When Moses presents his signs, the leaders of Pharaoh’s establishment frame the event not as a divine intervention, but as a calculated political threat engineered by a "learned sorcerer" (7:109). They accuse Moses of intending to drive the population out of their own land, turning a theological claim into an urgent issue of state security (7:110). Facing this unprecedented challenge to his authority, Pharaoh asks his inner circle for their suggestions. The resulting strategy is a highly publicized spectacle, designed to decisively crush Moses using the full weight of the empire's own experts.
How did Pharaoh assemble his challengers?
The royal advisors suggest a tactical delay to prepare a massive counter-display. They advise Pharaoh to stall Moses and his brother for a while, using the time to dispatch messengers to all the cities across the territory (7:111). The objective is a nationwide mobilization: to summon every single "learned sorcerer" available and bring them to the capital to match the specific threat Moses poses (7:112).
This draft brings the most skilled practitioners of magic directly before the sovereign. Yet, these men do not arrive driven by patriotic duty or devotion to Pharaoh; their primary concern is strictly transactional. Before any spells are cast or staves thrown, the sorcerers approach Pharaoh to negotiate their terms, asking bluntly, "Shall we be rewarded if we win?" (7:113). Pharaoh agrees immediately, guaranteeing them not just a financial prize, but a permanent elevation in political status. He promises the magicians that upon victory, they will join his inner court, securing their place among the empire's elite (7:114).
What happened during the public confrontation?
When the confrontation begins, the magicians initiate the duel with a display of supreme professional confidence. They offer Moses the choice of the opening move, asking, "Moses, will you throw first or shall we?" (7:115). Moses declines the advantage and simply tells them, "You throw" (7:116).
The Quran details the exact mechanics of the magicians' performance. They do not alter physical matter; rather, they execute a mass manipulation of human perception. They cast a spell directly on the people’s eyes, overriding reality with a terrifying illusion. The verses state that the magicians struck fear into the audience, successfully bringing about an act of "great sorcery" that held the onlookers captive in terror (7:116).
How was the great sorcery defeated?
The response to this calculated psychological terror does not come from Moses's own strategic planning or magical counter-spells. Instead, divine instruction cuts instantly through the fear. God directly inspires Moses with a single, clear command: "Throw your staff" (7:117).
There is no prolonged, evenly matched battle between the two sides. The moment Moses casts the staff, it acts with complete dominance. Lo and behold, the staff devours the intricate fakery the magicians had just produced on the ground (7:117). The absolute confirmation of the truth immediately dismantles the spectacle, and everything the sorcerers had carefully produced simply comes to nothing (7:118). In an instant, the men who had just secured promises of elite political power are defeated and utterly humiliated in front of the entire empire (7:119). Stripped of their illusions and facing a sudden reality that shatters their craft, the sorcerers fall to their knees (7:120).

قَالَ ٱلْمَلَأُ مِن قَوْمِ فِرْعَوْنَ إِنَّ هَـٰذَا لَسَـٰحِرٌ عَلِيمٌ
The leaders among Pharaoh’s people said, ‘This man is a learned sorcerer!
يُرِيدُ أَن يُخْرِجَكُم مِّنْ أَرْضِكُمْ ۖ فَمَاذَا تَأْمُرُونَ
He means to drive you out of your land!’ Pharaoh said, ‘What do you suggest?’
قَالُوٓا۟ أَرْجِهْ وَأَخَاهُ وَأَرْسِلْ فِى ٱلْمَدَآئِنِ حَـٰشِرِينَ
They said, ‘Delay him and his brother for a while, and send messengers to all the cities
يَأْتُوكَ بِكُلِّ سَـٰحِرٍ عَلِيمٍ
to summon every learned sorcerer to you.’
وَجَآءَ ٱلسَّحَرَةُ فِرْعَوْنَ قَالُوٓا۟ إِنَّ لَنَا لَأَجْرًا إِن كُنَّا نَحْنُ ٱلْغَـٰلِبِينَ
The sorcerers came to Pharaoh and said, ‘Shall we be rewarded if we win?’
قَالَ نَعَمْ وَإِنَّكُمْ لَمِنَ ٱلْمُقَرَّبِينَ
and he replied, ‘Yes, and you will join my inner court.’
قَالُوا۟ يَـٰمُوسَىٰٓ إِمَّآ أَن تُلْقِىَ وَإِمَّآ أَن نَّكُونَ نَحْنُ ٱلْمُلْقِينَ
So they said, ‘Moses, will you throw first or shall we?’
قَالَ أَلْقُوا۟ ۖ فَلَمَّآ أَلْقَوْا۟ سَحَرُوٓا۟ أَعْيُنَ ٱلنَّاسِ وَٱسْتَرْهَبُوهُمْ وَجَآءُو بِسِحْرٍ عَظِيمٍ
He said, ‘You throw,’ and they did, casting a spell on people’s eyes, striking fear into them, and bringing about great sorcery.
۞ وَأَوْحَيْنَآ إِلَىٰ مُوسَىٰٓ أَنْ أَلْقِ عَصَاكَ ۖ فَإِذَا هِىَ تَلْقَفُ مَا يَأْفِكُونَ
Then We inspired Moses, ‘Throw your staff,’ and- lo and behold!––it devoured their fakery.
فَوَقَعَ ٱلْحَقُّ وَبَطَلَ مَا كَانُوا۟ يَعْمَلُونَ
The truth was confirmed and what they had produced came to nothing:
فَغُلِبُوا۟ هُنَالِكَ وَٱنقَلَبُوا۟ صَـٰغِرِينَ
they were defeated there and utterly humiliated.
وَأُلْقِىَ ٱلسَّحَرَةُ سَـٰجِدِينَ
The sorcerers fell to their knees
قَالُوٓا۟ ءَامَنَّا بِرَبِّ ٱلْعَـٰلَمِينَ
and said, ‘We believe in the Lord of the Worlds,
رَبِّ مُوسَىٰ وَهَـٰرُونَ
the Lord of Moses and Aaron!’
قَالَ فِرْعَوْنُ ءَامَنتُم بِهِۦ قَبْلَ أَنْ ءَاذَنَ لَكُمْ ۖ إِنَّ هَـٰذَا لَمَكْرٌ مَّكَرْتُمُوهُ فِى ٱلْمَدِينَةِ لِتُخْرِجُوا۟ مِنْهَآ أَهْلَهَا ۖ فَسَوْفَ تَعْلَمُونَ
but Pharaoh said, ‘How dare you believe in Him before I have given you permission? This is a plot you have hatched to drive the people out of this city! Soon you will see:
لَأُقَطِّعَنَّ أَيْدِيَكُمْ وَأَرْجُلَكُم مِّنْ خِلَـٰفٍ ثُمَّ لَأُصَلِّبَنَّكُمْ أَجْمَعِينَ
I will cut off your alternate hands and feet and then crucify you all!’
قَالُوٓا۟ إِنَّآ إِلَىٰ رَبِّنَا مُنقَلِبُونَ
They said, ‘And so we shall return to our Lord-
وَمَا تَنقِمُ مِنَّآ إِلَّآ أَنْ ءَامَنَّا بِـَٔايَـٰتِ رَبِّنَا لَمَّا جَآءَتْنَا ۚ رَبَّنَآ أَفْرِغْ عَلَيْنَا صَبْرًا وَتَوَفَّنَا مُسْلِمِينَ
Your only grievance against us is that we believed in the signs of our Lord when they came to us. Our Lord, pour steadfastness upon us and let us die in devotion to You.’
وَقَالَ فِرْعَوْنُ ٱئْتُونِى بِكُلِّ سَـٰحِرٍ عَلِيمٍ
And Pharaoh said, ‘Bring me every learned sorcerer.’
فَلَمَّا جَآءَ ٱلسَّحَرَةُ قَالَ لَهُم مُّوسَىٰٓ أَلْقُوا۟ مَآ أَنتُم مُّلْقُونَ
When the sorcerers came, Moses said to them, ‘Throw down whatever you have.’
فَلَمَّآ أَلْقَوْا۟ قَالَ مُوسَىٰ مَا جِئْتُم بِهِ ٱلسِّحْرُ ۖ إِنَّ ٱللَّهَ سَيُبْطِلُهُۥٓ ۖ إِنَّ ٱللَّهَ لَا يُصْلِحُ عَمَلَ ٱلْمُفْسِدِينَ
When they did so, Moses said, ‘Everything you have brought is sorcery and God will show it to be false. God does not make the work of mischief-makers right;
قَالُوا۟ يَـٰمُوسَىٰٓ إِمَّآ أَن تُلْقِىَ وَإِمَّآ أَن نَّكُونَ أَوَّلَ مَنْ أَلْقَىٰ
They said, ‘Moses, will you throw first or shall we?’
قَالَ بَلْ أَلْقُوا۟ ۖ فَإِذَا حِبَالُهُمْ وَعِصِيُّهُمْ يُخَيَّلُ إِلَيْهِ مِن سِحْرِهِمْ أَنَّهَا تَسْعَىٰ
‘You throw,’ said Moses, and––lo and behold!––through their sorcery, their ropes and staffs seemed to him to be moving.
فَأَوْجَسَ فِى نَفْسِهِۦ خِيفَةً مُّوسَىٰ
Moses was inwardly alarmed,
قُلْنَا لَا تَخَفْ إِنَّكَ أَنتَ ٱلْأَعْلَىٰ
but We said, ‘Do not be afraid, you have the upper hand.
وَأَلْقِ مَا فِى يَمِينِكَ تَلْقَفْ مَا صَنَعُوٓا۟ ۖ إِنَّمَا صَنَعُوا۟ كَيْدُ سَـٰحِرٍ ۖ وَلَا يُفْلِحُ ٱلسَّاحِرُ حَيْثُ أَتَىٰ
Throw down what is in your right hand: it will swallow up what they have produced. They have only produced the tricks of a sorcerer, and a sorcerer will not prosper, wherever he goes.’
فَأُلْقِىَ ٱلسَّحَرَةُ سُجَّدًا قَالُوٓا۟ ءَامَنَّا بِرَبِّ هَـٰرُونَ وَمُوسَىٰ
[So it was, and] the sorcerers threw themselves down in submission. ‘We believe,’ they said, ‘in the Lord of Aaron and Moses.’
قَالَ لَهُم مُّوسَىٰٓ أَلْقُوا۟ مَآ أَنتُم مُّلْقُونَ
Moses said to them, ‘Throw down whatever you will.’
فَأَلْقَوْا۟ حِبَالَهُمْ وَعِصِيَّهُمْ وَقَالُوا۟ بِعِزَّةِ فِرْعَوْنَ إِنَّا لَنَحْنُ ٱلْغَـٰلِبُونَ
They threw their ropes and staffs, saying, ‘By Pharaoh’s might, we shall be victorious.’
فَأَلْقَىٰ مُوسَىٰ عَصَاهُ فَإِذَا هِىَ تَلْقَفُ مَا يَأْفِكُونَ
But Moses threw his staff and- lo and behold!- it swallowed up their trickery
فَأُلْقِىَ ٱلسَّحَرَةُ سَـٰجِدِينَ
and the sorcerers fell down on their knees,
قَالُوٓا۟ ءَامَنَّا بِرَبِّ ٱلْعَـٰلَمِينَ
exclaiming, ‘We believe in the Lord of the Worlds,
