God brought humanity into being from the earth specifically to make them inhabit it, directing them to ask His forgiveness and turn back to a Lord who is near and ready to answer (11:61). From the ancient settlements of Ad and Thamud to the cities where messengers walked unrecognized, the populations of these spaces face recurring tests of justice, hospitality, and belief. To reside in a settlement is to hold a temporary trust that comes with direct social and spiritual responsibilities.

How does a town earn its destruction?

The scriptural record of ruined cities—such as the populations of Noah, Ad, Thamud, and Midian—reveals a strict principle of divine justice. God does not deceive people; rather, populations deceive themselves (9:70). The ruin of a settlement is never arbitrary. God explicitly states He would not destroy any town without cause if its people were acting righteously (11:117). Destruction is always preceded by clear evidence and warning. A population is only subjected to ruin when they become evildoers, and only after a messenger has been raised in their midst to recite God's messages to them (28:59). When angels brought Abraham the news of his impending son, they also informed him they were about to destroy the people of a nearby town simply because its inhabitants were confirmed wrongdoers (29:31).

What are the rights and duties within a settlement?

The condition of a city’s residents relies heavily on security and provision. Abraham prayed specifically for the land he settled to be made secure, asking God to provide produce to those of its people who believe in Him and the Last Day (2:126). Yet, when local leaders abuse their power, intervention becomes a moral necessity. Believers are questioned as to why they do not fight in God's cause to rescue oppressed men, women, and children who cry out for a protector and helper against the oppressive people of their town (4:75).

On an interpersonal level, the inhabitants of a space possess basic rights to privacy and respect. Believers are commanded not to enter other people’s houses until they have asked permission and greeted those inside, a practice established as what is best for them (24:27). A town's collective character is also measured by its treatment of strangers. When Moses and his companion travelled to a town and asked the inhabitants for food, they were bluntly refused hospitality—yet the companion repaired a collapsing wall for those same ungenerous residents without taking payment (18:77).

How does power affect the people of a city?

The presence of political and social dominance alters the landscape for those living there. The Queen of Sheba observed that whenever kings enter a city, they ruin it and humiliate its leaders (27:34). Even ordinary residents must navigate the dangerous frictions of urban life. Moses once entered a city unnoticed by its people and found two men fighting—one from his own people, the other an enemy. When the ally cried out for help, Moses struck the enemy with his fist, killing him, an act he instantly regretted and identified as Satan's misleading work (28:15).

Every earthly settlement is temporary, and how individuals act toward their neighbors and Creator determines a much more permanent residency. God grants those who disbelieve enjoyment in their lands for a short while, but ultimately subjects them to the torment of the Fire, an evil destination (2:126). The Prophet's duty was solely to deliver the truth with good news and warning; he is told directly that he will not be held responsible for the inhabitants of the Blaze (2:119).

2:119 Al-Baqarah

إِنَّآ أَرْسَلْنَـٰكَ بِٱلْحَقِّ بَشِيرًا وَنَذِيرًا ۖ وَلَا تُسْـَٔلُ عَنْ أَصْحَـٰبِ ٱلْجَحِيمِ

We have sent you [Prophet] with the truth, bearing good news and warning. You will not be responsible for the inhabitants of the Blaze.

2:126 Al-Baqarah

وَإِذْ قَالَ إِبْرَٰهِـۧمُ رَبِّ ٱجْعَلْ هَـٰذَا بَلَدًا ءَامِنًا وَٱرْزُقْ أَهْلَهُۥ مِنَ ٱلثَّمَرَٰتِ مَنْ ءَامَنَ مِنْهُم بِٱللَّهِ وَٱلْيَوْمِ ٱلْـَٔاخِرِ ۖ قَالَ وَمَن كَفَرَ فَأُمَتِّعُهُۥ قَلِيلًا ثُمَّ أَضْطَرُّهُۥٓ إِلَىٰ عَذَابِ ٱلنَّارِ ۖ وَبِئْسَ ٱلْمَصِيرُ

Abraham said, ‘My Lord, make this land secure and provide with produce those of its people who believe in God and the Last Day.’ God said, ‘As for those who disbelieve, I will grant them enjoyment for a short while and then subject them to the torment of the Fire- an evil destination.’

4:75 An-Nisa

وَمَا لَكُمْ لَا تُقَـٰتِلُونَ فِى سَبِيلِ ٱللَّهِ وَٱلْمُسْتَضْعَفِينَ مِنَ ٱلرِّجَالِ وَٱلنِّسَآءِ وَٱلْوِلْدَٰنِ ٱلَّذِينَ يَقُولُونَ رَبَّنَآ أَخْرِجْنَا مِنْ هَـٰذِهِ ٱلْقَرْيَةِ ٱلظَّالِمِ أَهْلُهَا وَٱجْعَل لَّنَا مِن لَّدُنكَ وَلِيًّا وَٱجْعَل لَّنَا مِن لَّدُنكَ نَصِيرًا

Why should you not fight in God’s cause and for those oppressed men, women, and children who cry out, ‘Lord, rescue us from this town whose people are oppressors! By Your grace, give us a protector and give us a helper!’?

9:70 At-Tawbah

أَلَمْ يَأْتِهِمْ نَبَأُ ٱلَّذِينَ مِن قَبْلِهِمْ قَوْمِ نُوحٍ وَعَادٍ وَثَمُودَ وَقَوْمِ إِبْرَٰهِيمَ وَأَصْحَـٰبِ مَدْيَنَ وَٱلْمُؤْتَفِكَـٰتِ ۚ أَتَتْهُمْ رُسُلُهُم بِٱلْبَيِّنَـٰتِ ۖ فَمَا كَانَ ٱللَّهُ لِيَظْلِمَهُمْ وَلَـٰكِن كَانُوٓا۟ أَنفُسَهُمْ يَظْلِمُونَ

Have they never heard the stories about their predecessors, the peoples of Noah, Ad, Thamud, Abraham, Midian, and the ruined cities? Their messengers came to them with clear evidence of the truth: God would not deceive them; they deceived themselves.

11:61 Hud

۞ وَإِلَىٰ ثَمُودَ أَخَاهُمْ صَـٰلِحًا ۚ قَالَ يَـٰقَوْمِ ٱعْبُدُوا۟ ٱللَّهَ مَا لَكُم مِّنْ إِلَـٰهٍ غَيْرُهُۥ ۖ هُوَ أَنشَأَكُم مِّنَ ٱلْأَرْضِ وَٱسْتَعْمَرَكُمْ فِيهَا فَٱسْتَغْفِرُوهُ ثُمَّ تُوبُوٓا۟ إِلَيْهِ ۚ إِنَّ رَبِّى قَرِيبٌ مُّجِيبٌ

To the Thamud, We sent their brother, Salih. He said, ‘My people, worship God. You have no god other than Him. It was He who brought you into being from the earth and made you inhabit it, so ask forgiveness from Him, and turn back to Him: my Lord is near, and ready to answer.’

11:117 Hud

وَمَا كَانَ رَبُّكَ لِيُهْلِكَ ٱلْقُرَىٰ بِظُلْمٍ وَأَهْلُهَا مُصْلِحُونَ

Your Lord would not destroy any town without cause if its people were acting righteously.

18:77 Al-Kahf

فَٱنطَلَقَا حَتَّىٰٓ إِذَآ أَتَيَآ أَهْلَ قَرْيَةٍ ٱسْتَطْعَمَآ أَهْلَهَا فَأَبَوْا۟ أَن يُضَيِّفُوهُمَا فَوَجَدَا فِيهَا جِدَارًا يُرِيدُ أَن يَنقَضَّ فَأَقَامَهُۥ ۖ قَالَ لَوْ شِئْتَ لَتَّخَذْتَ عَلَيْهِ أَجْرًا

And so they travelled on. Then, when they came to a town and asked the inhabitants for food but were refused hospitality, they saw a wall there that was on the point of falling down and the man repaired it. Moses said, ‘But if you had wished you could have taken payment for doing that.’

24:27 An-Nur

يَـٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوا۟ لَا تَدْخُلُوا۟ بُيُوتًا غَيْرَ بُيُوتِكُمْ حَتَّىٰ تَسْتَأْنِسُوا۟ وَتُسَلِّمُوا۟ عَلَىٰٓ أَهْلِهَا ۚ ذَٰلِكُمْ خَيْرٌ لَّكُمْ لَعَلَّكُمْ تَذَكَّرُونَ

Believers, do not enter other people’s houses until you have asked permission to do so and greeted those inside- that is best for you: perhaps you will bear this in mind.

27:34 An-Naml

قَالَتْ إِنَّ ٱلْمُلُوكَ إِذَا دَخَلُوا۟ قَرْيَةً أَفْسَدُوهَا وَجَعَلُوٓا۟ أَعِزَّةَ أَهْلِهَآ أَذِلَّةً ۖ وَكَذَٰلِكَ يَفْعَلُونَ

She said, ‘Whenever kings go into a city, they ruin it and humiliate its leaders- that is what they do-

28:15 Al-Qasas

وَدَخَلَ ٱلْمَدِينَةَ عَلَىٰ حِينِ غَفْلَةٍ مِّنْ أَهْلِهَا فَوَجَدَ فِيهَا رَجُلَيْنِ يَقْتَتِلَانِ هَـٰذَا مِن شِيعَتِهِۦ وَهَـٰذَا مِنْ عَدُوِّهِۦ ۖ فَٱسْتَغَـٰثَهُ ٱلَّذِى مِن شِيعَتِهِۦ عَلَى ٱلَّذِى مِنْ عَدُوِّهِۦ فَوَكَزَهُۥ مُوسَىٰ فَقَضَىٰ عَلَيْهِ ۖ قَالَ هَـٰذَا مِنْ عَمَلِ ٱلشَّيْطَـٰنِ ۖ إِنَّهُۥ عَدُوٌّ مُّضِلٌّ مُّبِينٌ

He entered the city, unnoticed by its people, and found two men fighting: one from his own people, the other an enemy. The one from his own people cried out to him for help against the enemy. Moses struck him with his fist and killed him. He said, ‘This must be Satan’s work: clearly he is a misleading enemy.’

28:59 Al-Qasas

وَمَا كَانَ رَبُّكَ مُهْلِكَ ٱلْقُرَىٰ حَتَّىٰ يَبْعَثَ فِىٓ أُمِّهَا رَسُولًا يَتْلُوا۟ عَلَيْهِمْ ءَايَـٰتِنَا ۚ وَمَا كُنَّا مُهْلِكِى ٱلْقُرَىٰٓ إِلَّا وَأَهْلُهَا ظَـٰلِمُونَ

Your Lord would never destroy towns without first raising a messenger in their midst to recite Our messages to them, nor would We destroy towns unless their inhabitants were evildoers.

29:31 Al-'Ankabut

وَلَمَّا جَآءَتْ رُسُلُنَآ إِبْرَٰهِيمَ بِٱلْبُشْرَىٰ قَالُوٓا۟ إِنَّا مُهْلِكُوٓا۟ أَهْلِ هَـٰذِهِ ٱلْقَرْيَةِ ۖ إِنَّ أَهْلَهَا كَانُوا۟ ظَـٰلِمِينَ

When Our mes-sengers brought the good news [of the birth of a son] to Abraham,they told him, ‘We are about to destroy the people of that town. They are wrongdoers.’

29:34 Al-'Ankabut

إِنَّا مُنزِلُونَ عَلَىٰٓ أَهْلِ هَـٰذِهِ ٱلْقَرْيَةِ رِجْزًا مِّنَ ٱلسَّمَآءِ بِمَا كَانُوا۟ يَفْسُقُونَ

and we shall send a punishment from heaven down on the people of this town because they violate [God’s order].’

36:13 Ya-Sin

وَٱضْرِبْ لَهُم مَّثَلًا أَصْحَـٰبَ ٱلْقَرْيَةِ إِذْ جَآءَهَا ٱلْمُرْسَلُونَ

Give them the example of the people to whose town messengers came.

60:13 Al-Mumtahanah

يَـٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوا۟ لَا تَتَوَلَّوْا۟ قَوْمًا غَضِبَ ٱللَّهُ عَلَيْهِمْ قَدْ يَئِسُوا۟ مِنَ ٱلْـَٔاخِرَةِ كَمَا يَئِسَ ٱلْكُفَّارُ مِنْ أَصْحَـٰبِ ٱلْقُبُورِ

You who believe, do not take as allies those with whom God is angry: they despair of the life to come as the disbelievers despair of those buried in their graves.
