In the Quranic framework of justice, absolute ruin never arrives unannounced. The text repeatedly anchors God's judgment to a strict prerequisite: a messenger must be raised in the very midst of a community to recite His messages before any penalty is decreed (28:59). A town cannot be wiped out for its wrongdoing if its people were entirely unaware of the boundaries they were crossing. This establishes a foundational rule regarding divine retribution: punishment is inextricably tied to the arrival and rejection of clear revelation.

Does God punish people who have never heard the message?

The Quran establishes a definitive standard for accountability. As stated directly in Surah Al-Isra, "nor do We punish until We have sent a messenger" (17:15). The presence of a warner is not presented as an exception, but as a universal rule. Every community is sent a messenger, ensuring that when the time for reckoning comes, they will be judged justly and will not be wronged (10:47).

This principle serves as a safeguard against arbitrary destruction. God explicitly states that He would not destroy towns for their wrongdoing if they had not been warned first (6:131). The process requires proximity and direct communication; a messenger must literally be raised "in their midst" to recite the revelation. Annihilation is reserved strictly for instances where the inhabitants persist as deliberate evildoers after receiving the message (28:59).

What happens when a community acts in ignorance?

Accountability requires clarity. The Quran specifies that God would not condemn individuals—even those He had already guided to the faith—for going astray before making entirely clear to them exactly what they should avoid (9:115). Without knowing the specific prohibitions, a community cannot be held liable for crossing those lines. Furthermore, if the people of any town are acting righteously according to their own understanding, their Lord would not destroy them without cause (11:117).

When people commit offenses simply because they lack knowledge, the immediate response is not ruin. Instead, the text leaves room for correction. Towards those who do wrong out of ignorance, but afterwards recognize their error, repent, and make amends, God remains most forgiving and merciful (16:119).

How is the timing of a community's end decided?

The collapse of a society is governed by an established, inescapable timeline. The Quran notes that a community is never destroyed without a "set time" already decreed for it (15:4). This fixed duration gives the community the opportunity to receive their messenger, hear the warnings, and make their collective choices before any judgment is enacted.

While communities are judged collectively regarding their destruction in this world, the response to revelation remains a deeply personal weight. Once the warning has been delivered clearly and the ignorance removed, whoever accepts guidance does so entirely for his own good, and whoever strays does so at his own peril, for no soul will bear another’s burden (17:15).
