When the evil ones fabricated falsehoods about the Kingdom of Solomon, they taught people witchcraft, attempting to link a prophet to dark arts. The text explicitly clears Solomon, stating he was not a disbeliever; rather, the evil ones were the disbelievers who instructed humanity in sorcery (2:102). This foundational event sets the strict scriptural boundaries around magic: it is an earthly temptation involving hidden knowledge, deliberately contrasted with true divine authority.
What Harut and Marut taught in Babylon In Babylon, two angels named Harut and Marut possessed knowledge of sorcery, yet they functioned strictly as a trial for humanity. The account insists they never instructed anyone without delivering a direct warning: "We are sent only to tempt—do not disbelieve" (2:102). Early authorities emphasize this dynamic; the Mawsu'at al-Tafsir al-Ma'thur (2/605) records that the angels delineated both faith and disbelief, actively forbidding magic because it constitutes disbelief. Similarly, Muhammad Sayyid Tantawi points out (Al-Tafsir al-Wasit, 1/228) that the angels imparted the reality of magic solely so people could recognize its mechanics and avoid it.
Despite the warning, people extracted the knowledge to fracture families, specifically learning what causes discord between a man and his wife. The transaction is condemned in the severest terms. As al-Iji notes (Jami al-bayan, 1/76), the text equates the practice with outright disbelief to heavily underscore its gravity. The practitioners acquired what harmed them rather than what benefited them, knowingly selling their souls for an evil price and forfeiting any share in the Hereafter. Crucially, a firm theological ceiling restricts their power: they harm no one with these spells except by God’s leave (2:102).
Miracles branded as spells Beyond the literal practice of casting spells—which commentators like Muqatil bin Sulayman (Tafsir Muqatil, 4/934) identify with the blowing on knots—the word "sorcery" functions as a standard weapon of denial against prophets. Confronted with undeniable proof, skeptics relied on the accusation of magic to dismiss divine intervention. Even if a physical scripture were sent down inscribed on parchment for them to touch with their own hands, the disbelievers would still insist it was blatant sorcery (6:7).
This exact accusation met Jesus when he fashioned the shape of a bird out of clay and breathed into it, healed the blind and the leper, and brought the dead back to life. Although the text repeats that each act occurred strictly "by My leave," the disbelieving Israelites maintained the miracles were "clearly nothing but sorcery" (5:110).
The magicians of Pharaoh The political utility of magic is most detailed in the confrontation between Moses and the Egyptian court. When Moses presented his signs, Pharaoh's leaders branded him a "learned sorcerer" whose true motive was to drive them out of their land (7:109-110). To counter him, Pharaoh ordered messengers sent to all cities to summon every skilled magician to the capital (7:111-112).
These sorcerers operated purely on material incentive. Upon arriving, they immediately bargained with Pharaoh, asking if they would be rewarded for a victory. Pharaoh guaranteed their compensation, promising they would join his inner court (7:113-114). Given the choice to strike first, the sorcerers threw down their devices, specifically casting a spell on the people's eyes. Their craft relied on illusion and striking fear into the crowd to produce what the text calls "great sorcery" (7:115-116).
No matter the scale of the illusion or the intent to cause division, the underlying reality of magic remains tightly controlled. The knowledge that fractures homes and exacts the price of a soul ultimately serves only to harm the practitioner. Had those who pursued the dark arts believed and remained mindful of God, their reward from Him would have been far better, if only they knew (2:103).

وَٱتَّبَعُوا۟ مَا تَتْلُوا۟ ٱلشَّيَـٰطِينُ عَلَىٰ مُلْكِ سُلَيْمَـٰنَ ۖ وَمَا كَفَرَ سُلَيْمَـٰنُ وَلَـٰكِنَّ ٱلشَّيَـٰطِينَ كَفَرُوا۟ يُعَلِّمُونَ ٱلنَّاسَ ٱلسِّحْرَ وَمَآ أُنزِلَ عَلَى ٱلْمَلَكَيْنِ بِبَابِلَ هَـٰرُوتَ وَمَـٰرُوتَ ۚ وَمَا يُعَلِّمَانِ مِنْ أَحَدٍ حَتَّىٰ يَقُولَآ إِنَّمَا نَحْنُ فِتْنَةٌ فَلَا تَكْفُرْ ۖ فَيَتَعَلَّمُونَ مِنْهُمَا مَا يُفَرِّقُونَ بِهِۦ بَيْنَ ٱلْمَرْءِ وَزَوْجِهِۦ ۚ وَمَا هُم بِضَآرِّينَ بِهِۦ مِنْ أَحَدٍ إِلَّا بِإِذْنِ ٱللَّهِ ۚ وَيَتَعَلَّمُونَ مَا يَضُرُّهُمْ وَلَا يَنفَعُهُمْ ۚ وَلَقَدْ عَلِمُوا۟ لَمَنِ ٱشْتَرَىٰهُ مَا لَهُۥ فِى ٱلْـَٔاخِرَةِ مِنْ خَلَـٰقٍ ۚ وَلَبِئْسَ مَا شَرَوْا۟ بِهِۦٓ أَنفُسَهُمْ ۚ لَوْ كَانُوا۟ يَعْلَمُونَ
and followed what the evil ones had fabricated about the Kingdom of Solomon instead. Not that Solomon himself was a disbeliever; it was the evil ones who were disbelievers. They taught people witchcraft and what was revealed in Babylon to the two angels Harut and Marut. Yet these two never taught anyone without first warning him, ‘We are sent only to tempt- do not disbelieve.’ From these two, they learned what can cause discord between man and wife, although they harm no one with it except by God’s leave. They learned what harmed them, not what benefited them, knowing full well that whoever gained [this knowledge] would lose any share in the Hereafter. Evil indeed is the [price] for which they sold their souls, if only they knew.
وَلَوْ أَنَّهُمْ ءَامَنُوا۟ وَٱتَّقَوْا۟ لَمَثُوبَةٌ مِّنْ عِندِ ٱللَّهِ خَيْرٌ ۖ لَّوْ كَانُوا۟ يَعْلَمُونَ
If they had believed and been mindful of God, their reward from Him would have been far better, if only they knew.
إِذْ قَالَ ٱللَّهُ يَـٰعِيسَى ٱبْنَ مَرْيَمَ ٱذْكُرْ نِعْمَتِى عَلَيْكَ وَعَلَىٰ وَٰلِدَتِكَ إِذْ أَيَّدتُّكَ بِرُوحِ ٱلْقُدُسِ تُكَلِّمُ ٱلنَّاسَ فِى ٱلْمَهْدِ وَكَهْلًا ۖ وَإِذْ عَلَّمْتُكَ ٱلْكِتَـٰبَ وَٱلْحِكْمَةَ وَٱلتَّوْرَىٰةَ وَٱلْإِنجِيلَ ۖ وَإِذْ تَخْلُقُ مِنَ ٱلطِّينِ كَهَيْـَٔةِ ٱلطَّيْرِ بِإِذْنِى فَتَنفُخُ فِيهَا فَتَكُونُ طَيْرًۢا بِإِذْنِى ۖ وَتُبْرِئُ ٱلْأَكْمَهَ وَٱلْأَبْرَصَ بِإِذْنِى ۖ وَإِذْ تُخْرِجُ ٱلْمَوْتَىٰ بِإِذْنِى ۖ وَإِذْ كَفَفْتُ بَنِىٓ إِسْرَٰٓءِيلَ عَنكَ إِذْ جِئْتَهُم بِٱلْبَيِّنَـٰتِ فَقَالَ ٱلَّذِينَ كَفَرُوا۟ مِنْهُمْ إِنْ هَـٰذَآ إِلَّا سِحْرٌ مُّبِينٌ
Then God will say, ‘Jesus, son of Mary! Remember My favour to you and to your mother: how I strengthened you with the holy spirit, so that you spoke to people in your infancy and as a grown man; how I taught you the Scripture and wisdom, the Torah and the Gospel; how, by My leave, you fashioned the shape of a bird out of clay, breathed into it, and it became, by My leave, a bird; how, by My leave, you healed the blind person and the leper; how, by My leave, you brought the dead back to life; how I restrained the Children of Israel from [harming] you when you brought them clear signs, and those of them who disbelieved said, “This is clearly nothing but sorcery”;
وَلَوْ نَزَّلْنَا عَلَيْكَ كِتَـٰبًا فِى قِرْطَاسٍ فَلَمَسُوهُ بِأَيْدِيهِمْ لَقَالَ ٱلَّذِينَ كَفَرُوٓا۟ إِنْ هَـٰذَآ إِلَّا سِحْرٌ مُّبِينٌ
Even if We had sent down to you [Prophet] a book inscribed on parchment, and they had touched it with their own hands, the disbelievers would still say, ‘This is nothing but blatant sorcery.’
قَالَ ٱلْمَلَأُ مِن قَوْمِ فِرْعَوْنَ إِنَّ هَـٰذَا لَسَـٰحِرٌ عَلِيمٌ
The leaders among Pharaoh’s people said, ‘This man is a learned sorcerer!
يُرِيدُ أَن يُخْرِجَكُم مِّنْ أَرْضِكُمْ ۖ فَمَاذَا تَأْمُرُونَ
He means to drive you out of your land!’ Pharaoh said, ‘What do you suggest?’
قَالُوٓا۟ أَرْجِهْ وَأَخَاهُ وَأَرْسِلْ فِى ٱلْمَدَآئِنِ حَـٰشِرِينَ
They said, ‘Delay him and his brother for a while, and send messengers to all the cities
يَأْتُوكَ بِكُلِّ سَـٰحِرٍ عَلِيمٍ
to summon every learned sorcerer to you.’
وَجَآءَ ٱلسَّحَرَةُ فِرْعَوْنَ قَالُوٓا۟ إِنَّ لَنَا لَأَجْرًا إِن كُنَّا نَحْنُ ٱلْغَـٰلِبِينَ
The sorcerers came to Pharaoh and said, ‘Shall we be rewarded if we win?’
قَالَ نَعَمْ وَإِنَّكُمْ لَمِنَ ٱلْمُقَرَّبِينَ
and he replied, ‘Yes, and you will join my inner court.’
قَالُوا۟ يَـٰمُوسَىٰٓ إِمَّآ أَن تُلْقِىَ وَإِمَّآ أَن نَّكُونَ نَحْنُ ٱلْمُلْقِينَ
So they said, ‘Moses, will you throw first or shall we?’
قَالَ أَلْقُوا۟ ۖ فَلَمَّآ أَلْقَوْا۟ سَحَرُوٓا۟ أَعْيُنَ ٱلنَّاسِ وَٱسْتَرْهَبُوهُمْ وَجَآءُو بِسِحْرٍ عَظِيمٍ
He said, ‘You throw,’ and they did, casting a spell on people’s eyes, striking fear into them, and bringing about great sorcery.
۞ وَأَوْحَيْنَآ إِلَىٰ مُوسَىٰٓ أَنْ أَلْقِ عَصَاكَ ۖ فَإِذَا هِىَ تَلْقَفُ مَا يَأْفِكُونَ
Then We inspired Moses, ‘Throw your staff,’ and- lo and behold!––it devoured their fakery.
فَوَقَعَ ٱلْحَقُّ وَبَطَلَ مَا كَانُوا۟ يَعْمَلُونَ
The truth was confirmed and what they had produced came to nothing:
فَغُلِبُوا۟ هُنَالِكَ وَٱنقَلَبُوا۟ صَـٰغِرِينَ
they were defeated there and utterly humiliated.
وَأُلْقِىَ ٱلسَّحَرَةُ سَـٰجِدِينَ
The sorcerers fell to their knees
قَالُوٓا۟ ءَامَنَّا بِرَبِّ ٱلْعَـٰلَمِينَ
and said, ‘We believe in the Lord of the Worlds,
رَبِّ مُوسَىٰ وَهَـٰرُونَ
the Lord of Moses and Aaron!’
قَالَ فِرْعَوْنُ ءَامَنتُم بِهِۦ قَبْلَ أَنْ ءَاذَنَ لَكُمْ ۖ إِنَّ هَـٰذَا لَمَكْرٌ مَّكَرْتُمُوهُ فِى ٱلْمَدِينَةِ لِتُخْرِجُوا۟ مِنْهَآ أَهْلَهَا ۖ فَسَوْفَ تَعْلَمُونَ
but Pharaoh said, ‘How dare you believe in Him before I have given you permission? This is a plot you have hatched to drive the people out of this city! Soon you will see:
لَأُقَطِّعَنَّ أَيْدِيَكُمْ وَأَرْجُلَكُم مِّنْ خِلَـٰفٍ ثُمَّ لَأُصَلِّبَنَّكُمْ أَجْمَعِينَ
I will cut off your alternate hands and feet and then crucify you all!’
قَالُوٓا۟ إِنَّآ إِلَىٰ رَبِّنَا مُنقَلِبُونَ
They said, ‘And so we shall return to our Lord-
وَمَا تَنقِمُ مِنَّآ إِلَّآ أَنْ ءَامَنَّا بِـَٔايَـٰتِ رَبِّنَا لَمَّا جَآءَتْنَا ۚ رَبَّنَآ أَفْرِغْ عَلَيْنَا صَبْرًا وَتَوَفَّنَا مُسْلِمِينَ
Your only grievance against us is that we believed in the signs of our Lord when they came to us. Our Lord, pour steadfastness upon us and let us die in devotion to You.’
أَكَانَ لِلنَّاسِ عَجَبًا أَنْ أَوْحَيْنَآ إِلَىٰ رَجُلٍ مِّنْهُمْ أَنْ أَنذِرِ ٱلنَّاسَ وَبَشِّرِ ٱلَّذِينَ ءَامَنُوٓا۟ أَنَّ لَهُمْ قَدَمَ صِدْقٍ عِندَ رَبِّهِمْ ۗ قَالَ ٱلْكَـٰفِرُونَ إِنَّ هَـٰذَا لَسَـٰحِرٌ مُّبِينٌ
Is it so surprising to people that We have revealed to a man from among them that he should warn people, and give glad news to those who believe, that they are on a sure footing with their Lord? [Yet] those who disbelieve say, ‘This man is clearly a sorcerer.’
فَلَمَّا جَآءَهُمُ ٱلْحَقُّ مِنْ عِندِنَا قَالُوٓا۟ إِنَّ هَـٰذَا لَسِحْرٌ مُّبِينٌ
When the truth came to them from Us, they said, ‘This is blatant sorcery.’
قَالَ مُوسَىٰٓ أَتَقُولُونَ لِلْحَقِّ لَمَّا جَآءَكُمْ ۖ أَسِحْرٌ هَـٰذَا وَلَا يُفْلِحُ ٱلسَّـٰحِرُونَ
Moses said, ‘Is this what you say about the Truth when it comes to you? Is this sorcery? Sorcerers never prosper.’
قَالُوٓا۟ أَجِئْتَنَا لِتَلْفِتَنَا عَمَّا وَجَدْنَا عَلَيْهِ ءَابَآءَنَا وَتَكُونَ لَكُمَا ٱلْكِبْرِيَآءُ فِى ٱلْأَرْضِ وَمَا نَحْنُ لَكُمَا بِمُؤْمِنِينَ
They said, ‘Have you come to turn us away from the faith we found our fathers following, so that you and your brother can gain greatness in this land? We will never believe in you.’
وَقَالَ فِرْعَوْنُ ٱئْتُونِى بِكُلِّ سَـٰحِرٍ عَلِيمٍ
And Pharaoh said, ‘Bring me every learned sorcerer.’
فَلَمَّا جَآءَ ٱلسَّحَرَةُ قَالَ لَهُم مُّوسَىٰٓ أَلْقُوا۟ مَآ أَنتُم مُّلْقُونَ
When the sorcerers came, Moses said to them, ‘Throw down whatever you have.’
فَلَمَّآ أَلْقَوْا۟ قَالَ مُوسَىٰ مَا جِئْتُم بِهِ ٱلسِّحْرُ ۖ إِنَّ ٱللَّهَ سَيُبْطِلُهُۥٓ ۖ إِنَّ ٱللَّهَ لَا يُصْلِحُ عَمَلَ ٱلْمُفْسِدِينَ
When they did so, Moses said, ‘Everything you have brought is sorcery and God will show it to be false. God does not make the work of mischief-makers right;
وَهُوَ ٱلَّذِى خَلَقَ ٱلسَّمَـٰوَٰتِ وَٱلْأَرْضَ فِى سِتَّةِ أَيَّامٍ وَكَانَ عَرْشُهُۥ عَلَى ٱلْمَآءِ لِيَبْلُوَكُمْ أَيُّكُمْ أَحْسَنُ عَمَلًا ۗ وَلَئِن قُلْتَ إِنَّكُم مَّبْعُوثُونَ مِنۢ بَعْدِ ٱلْمَوْتِ لَيَقُولَنَّ ٱلَّذِينَ كَفَرُوٓا۟ إِنْ هَـٰذَآ إِلَّا سِحْرٌ مُّبِينٌ
It is He who created the heavens and the earth in six Days––His rule extends over the waters too––so as to test which of you does best. Yet [Prophet], if you say to them, ‘You will be resurrected after death,’ the disbelievers are sure to answer, ‘This is clearly nothing but sorcery.’
قَالَ أَجِئْتَنَا لِتُخْرِجَنَا مِنْ أَرْضِنَا بِسِحْرِكَ يَـٰمُوسَىٰ
He said, ‘Have you come to drive us from our land with your sorcery, Moses?
فَلَنَأْتِيَنَّكَ بِسِحْرٍ مِّثْلِهِۦ فَٱجْعَلْ بَيْنَنَا وَبَيْنَكَ مَوْعِدًا لَّا نُخْلِفُهُۥ نَحْنُ وَلَآ أَنتَ مَكَانًا سُوًى
We will confront you with sorcery to match your own: make an appointment between us which neither of us will fail to keep, in a mutually agreeable place.’
قَالَ مَوْعِدُكُمْ يَوْمُ ٱلزِّينَةِ وَأَن يُحْشَرَ ٱلنَّاسُ ضُحًى
He said, ‘Your meeting will be on the day of the feast, so let the people be assembled when the sun has risen high.’
فَتَوَلَّىٰ فِرْعَوْنُ فَجَمَعَ كَيْدَهُۥ ثُمَّ أَتَىٰ
Pharaoh withdrew and gathered his resources, then he returned.
قَالَ لَهُم مُّوسَىٰ وَيْلَكُمْ لَا تَفْتَرُوا۟ عَلَى ٱللَّهِ كَذِبًا فَيُسْحِتَكُم بِعَذَابٍ ۖ وَقَدْ خَابَ مَنِ ٱفْتَرَىٰ
Moses said to them, ‘Beware, do not invent lies against God or He will destroy you with His punishment. Whoever invents lies will fail.’
فَتَنَـٰزَعُوٓا۟ أَمْرَهُم بَيْنَهُمْ وَأَسَرُّوا۟ ٱلنَّجْوَىٰ
So they discussed their plan among themselves, talking secretly,
قَالُوٓا۟ إِنْ هَـٰذَٰنِ لَسَـٰحِرَٰنِ يُرِيدَانِ أَن يُخْرِجَاكُم مِّنْ أَرْضِكُم بِسِحْرِهِمَا وَيَذْهَبَا بِطَرِيقَتِكُمُ ٱلْمُثْلَىٰ
saying, ‘These two men are sorcerers. Their purpose is to drive you out of your land with their sorcery and put an end to your time-honoured way of life.
فَأَجْمِعُوا۟ كَيْدَكُمْ ثُمَّ ٱئْتُوا۟ صَفًّا ۚ وَقَدْ أَفْلَحَ ٱلْيَوْمَ مَنِ ٱسْتَعْلَىٰ
So gather your resources and line up for the contest. Whoever wins today is sure to prosper.’
قَالُوا۟ يَـٰمُوسَىٰٓ إِمَّآ أَن تُلْقِىَ وَإِمَّآ أَن نَّكُونَ أَوَّلَ مَنْ أَلْقَىٰ
They said, ‘Moses, will you throw first or shall we?’
قَالَ بَلْ أَلْقُوا۟ ۖ فَإِذَا حِبَالُهُمْ وَعِصِيُّهُمْ يُخَيَّلُ إِلَيْهِ مِن سِحْرِهِمْ أَنَّهَا تَسْعَىٰ
‘You throw,’ said Moses, and––lo and behold!––through their sorcery, their ropes and staffs seemed to him to be moving.
فَأَوْجَسَ فِى نَفْسِهِۦ خِيفَةً مُّوسَىٰ
Moses was inwardly alarmed,
قُلْنَا لَا تَخَفْ إِنَّكَ أَنتَ ٱلْأَعْلَىٰ
but We said, ‘Do not be afraid, you have the upper hand.
وَأَلْقِ مَا فِى يَمِينِكَ تَلْقَفْ مَا صَنَعُوٓا۟ ۖ إِنَّمَا صَنَعُوا۟ كَيْدُ سَـٰحِرٍ ۖ وَلَا يُفْلِحُ ٱلسَّاحِرُ حَيْثُ أَتَىٰ
Throw down what is in your right hand: it will swallow up what they have produced. They have only produced the tricks of a sorcerer, and a sorcerer will not prosper, wherever he goes.’
فَأُلْقِىَ ٱلسَّحَرَةُ سُجَّدًا قَالُوٓا۟ ءَامَنَّا بِرَبِّ هَـٰرُونَ وَمُوسَىٰ
[So it was, and] the sorcerers threw themselves down in submission. ‘We believe,’ they said, ‘in the Lord of Aaron and Moses.’
قَالَ ءَامَنتُمْ لَهُۥ قَبْلَ أَنْ ءَاذَنَ لَكُمْ ۖ إِنَّهُۥ لَكَبِيرُكُمُ ٱلَّذِى عَلَّمَكُمُ ٱلسِّحْرَ ۖ فَلَأُقَطِّعَنَّ أَيْدِيَكُمْ وَأَرْجُلَكُم مِّنْ خِلَـٰفٍ وَلَأُصَلِّبَنَّكُمْ فِى جُذُوعِ ٱلنَّخْلِ وَلَتَعْلَمُنَّ أَيُّنَآ أَشَدُّ عَذَابًا وَأَبْقَىٰ
Pharaoh said, ‘How dare you believe in him before I have given you permission? This must be your master, the man who taught you witchcraft. I shall certainly cut off your alternate hands and feet, then crucify you on the trunks of palm trees. You will know for certain which of us has the fiercer and more lasting punishment.’
قَالُوا۟ لَن نُّؤْثِرَكَ عَلَىٰ مَا جَآءَنَا مِنَ ٱلْبَيِّنَـٰتِ وَٱلَّذِى فَطَرَنَا ۖ فَٱقْضِ مَآ أَنتَ قَاضٍ ۖ إِنَّمَا تَقْضِى هَـٰذِهِ ٱلْحَيَوٰةَ ٱلدُّنْيَآ
They said, ‘We shall never prefer you to the clear sign that has come to us, nor to Him who created us. So decide whatever you will: you can only decide matters of this present life-
إِنَّآ ءَامَنَّا بِرَبِّنَا لِيَغْفِرَ لَنَا خَطَـٰيَـٰنَا وَمَآ أَكْرَهْتَنَا عَلَيْهِ مِنَ ٱلسِّحْرِ ۗ وَٱللَّهُ خَيْرٌ وَأَبْقَىٰٓ
we believe in our Lord, [hoping] He may forgive us our sins and the sorcery that you forced us to practise- God is better and more lasting.’
لَاهِيَةً قُلُوبُهُمْ ۗ وَأَسَرُّوا۟ ٱلنَّجْوَى ٱلَّذِينَ ظَلَمُوا۟ هَلْ هَـٰذَآ إِلَّا بَشَرٌ مِّثْلُكُمْ ۖ أَفَتَأْتُونَ ٱلسِّحْرَ وَأَنتُمْ تُبْصِرُونَ
with frivolous hearts. The evildoers conferred in secret: ‘Is this man anything but a mortal like yourselves? Are you going to fall under his spell with your eyes wide open?’
قَالَ لِلْمَلَإِ حَوْلَهُۥٓ إِنَّ هَـٰذَا لَسَـٰحِرٌ عَلِيمٌ
Pharaoh said to the counsellors around him, ‘This man is a learned sorcerer!
يُرِيدُ أَن يُخْرِجَكُم مِّنْ أَرْضِكُم بِسِحْرِهِۦ فَمَاذَا تَأْمُرُونَ
He means to use his sorcery to drive you out of your land! What do you suggest?’
