Ⱬul-Qarnain

16 verses

When people came questioning the Prophet Muhammad about the figure known as Dhu ’l-Qarnayn, God instructed him to answer by recounting a specific narrative of authority and justice (18:83). Across sixteen verses, the Quran defines this leader by the mandate and resources he received from the Divine. He is not described by his lineage, but by the fact that God firmly established his power in the land and provided him the material and strategic means to achieve whatever he set out to do (18:84). Equipped with this unprecedented capability, he undertook a series of expeditions to the extremes of the earth.

What was his standard of justice?

Taking a specific route, Dhu ’l-Qarnayn traveled westward until he reached the setting of the sun, which appeared to him to be sinking into a muddy spring (18:85–86). Upon finding a community living near this spring, God granted him complete sovereign choice over their fate—he could either mete out punishment or extend kindness. Faced with absolute power, Dhu ’l-Qarnayn articulated a measured, ethical philosophy of governance. He announced that anyone guilty of doing evil would be punished in this world by his authority, before facing a far more severe penalty when eventually returned to their Lord (18:87). By contrast, he assured those who believed and acted righteously that they would receive the finest of rewards, and that his earthly commands to them would be intentionally merciful and easy to fulfill (18:88).

Encounters at the earth's extremes

After establishing justice in the west, he traveled onward until he arrived at the rising of the sun (18:89–90). In this eastern expanse, he encountered a radically different environment. He found the sun beating down on a people for whom God had provided absolutely no shelter or covering to protect them from the elements. The text leaves the details of his interaction with this exposed community unstated, pausing instead to emphasize divine oversight. God affirms that He knew all about Dhu ’l-Qarnayn, encompassing his motives, his forces, and his methods with total knowledge as he moved across the world (18:91).

The threat between the mountains

Moving on once again, his expeditions brought him to a rugged geological chokepoint situated between two massive mountain barriers (18:92–93). Beside these towering natural formations lived a third community, one vastly different from those he met at the rising and setting of the sun. They were so linguistically and culturally isolated that they could barely understand Dhu ’l-Qarnayn’s speech, requiring immense effort simply to make their circumstances known to this passing ruler.

Despite this severe communication gap, the vulnerable locals managed to convey an urgent crisis threatening their daily survival. They identified their oppressors as Gog and Magog, chaotic factions they accused of continuously ruining the land around them. Recognizing the foreign leader's vast God-given resources and structural capabilities, the isolated people made a desperate proposition. They asked Dhu ’l-Qarnayn if he would construct a defensive barrier to stand between them and their attackers, offering to pool their wealth and pay him a tribute if he could halt the devastation (18:94).

18:83 الكهف

وَيَسْـَٔلُونَكَ عَن ذِى ٱلْقَرْنَيْنِ ۖ قُلْ سَأَتْلُوا۟ عَلَيْكُم مِّنْهُ ذِكْرًا

[Prophet], they ask you about Dhu ’l-Qarnayn. Say, ‘I will tell you something about him.’

18:84 الكهف

إِنَّا مَكَّنَّا لَهُۥ فِى ٱلْأَرْضِ وَءَاتَيْنَـٰهُ مِن كُلِّ شَىْءٍ سَبَبًا

We established his power in the land, and gave him the means to achieve everything.

18:85 الكهف

فَأَتْبَعَ سَبَبًا

He travelled on a certain road;

18:86 الكهف

حَتَّىٰٓ إِذَا بَلَغَ مَغْرِبَ ٱلشَّمْسِ وَجَدَهَا تَغْرُبُ فِى عَيْنٍ حَمِئَةٍ وَوَجَدَ عِندَهَا قَوْمًا ۗ قُلْنَا يَـٰذَا ٱلْقَرْنَيْنِ إِمَّآ أَن تُعَذِّبَ وَإِمَّآ أَن تَتَّخِذَ فِيهِمْ حُسْنًا

then, when he came to the setting of the sun, he found it [seemed to be] setting into a muddy spring. Nearby he found some people and We said, ‘Dhu ’l-Qarnayn, you may choose [which of them] to punish or show kindness to.’

18:87 الكهف

قَالَ أَمَّا مَن ظَلَمَ فَسَوْفَ نُعَذِّبُهُۥ ثُمَّ يُرَدُّ إِلَىٰ رَبِّهِۦ فَيُعَذِّبُهُۥ عَذَابًا نُّكْرًا

He answered, ‘We shall punish those who have done evil, and when they are returned to their Lord He will punish them [even more] severely,

18:88 الكهف

وَأَمَّا مَنْ ءَامَنَ وَعَمِلَ صَـٰلِحًا فَلَهُۥ جَزَآءً ٱلْحُسْنَىٰ ۖ وَسَنَقُولُ لَهُۥ مِنْ أَمْرِنَا يُسْرًا

while those who believed and did good deeds will have the best of rewards: we shall command them to do what is easy for them.’

18:89 الكهف

ثُمَّ أَتْبَعَ سَبَبًا

He travelled on;

18:90 الكهف

حَتَّىٰٓ إِذَا بَلَغَ مَطْلِعَ ٱلشَّمْسِ وَجَدَهَا تَطْلُعُ عَلَىٰ قَوْمٍ لَّمْ نَجْعَل لَّهُم مِّن دُونِهَا سِتْرًا

then, when he came to the rising of the sun, he found it rising on a people for whom We had provided no shelter from it.

18:91 الكهف

كَذَٰلِكَ وَقَدْ أَحَطْنَا بِمَا لَدَيْهِ خُبْرًا

And so it was: We knew all about him.

18:92 الكهف

ثُمَّ أَتْبَعَ سَبَبًا

He travelled on;

18:93 الكهف

حَتَّىٰٓ إِذَا بَلَغَ بَيْنَ ٱلسَّدَّيْنِ وَجَدَ مِن دُونِهِمَا قَوْمًا لَّا يَكَادُونَ يَفْقَهُونَ قَوْلًا

then, when he reached a place between two mountain barriers, he found beside them a people who could barely understand him.

18:94 الكهف

قَالُوا۟ يَـٰذَا ٱلْقَرْنَيْنِ إِنَّ يَأْجُوجَ وَمَأْجُوجَ مُفْسِدُونَ فِى ٱلْأَرْضِ فَهَلْ نَجْعَلُ لَكَ خَرْجًا عَلَىٰٓ أَن تَجْعَلَ بَيْنَنَا وَبَيْنَهُمْ سَدًّا

They said, ‘Dhu ’l-Qarnayn, Gog and Magog are ruining this land. Will you build a barrier between them and us if we pay you a tribute?’

18:95 الكهف

قَالَ مَا مَكَّنِّى فِيهِ رَبِّى خَيْرٌ فَأَعِينُونِى بِقُوَّةٍ أَجْعَلْ بَيْنَكُمْ وَبَيْنَهُمْ رَدْمًا

He answered, ‘The power my Lord has given me is better than any tribute, but if you lend me your strength, I will put up a fortification between you and them:

18:96 الكهف

ءَاتُونِى زُبَرَ ٱلْحَدِيدِ ۖ حَتَّىٰٓ إِذَا سَاوَىٰ بَيْنَ ٱلصَّدَفَيْنِ قَالَ ٱنفُخُوا۟ ۖ حَتَّىٰٓ إِذَا جَعَلَهُۥ نَارًا قَالَ ءَاتُونِىٓ أُفْرِغْ عَلَيْهِ قِطْرًا

bring me lumps of iron!’ and then, when he had filled the gap between the two mountainsides [he said], ‘Work your bellows!’ and then, when he had made it glow like fire, he said, ‘Bring me molten metal to pour over it!’

18:97 الكهف

فَمَا ٱسْطَـٰعُوٓا۟ أَن يَظْهَرُوهُ وَمَا ٱسْتَطَـٰعُوا۟ لَهُۥ نَقْبًا

Their enemies could not scale the barrier, nor could they pierce it,

18:98 الكهف

قَالَ هَـٰذَا رَحْمَةٌ مِّن رَّبِّى ۖ فَإِذَا جَآءَ وَعْدُ رَبِّى جَعَلَهُۥ دَكَّآءَ ۖ وَكَانَ وَعْدُ رَبِّى حَقًّا

and he said, ‘This is a mercy from my Lord. But when my Lord’s promise is fulfilled, He will raze this barrier to the ground: my Lord’s promise always comes true.’
