Before humans ever inhabited the earth, God announced to the angels His intention to place a successor upon it (2:30). The angels immediately questioned this appointment, anticipating that this new being would cause damage and shed blood, while they already celebrated God's praise and proclaimed His holiness. The Divine response—"I know things you do not"—establishes the foundational concept of succession in the Quran: humanity is granted temporary authority over the earth not as absolute owners, but as temporary stewards operating under Divine observation.

What is the purpose of human stewardship?

The Quran frames earthly succession explicitly as a mechanism for testing human conduct. God elevates certain individuals or groups above others in rank specifically to test them through what He has provided (6:165). This authority is never permanent. Following the destruction of previous generations, God tells the current inhabitants that He made them successors "to see how you would behave" (10:14). When Moses addressed his persecuted people, he offered a similar perspective: he suggested that their Lord might destroy their enemy and make them the new successors to the land, again, simply to observe their actions once they gained power (7:129). Leadership requires strict moral responsibility; when Moses left his people for forty nights, he appointed his brother Aaron to take his place, commanding him to act rightly and avoid the way of those who spread corruption (7:142).

How do nations succeed one another?

Generational succession is depicted as a physical reality left in the ruins of antiquity. Prophets frequently reminded their people that they were merely heirs to earlier, destroyed civilizations. Hud told his people to remember how God made them successors after the people of Noah, increasing their physical stature (7:69). Saleh reminded his people that they inherited the land after 'Ad, settling on the plains to build castles and carving houses directly out of the mountains (7:74). In both cases, the granting of land and power came with the command to remember God's bounties and refrain from spreading corruption. The shift of power is tied directly to a people's internal state, as God does not change a society's condition for the worse unless they first change what is within themselves (13:11). When nations reject their warnings, the transfer of power is absolute, as seen when God saved Noah on the Ark, drowned those who denied the revelation, and let the survivors inherit the earth (10:73).

Who receives the promise of succession?

Beyond the general succession of humanity, the Quran outlines a specific promise of earthly authority tied to faith and action. God promises those who believe and do good deeds that He will make them successors to the land, just as He did for previous generations (24:55). This specific succession comes with three guarantees: the empowerment of the religion chosen for them, the replacement of their fear with security, and the condition that they worship God alone without associating anything with Him. It is also an act of Divine mercy toward the vulnerable. When the distressed call upon God and He removes their suffering, it is He who subsequently makes them successors in the earth (27:62).

This continuous chain of stewardship extends to the delivery of revelation itself. After giving Moses the Scripture, God sent a succession of messengers, ultimately strengthening Jesus with the Holy Spirit (2:87). Yet the authority given to any generation, whether political or spiritual, remains contingent on their response to these signs. The ultimate promise of security and empowerment in the land rests entirely on exclusive worship, with the explicit warning that those who act defiantly after receiving such authority are the true rebels (24:55).

2:30 Al-Baqarah

وَإِذْ قَالَ رَبُّكَ لِلْمَلَـٰٓئِكَةِ إِنِّى جَاعِلٌ فِى ٱلْأَرْضِ خَلِيفَةً ۖ قَالُوٓا۟ أَتَجْعَلُ فِيهَا مَن يُفْسِدُ فِيهَا وَيَسْفِكُ ٱلدِّمَآءَ وَنَحْنُ نُسَبِّحُ بِحَمْدِكَ وَنُقَدِّسُ لَكَ ۖ قَالَ إِنِّىٓ أَعْلَمُ مَا لَا تَعْلَمُونَ

[Prophet], when your Lord told the angels, ‘I am putting a successor on earth,’ they said, ‘How can You put someone there who will cause damage and bloodshed, when we celebrate Your praise and proclaim Your holiness?’ but He said, ‘I know things you do not.’

2:87 Al-Baqarah

وَلَقَدْ ءَاتَيْنَا مُوسَى ٱلْكِتَـٰبَ وَقَفَّيْنَا مِنۢ بَعْدِهِۦ بِٱلرُّسُلِ ۖ وَءَاتَيْنَا عِيسَى ٱبْنَ مَرْيَمَ ٱلْبَيِّنَـٰتِ وَأَيَّدْنَـٰهُ بِرُوحِ ٱلْقُدُسِ ۗ أَفَكُلَّمَا جَآءَكُمْ رَسُولٌۢ بِمَا لَا تَهْوَىٰٓ أَنفُسُكُمُ ٱسْتَكْبَرْتُمْ فَفَرِيقًا كَذَّبْتُمْ وَفَرِيقًا تَقْتُلُونَ

We gave Moses the Scripture and We sent messengers after him in succession. We gave Jesus, son of Mary, clear signs and strengthened him with the Holy Spirit. So how is it that, whenever a messenger brings you something you do not like, you become arrogant, calling some impostors and killing others?

6:165 Al-An'am

وَهُوَ ٱلَّذِى جَعَلَكُمْ خَلَـٰٓئِفَ ٱلْأَرْضِ وَرَفَعَ بَعْضَكُمْ فَوْقَ بَعْضٍ دَرَجَـٰتٍ لِّيَبْلُوَكُمْ فِى مَآ ءَاتَىٰكُمْ ۗ إِنَّ رَبَّكَ سَرِيعُ ٱلْعِقَابِ وَإِنَّهُۥ لَغَفُورٌ رَّحِيمٌۢ

It is He who made you successors on the earth and raises some of you above others in rank, to test you through what He gives you. [Prophet], your Lord is swift in punishment, yet He is most forgiving and merciful.

7:69 Al-A'raf

أَوَعَجِبْتُمْ أَن جَآءَكُمْ ذِكْرٌ مِّن رَّبِّكُمْ عَلَىٰ رَجُلٍ مِّنكُمْ لِيُنذِرَكُمْ ۚ وَٱذْكُرُوٓا۟ إِذْ جَعَلَكُمْ خُلَفَآءَ مِنۢ بَعْدِ قَوْمِ نُوحٍ وَزَادَكُمْ فِى ٱلْخَلْقِ بَصْۜطَةً ۖ فَٱذْكُرُوٓا۟ ءَالَآءَ ٱللَّهِ لَعَلَّكُمْ تُفْلِحُونَ

Do you find it so strange that a message should come from your Lord, through a man in your midst, to warn you? Remember how He made you heirs after Noah’s people, and increased your stature: remember God’s bounties, so that you may prosper.’

7:74 Al-A'raf

وَٱذْكُرُوٓا۟ إِذْ جَعَلَكُمْ خُلَفَآءَ مِنۢ بَعْدِ عَادٍ وَبَوَّأَكُمْ فِى ٱلْأَرْضِ تَتَّخِذُونَ مِن سُهُولِهَا قُصُورًا وَتَنْحِتُونَ ٱلْجِبَالَ بُيُوتًا ۖ فَٱذْكُرُوٓا۟ ءَالَآءَ ٱللَّهِ وَلَا تَعْثَوْا۟ فِى ٱلْأَرْضِ مُفْسِدِينَ

Remember how He made you heirs after 'Ad and settled you in the land to build yourselves castles on its plains and carve houses out of the mountains: remember God’s blessings and do not spread corruption in the land,’

7:129 Al-A'raf

قَالُوٓا۟ أُوذِينَا مِن قَبْلِ أَن تَأْتِيَنَا وَمِنۢ بَعْدِ مَا جِئْتَنَا ۚ قَالَ عَسَىٰ رَبُّكُمْ أَن يُهْلِكَ عَدُوَّكُمْ وَيَسْتَخْلِفَكُمْ فِى ٱلْأَرْضِ فَيَنظُرَ كَيْفَ تَعْمَلُونَ

and they replied, ‘We were being persecuted long before you came to us, and since then too.’ He said, ‘Your Lord may well destroy your enemy and make you successors to the land to see how you behave.’

7:142 Al-A'raf

۞ وَوَٰعَدْنَا مُوسَىٰ ثَلَـٰثِينَ لَيْلَةً وَأَتْمَمْنَـٰهَا بِعَشْرٍ فَتَمَّ مِيقَـٰتُ رَبِّهِۦٓ أَرْبَعِينَ لَيْلَةً ۚ وَقَالَ مُوسَىٰ لِأَخِيهِ هَـٰرُونَ ٱخْلُفْنِى فِى قَوْمِى وَأَصْلِحْ وَلَا تَتَّبِعْ سَبِيلَ ٱلْمُفْسِدِينَ

We appointed thirty nights for Moses, then added ten more: the term set by his Lord was completed in forty nights. Moses said to his brother Aaron, ‘Take my place among my people: act rightly and do not follow the way of those who spread corruption.’

10:14 Yunus

ثُمَّ جَعَلْنَـٰكُمْ خَلَـٰٓئِفَ فِى ٱلْأَرْضِ مِنۢ بَعْدِهِمْ لِنَنظُرَ كَيْفَ تَعْمَلُونَ

Later We made you their successors in the land, to see how you would behave.

10:73 Yunus

فَكَذَّبُوهُ فَنَجَّيْنَـٰهُ وَمَن مَّعَهُۥ فِى ٱلْفُلْكِ وَجَعَلْنَـٰهُمْ خَلَـٰٓئِفَ وَأَغْرَقْنَا ٱلَّذِينَ كَذَّبُوا۟ بِـَٔايَـٰتِنَا ۖ فَٱنظُرْ كَيْفَ كَانَ عَـٰقِبَةُ ٱلْمُنذَرِينَ

But they rejected him. We saved him and those with him on the Ark and let them survive; and We drowned those who denied Our revelations- see what was the end of those who were forewarned!

13:11 Ar-Ra'd

لَهُۥ مُعَقِّبَـٰتٌ مِّنۢ بَيْنِ يَدَيْهِ وَمِنْ خَلْفِهِۦ يَحْفَظُونَهُۥ مِنْ أَمْرِ ٱللَّهِ ۗ إِنَّ ٱللَّهَ لَا يُغَيِّرُ مَا بِقَوْمٍ حَتَّىٰ يُغَيِّرُوا۟ مَا بِأَنفُسِهِمْ ۗ وَإِذَآ أَرَادَ ٱللَّهُ بِقَوْمٍ سُوٓءًا فَلَا مَرَدَّ لَهُۥ ۚ وَمَا لَهُم مِّن دُونِهِۦ مِن وَالٍ

each person has guardian angels before him and behind, watching over him by God’s command. God does not change the condition of a people [for the worse] unless they change what is in themselves, but if He wills harm on a people, no one can ward it off–– apart from Him, they have no protector.

24:55 An-Nur

وَعَدَ ٱللَّهُ ٱلَّذِينَ ءَامَنُوا۟ مِنكُمْ وَعَمِلُوا۟ ٱلصَّـٰلِحَـٰتِ لَيَسْتَخْلِفَنَّهُمْ فِى ٱلْأَرْضِ كَمَا ٱسْتَخْلَفَ ٱلَّذِينَ مِن قَبْلِهِمْ وَلَيُمَكِّنَنَّ لَهُمْ دِينَهُمُ ٱلَّذِى ٱرْتَضَىٰ لَهُمْ وَلَيُبَدِّلَنَّهُم مِّنۢ بَعْدِ خَوْفِهِمْ أَمْنًا ۚ يَعْبُدُونَنِى لَا يُشْرِكُونَ بِى شَيْـًٔا ۚ وَمَن كَفَرَ بَعْدَ ذَٰلِكَ فَأُو۟لَـٰٓئِكَ هُمُ ٱلْفَـٰسِقُونَ

God has made a promise to those among you who believe and do good deeds: He will make them successors to the land, as He did those who came before them; He will empower the religion He has chosen for them; He will grant them security to replace their fear. ‘They will worship Me and not join anything with Me.’ Those who are defiant after that will be the rebels.-

27:62 An-Naml

أَمَّن يُجِيبُ ٱلْمُضْطَرَّ إِذَا دَعَاهُ وَيَكْشِفُ ٱلسُّوٓءَ وَيَجْعَلُكُمْ خُلَفَآءَ ٱلْأَرْضِ ۗ أَءِلَـٰهٌ مَّعَ ٱللَّهِ ۚ قَلِيلًا مَّا تَذَكَّرُونَ

Who is it that answers the distressed when they call upon Him? Who removes their suffering? Who makes you successors in the earth? Is it another god beside God? Little notice you take!

35:39 Fatir

هُوَ ٱلَّذِى جَعَلَكُمْ خَلَـٰٓئِفَ فِى ٱلْأَرْضِ ۚ فَمَن كَفَرَ فَعَلَيْهِ كُفْرُهُۥ ۖ وَلَا يَزِيدُ ٱلْكَـٰفِرِينَ كُفْرُهُمْ عِندَ رَبِّهِمْ إِلَّا مَقْتًا ۖ وَلَا يَزِيدُ ٱلْكَـٰفِرِينَ كُفْرُهُمْ إِلَّا خَسَارًا

it is He who made you [people] successors to the land. Those who deny the truth will bear the consequences: their denial will only make them more odious to their Lord, and add only to their loss.

38:26 Sad

يَـٰدَاوُۥدُ إِنَّا جَعَلْنَـٰكَ خَلِيفَةً فِى ٱلْأَرْضِ فَٱحْكُم بَيْنَ ٱلنَّاسِ بِٱلْحَقِّ وَلَا تَتَّبِعِ ٱلْهَوَىٰ فَيُضِلَّكَ عَن سَبِيلِ ٱللَّهِ ۚ إِنَّ ٱلَّذِينَ يَضِلُّونَ عَن سَبِيلِ ٱللَّهِ لَهُمْ عَذَابٌ شَدِيدٌۢ بِمَا نَسُوا۟ يَوْمَ ٱلْحِسَابِ

‘David, We have given you mastery over the land. Judge fairly between people. Do not follow your desires, lest they divert you from God’s path: those who wander from His path will have a painful torment because they ignore the Day of Reckoning.’

57:7 Al-Hadid

ءَامِنُوا۟ بِٱللَّهِ وَرَسُولِهِۦ وَأَنفِقُوا۟ مِمَّا جَعَلَكُم مُّسْتَخْلَفِينَ فِيهِ ۖ فَٱلَّذِينَ ءَامَنُوا۟ مِنكُمْ وَأَنفَقُوا۟ لَهُمْ أَجْرٌ كَبِيرٌ

Believe in God and His Messenger, and give out of what He has made pass down to you: those of you who believe and give will have a great reward.

71:13 Nuh

مَّا لَكُمْ لَا تَرْجُونَ لِلَّهِ وَقَارًا

What is the matter with you? Why will you not fear God’s majesty,

71:14 Nuh

وَقَدْ خَلَقَكُمْ أَطْوَارًا

when He has created you stage by stage?

77:1 Al-Mursalat

وَٱلْمُرْسَلَـٰتِ عُرْفًا

By the [winds] sent forth in swift succession,

81:2 At-Takwir

وَإِذَا ٱلنُّجُومُ ٱنكَدَرَتْ

when the stars are dimmed,
