When Prophet Solomon inspected his gathered forces, he singled out a specific absence among the ranks of the birds. The missing subject was the hoopoe, whose brief unauthorized departure triggers a nine-verse sequence detailing one of the most remarkable intelligence reports in the Quran. The narrative documents a direct exchange between a king granted extraordinary dominion and a small bird who returns bearing firm news that will bridge two distant kingdoms (27:20-22).
How did Solomon react to the missing bird? Solomon governed his diverse forces with strict accountability. While inspecting the birds, he openly questioned the hoopoe's whereabouts, asking, 'Why do I not see the hoopoe? Is he absent?' (27:20). He did not simply overlook the empty position in his ranks. Instead, Solomon laid out immediate and severe consequences for the dereliction of duty. He swore to punish the bird severely, or even kill him, unless the hoopoe could return with a convincing excuse for breaking formation (27:21). The king’s strictness underscores the discipline expected of all who served under his command.
What intelligence did the hoopoe gather? The hoopoe's absence was short-lived, and it returned to face the prophet with a confident defense. Addressing Solomon, the bird stated directly, 'I have learned something you did not know: I come to you from Sheba with firm news' (27:22). The bird’s reconnaissance yielded a detailed account of a foreign power. It described finding a woman ruling over the people of Sheba, noting that she had been granted a share of everything, most notably a magnificent throne (27:23).
Yet the hoopoe’s report was not merely a political or economic assessment; it carried a strong theological critique. The bird reported with alarm that the queen and her people worshipped the sun instead of God. It identified this as a spiritual deception, observing that Satan had made their deeds seem alluring to them, thereby diverting them so completely that they could not find the right path (27:24). The bird reasoned that they should be worshipping the God who brings forth everything hidden across the heavens and the earth, the one who knows precisely what people conceal and what they declare (27:25). In a direct contrast to the queen's impressive royal seat, the hoopoe concluded its defense by affirming that there is no god but Him, the Lord of the mighty throne (27:26).
How did Solomon test the bird's claims? Faced with this astonishing report, Solomon neither pardoned the bird immediately nor reacted to the news of a sun-worshipping kingdom with immediate military force. Instead, he treated the information as an unverified claim requiring evidence. He told the hoopoe, 'We shall see whether you are telling the truth or lying' (27:27).
The king turned the bird's excuse into a concrete test of its honesty. Drafting a message for the ruler of Sheba, Solomon handed the dispatch to the very bird who had reported her existence. He commanded the hoopoe to take the letter, deliver it to them, and then withdraw to a safe distance to see what answer they would send back (27:28).

وَتَفَقَّدَ ٱلطَّيْرَ فَقَالَ مَا لِىَ لَآ أَرَى ٱلْهُدْهُدَ أَمْ كَانَ مِنَ ٱلْغَآئِبِينَ
Solomon inspected the birds and said, ‘Why do I not see the hoopoe? Is he absent?
لَأُعَذِّبَنَّهُۥ عَذَابًا شَدِيدًا أَوْ لَأَا۟ذْبَحَنَّهُۥٓ أَوْ لَيَأْتِيَنِّى بِسُلْطَـٰنٍ مُّبِينٍ
I will punish him severely, or kill him, unless he brings me a convincing excuse for his absence.’
فَمَكَثَ غَيْرَ بَعِيدٍ فَقَالَ أَحَطتُ بِمَا لَمْ تُحِطْ بِهِۦ وَجِئْتُكَ مِن سَبَإٍۭ بِنَبَإٍ يَقِينٍ
But the hoopoe did not stay away long: he came and said, ‘I have learned something you did not know: I come to you from Sheba with firm news.
إِنِّى وَجَدتُّ ٱمْرَأَةً تَمْلِكُهُمْ وَأُوتِيَتْ مِن كُلِّ شَىْءٍ وَلَهَا عَرْشٌ عَظِيمٌ
I found a woman ruling over the people, who has been given a share of everything- she has a magnificent throne-
وَجَدتُّهَا وَقَوْمَهَا يَسْجُدُونَ لِلشَّمْسِ مِن دُونِ ٱللَّهِ وَزَيَّنَ لَهُمُ ٱلشَّيْطَـٰنُ أَعْمَـٰلَهُمْ فَصَدَّهُمْ عَنِ ٱلسَّبِيلِ فَهُمْ لَا يَهْتَدُونَ
[but] I found that she and her people worshipped the sun instead of God. Satan has made their deeds seem alluring to them, and diverted them from the right path: they cannot find the right path.
أَلَّا يَسْجُدُوا۟ لِلَّهِ ٱلَّذِى يُخْرِجُ ٱلْخَبْءَ فِى ٱلسَّمَـٰوَٰتِ وَٱلْأَرْضِ وَيَعْلَمُ مَا تُخْفُونَ وَمَا تُعْلِنُونَ
Should they not worship God, who brings forth what is hidden in the heavens and earth and knows both what you people conceal and what you declare?
ٱللَّهُ لَآ إِلَـٰهَ إِلَّا هُوَ رَبُّ ٱلْعَرْشِ ٱلْعَظِيمِ ۩
He is God, there is no god but Him, the Lord of the mighty throne.’
۞ قَالَ سَنَنظُرُ أَصَدَقْتَ أَمْ كُنتَ مِنَ ٱلْكَـٰذِبِينَ
Solomon said, ‘We shall see whether you are telling the truth or lying.
ٱذْهَب بِّكِتَـٰبِى هَـٰذَا فَأَلْقِهْ إِلَيْهِمْ ثُمَّ تَوَلَّ عَنْهُمْ فَٱنظُرْ مَاذَا يَرْجِعُونَ
Take this letter of mine and deliver it to them, then withdraw and see what answer they send back.’
