Poverty

47 verses

The Arabic root faqr denotes a state of essential human necessity, a condition that al-Raghib al-Asfahani notes (Al-Mufradat, 641) represents the foundational vulnerability common to all people. Across 47 verses, the text frames material deprivation not as a spiritual failing, but as a deliberate metric for community justice and personal conviction. Hardship and misfortune are established precedents for believers; the text reminds them they cannot suppose they will enter the Garden without first suffering like those before them (2:214).

Who counts as poor in the Quran?

The scripture distinguishes between varying degrees of need. Al-Wahidi observes (Al-Tafsir al-Basit, 10/508) that a specific phrase used in the text, the miskin who is dhu matraba, describes someone so severely deprived they are figuratively "clinging to the dirt," contrasting with those who suffer quietly while possessing some means.

A distinct category of the needy receives special recognition: those who are wholly occupied in God's way and unable to travel for trade (2:273). The text notes that an unknowing observer might assume they are wealthy because of their dignified self-restraint. They are identified not by outward destitution, but by their characteristic of never begging persistently. True goodness requires directing wealth toward these individuals, alongside parents, orphans, travelers, and those in bondage (2:177, 2:215).

How should believers respond to poverty?

Supporting the destitute is woven into the earliest covenants, including the pledge taken from the Children of Israel to worship God and be good to the poor and orphans (2:83). Redefining righteousness, verse 2:177 states that goodness does not consist in facing East or West, but in giving away cherished wealth to those in need. Commenting on this standard, al-Tabari explains (Jami al-bayan, 3/341) that giving "despite love for it" means offering charity while one is healthy, hoping to live, and actively fearing poverty.

This redistribution operates at all levels of society. When estates are divided, if other relatives, orphans, or needy people are present at the distribution, the heirs are instructed to give them something and speak to them kindly (4:8). Even guardians managing an orphan's estate are bound by strict limits; a wealthy guardian must abstain from the property entirely, while a poor guardian may use only what is fair for their labor (4:6). Poverty also provides alternative pathways for ritual obligations; if a person can only fast with extreme difficulty, they may compensate by feeding a needy person (2:184).

What about the anxiety of becoming poor?

The fear of scarcity is a profound human anxiety, one historically so severe (imlaq) that it drove communities to kill their own children (Mawsu'at al-Tafsir al-Mathur, 8/683). The Quran frames this financial terror as a deliberate spiritual attack. Believers are warned that Satan threatens them with the prospect of poverty to command them toward foul deeds, whereas God promises forgiveness and abundance (2:268).

Those who hoard wealth while mocking the divine decree face severe consequences. When arrogant individuals sneered, "So God is poor, while we are rich," the text promises their words are recorded alongside their defiance of all that is right, condemning them to the torment of the scorching fire (3:181). For the believer, wealth exists to be spent. Whether charity is given openly to establish a good standard, or kept secret and given to the needy in private—an act that atones for bad deeds—the reassurance remains that God is well aware of all that you do (2:271).

2:83 Al-Baqarah

Remember when We took a pledge from the Children of Israel: ‘Worship none but God; be good to your parents and kinsfolk, to orphans and the poor; speak good words to all people; keep up the prayer and pay the prescribed alms.’ Then all but a few of you turned away and paid no heed.

2:177 Al-Baqarah

Goodness does not consist in turning your face towards East or West. The truly good are those who believe in God and the Last Day, in the angels, the Scripture, and the prophets; who give away some of their wealth, however much they cherish it, to their relatives, to orphans, the needy, travellers and beggars, and to liberate those in bondage; those who keep up the prayer and pay the prescribed alms; who keep pledges whenever they make them; who are steadfast in misfortune, adversity, and times of danger. These are the ones who are true, and it is they who are aware of God.

2:184 Al-Baqarah

Fast for a specific number of days, but if one of you is ill, or on a journey, on other days later. For those who can fast only with extreme difficulty, there is a way to compensate- feed a needy person. But if anyone does good of his own accord, it is better for him, and fasting is better for you, if only you knew.

2:214 Al-Baqarah

Do you suppose that you will enter the Garden without first having suffered like those before you? They were afflicted by misfortune and hardship, and they were so shaken that even [their] messenger and the believers with him cried, ‘When will God’s help arrive?’ Truly, God’s help is near.

2:215 Al-Baqarah

They ask you [Prophet] what they should give. Say, ‘Whatever you give should be for parents, close relatives, orphans, the needy, and travellers. God is well aware of whatever good you do.

2:268 Al-Baqarah

Satan threatens you with the prospect of poverty and commands you to do foul deeds; God promises you His forgiveness and His abundance: God is limitless and all knowing,

2:271 Al-Baqarah

If you give charity openly, it is good, but if you keep it secret and give to the needy in private, that is better for you, and it will atone for some of your bad deeds: God is well aware of all that you do.

2:273 Al-Baqarah

[Give] to those needy who are wholly occupied in God’s way and cannot travel in the land [for trade]. The unknowing might think them rich because of their self-restraint, but you will recognize them by their characteristic of not begging persistently. God is well aware of any good you give.

3:181 Ali 'Imran

God has certainly heard the words of those who sneer, ‘So God is poor, while we are rich’. We shall record everything they say––as well as their killing of prophets in defiance of all that is right- and We shall say to them, ‘Taste the torment of the scorching fire.

4:6 An-Nisa

Test orphans until they reach marriageable age; then, if you find they have sound judgement, hand over their property to them. Do not consume it hastily before they come of age: if the guardian is well off he should abstain from the orphan’s property, and if he is poor he should use only what is fair. When you give them their property, call witnesses in; but God takes full account of everything you do.

4:8 An-Nisa

If other relatives, orphans, or needy people are present at the distribution, give them something too, and speak kindly to them.

4:36 An-Nisa

Worship God; join nothing with Him. Be good to your parents, to relatives, to orphans, to the needy, to neighbours near and far, to travellers in need, and to your slaves. God does not like arrogant, boastful people,

4:135 An-Nisa

You who believe, uphold justice and bear witness to God, even if it is against yourselves, your parents, or your close relatives. Whether the person is rich or poor, God can best take care of both. Refrain from following your own desire, so that you can act justly- if you distort or neglect justice, God is fully aware of what you do.

5:89 Al-Ma'idah

God does not take you [to task] for what is thoughtless in your oaths, only for your binding oaths: the atonement for breaking an oath is to feed ten poor people with food equivalent to what you would normally give your own families, or to clothe them, or to set free a slave- if a person cannot find the means, he should fast for three days. This is the atonement for breaking your oaths- keep your oaths. In this way God makes clear His revelations to you, so that you may be thankful.

5:95 Al-Ma'idah

You who believe, do not kill game while you are in the state of consecration [for pilgrimage]. If someone does so intentionally the penalty is an offering of a domestic animal brought to the Kaba, equivalent- as judged by two just men among you- to the one he has killed; alternatively, he may atone by feeding the needy or by fasting an equivalent number of days, so that he may taste the full gravity of his deed. God forgives what is past, but if anyone re-offends, God will exact the penalty from him: God is mighty, and capable of exacting the penalty.

6:151 Al-An'am

Say, ‘Come! I will tell you what your Lord has really forbidden you. Do not ascribe anything as a partner to Him; be good to your parents; do not kill your children in fear of poverty’- We will provide for you and for them- ‘ stay well away from committing obscenities, whether openly or in secret; do not take the life God has made sacred, except by right. This is what He commands you to do: perhaps you will use your reason.

8:41 Al-Anfal

Know that one-fifth of your battle gains belongs to God and the Messenger, to close relatives and orphans, to the needy and travellers, if you believe in God and the revelation We sent down to Our servant on the day of the decision, the day when the two forces met in battle. God has power over all things.

9:60 At-Tawbah

Alms are meant only for the poor, the needy, those who administer them, those whose hearts need winning over, to free slaves and help those in debt, for God’s cause, and for travellers in need. This is ordained by God; God is all knowing and wise.

17:26 Al-Isra

Give relatives their due, and the needy, and travellers- do not squander your wealth wastefully:

17:31 Al-Isra

Do not kill your children for fear of poverty––We shall provide for them and for you––killing them is a great sin.

18:79 Al-Kahf

the boat belonged to some needy people who made their living from the sea and I damaged it because I knew that coming after them was a king who was seizing every [serviceable] boat by force.

22:27 Al-Hajj

Proclaim the Pilgrimage to all people. They will come to you on foot and on every kind of swift mount, emerging from every deep mountain pass

22:28 Al-Hajj

to attain benefits and celebrate God’s name, on specified days, over the livestock He has provided for them- feed yourselves and the poor and unfortunate-

22:36 Al-Hajj

We have made camels part of God’s sacred rites for you. There is much good in them for you, so invoke God’s name over them as they are lined up for sacrifice, then, when they have fallen down dead, feed yourselves and those who do not ask, as well as those who do. We have subjected them to you in this way so that you may be thankful.

24:22 An-Nur

Those who have been graced with bounty and plenty should not swear that they will [no longer] give to kinsmen, the poor, those who emigrated in God’s way: let them pardon and forgive. Do you not wish that God should forgive you? God is most forgiving and merciful.

24:32 An-Nur

Marry off the single among you and those of your male and female slaves who are fit [for marriage]. If they are poor, God will provide for them from His bounty: God’s bounty is infinite and He is all knowing.

28:24 Al-Qasas

He watered their flocks for them, withdrew into the shade, and prayed, ‘My Lord, I am in dire need of whatever good thing You may send me,’

30:38 Ar-Rum

So give their due to the near relative, the needy, and the wayfarer- that is best for those whose goal is God’s approval: these are the ones who will prosper.

35:15 Fatir

People, it is you who stand in need of God- God needs nothing and is worthy of all praise-

47:38 Muhammad

though now you are called upon to give [a little] for the sake of God, some of you are grudging. Whoever is grudging is so only towards himself: God is the source of wealth and you are the needy ones. He will substitute other people for you if you turn away, and they will not be like you.

58:4 Al-Mujadila

but anyone who does not have the means should fast continuously for two months before they touch each other, and anyone unable to do this should feed sixty needy people. This is so that you may [truly] have faith in God and His Messenger. These are the bounds set by God: grievous torment awaits those who ignore them.

59:7 Al-Hashr

Whatever gains God has turned over to His Messenger from the inhabitants of the villages belong to God, the Messenger, kinsfolk, orphans, the needy, the traveller in need- this is so that they do not just circulate among those of you who are rich––so accept whatever the Messenger gives you, and abstain from whatever he forbids you. Be mindful of God: God is severe in punishment.

59:8 Al-Hashr

The poor emigrants who were driven from their homes and possessions, who seek God’s favour and approval, those who help God and His Messenger- these are the ones who are true- [shall have a share].

68:23 Al-Qalam

and went off, whispering,

68:24 Al-Qalam

‘Make sure no poor person enters the garden today!’––

69:33 Al-Haqqah

he would not believe in Almighty God,

69:34 Al-Haqqah

he never encouraged feeding the hungry,

74:43 Al-Muddaththir

and they will answer, ‘We did not pray;

74:44 Al-Muddaththir

we did not feed the poor;

75:25 Al-Qiyamah

of those who realize that a great calamity is about to befall them.

76:8 Al-Insan

they give food to the poor, the orphan, and the captive, though they love it themselves,

89:17 Al-Fajr

No indeed! You [people] do not honour orphans,

89:18 Al-Fajr

you do not urge one another to feed the poor,

90:12 Al-Balad

What will explain to you what the steep path is?

90:16 Al-Balad

or a poor person in distress,

107:2 Al-Ma'un

It is he who pushes aside the orphan

107:3 Al-Ma'un

and does not urge others to feed the needy.
