱلْمُبِينُ
But if they turn away [Prophet], your only duty is to deliver the message clearly.
وَإِن تُكَذِّبُوا۟ فَقَدْ كَذَّبَ أُمَمٌ مِّن قَبْلِكُمْ ۖ وَمَا عَلَى ٱلرَّسُولِ إِلَّا ٱلْبَلَـٰغُ ٱلْمُبِينُ
If you say this is a lie, [be warned that] other communities before you said the same. The messenger’s only duty is to give clear warning.’
قَالُوا۟ رَبُّنَا يَعْلَمُ إِنَّآ إِلَيْكُمْ لَمُرْسَلُونَ
They said, ‘Our Lord knows that we have been sent to you.
وَمَا عَلَيْنَآ إِلَّا ٱلْبَلَـٰغُ ٱلْمُبِينُ
Our duty is only to deliver the message to you,’
فَإِنْ أَعْرَضُوا۟ فَمَآ أَرْسَلْنَـٰكَ عَلَيْهِمْ حَفِيظًا ۖ إِنْ عَلَيْكَ إِلَّا ٱلْبَلَـٰغُ ۗ وَإِنَّآ إِذَآ أَذَقْنَا ٱلْإِنسَـٰنَ مِنَّا رَحْمَةً فَرِحَ بِهَا ۖ وَإِن تُصِبْهُمْ سَيِّئَةٌۢ بِمَا قَدَّمَتْ أَيْدِيهِمْ فَإِنَّ ٱلْإِنسَـٰنَ كَفُورٌ
If they still turn away [remember that], We have not sent you [Prophet] to be their guardian: your only duty is to deliver the message. When We give man a taste of Our mercy, he rejoices in it, but if some harm befalls him on account of what he has done with his own hands, then he is ungrateful.
قَالَ إِنَّمَا ٱلْعِلْمُ عِندَ ٱللَّهِ وَأُبَلِّغُكُم مَّآ أُرْسِلْتُ بِهِۦ وَلَـٰكِنِّىٓ أَرَىٰكُمْ قَوْمًا تَجْهَلُونَ
He said, ‘Only God knows when it will come: I simply convey to you the message I am sent with but I can see you are an insolent people.’
فَٱصْبِرْ كَمَا صَبَرَ أُو۟لُوا۟ ٱلْعَزْمِ مِنَ ٱلرُّسُلِ وَلَا تَسْتَعْجِل لَّهُمْ ۚ كَأَنَّهُمْ يَوْمَ يَرَوْنَ مَا يُوعَدُونَ لَمْ يَلْبَثُوٓا۟ إِلَّا سَاعَةً مِّن نَّهَارٍۭ ۚ بَلَـٰغٌ ۚ فَهَلْ يُهْلَكُ إِلَّا ٱلْقَوْمُ ٱلْفَـٰسِقُونَ
Be steadfast [Muhammad], like those messengers of firm resolve. Do not seek to hasten the punishment for the disbelievers: on the Day they see what they had been warned about, it will seem to them that they lingered no more than a single hour of a single day [in this life]. This is a warning. Shall any be destroyed except the defiant?
وَأَطِيعُوا۟ ٱللَّهَ وَأَطِيعُوا۟ ٱلرَّسُولَ ۚ فَإِن تَوَلَّيْتُمْ فَإِنَّمَا عَلَىٰ رَسُولِنَا ٱلْبَلَـٰغُ ٱلْمُبِينُ
so obey God and the Messenger. If you turn away, remember that Our Messenger’s duty is only to make plain his message.
قُلْ إِنِّى لَن يُجِيرَنِى مِنَ ٱللَّهِ أَحَدٌ وَلَنْ أَجِدَ مِن دُونِهِۦ مُلْتَحَدًا
Say, ‘No one can protect me from God: I have no refuge except in Him.
إِلَّا بَلَـٰغًا مِّنَ ٱللَّهِ وَرِسَـٰلَـٰتِهِۦ ۚ وَمَن يَعْصِ ٱللَّهَ وَرَسُولَهُۥ فَإِنَّ لَهُۥ نَارَ جَهَنَّمَ خَـٰلِدِينَ فِيهَآ أَبَدًا
I only deliver [what I receive] from God- only His messages.’ Whoever disobeys God and His Messenger will have Hell’s Fire as his permanent home:
لِّيَعْلَمَ أَن قَدْ أَبْلَغُوا۟ رِسَـٰلَـٰتِ رَبِّهِمْ وَأَحَاطَ بِمَا لَدَيْهِمْ وَأَحْصَىٰ كُلَّ شَىْءٍ عَدَدًۢا
to ensure that each of His messengers delivers his Lord’s message: He knows all about them, and He takes account of everything.
