Men carve dwellings into the sides of mountains to live in security, yet the Quran questions whether anyone will be left forever safe in their worldly possessions (15:82, 26:146). True safety (al-amn) is not an impenetrable fortress but a divine guarantee tied directly to belief. The text distinguishes between the illusion of invulnerability—relying on wealth or stone—and the actual state of being secure, which God grants to those who align their actions with His commands.
Who has the right to feel secure?
The Quran presents safety as the natural condition of uncompromised faith. In a debate with his people, Abraham asks why he should fear their idols when they themselves do not fear associating partners with God without any divine authority (6:81). He poses a definitive question: "which side has more right to feel secure?" The answer establishes the theological core of safety: "It is those who have faith, and do not mix their faith with idolatry, who will be secure" (6:82). As Al-Zamakhshari notes (Al-Kashshaf, 2/42), it is illogical to feel secure in a state of polytheism where one ought to feel fear, while questioning the safety of those who stand on the truth. Worldly protection alone is insufficient; human beings require comprehensive security, which fundamentally includes the safety of their underlying beliefs (Al-Da'wah ila al-Tamassuk, 60).
How does the Quran address public safety?
On a societal level, peace and secure travel are framed as profound divine blessings. God reminds the people of Saba of a time when He placed blessed towns within sight of one another, instructing them to "Travel safely in this land by night and by day" (34:18). Similarly, Joseph’s reunion with his family culminates in his welcoming them to Egypt with the reassurance, "you will all be safe here, God willing" (12:99).
Because public security is a fragile necessity, the text warns against treating news about it carelessly. When rumors concerning peace or war reach certain individuals, they immediately spread them about (4:83). The Quran directs them instead to refer such sensitive matters to the Messenger and those in authority, who possess the judgment to extract the correct meaning before panic or false comfort sets in.
What is the ultimate safety?
Earthly security is temporary, and neither wealth nor children can bring a person nearer to God. Instead, it is belief and good deeds that lead to multiple rewards and the promise that believers will "live safely in the lofty dwellings of Paradise" (34:37). The transition into the next life is marked by severe fear for many, but whoever comes forward with a good deed will be "secure from the terrors of that Day" (27:89). The culmination of this promise is the entrance into the hereafter, where the righteous are greeted with the absolute decree, "Enter them in peace and safety!" (15:46). Secure and contented, they will reside there and call for every kind of fruit (44:55).
True safety is ultimately proximity to the Divine, stripping away the immediate terrors of the physical world. When Moses fled in panic at the sight of his staff moving like a snake, the divine voice did not merely tell him to stop running. It commanded him to return and granted a guarantee that defines the believer's standing with God: "Moses! Draw near! Do not be afraid, for you are one of those who are safe" (28:31).

وَإِذَا جَآءَهُمْ أَمْرٌ مِّنَ ٱلْأَمْنِ أَوِ ٱلْخَوْفِ أَذَاعُوا۟ بِهِۦ ۖ وَلَوْ رَدُّوهُ إِلَى ٱلرَّسُولِ وَإِلَىٰٓ أُو۟لِى ٱلْأَمْرِ مِنْهُمْ لَعَلِمَهُ ٱلَّذِينَ يَسْتَنۢبِطُونَهُۥ مِنْهُمْ ۗ وَلَوْلَا فَضْلُ ٱللَّهِ عَلَيْكُمْ وَرَحْمَتُهُۥ لَٱتَّبَعْتُمُ ٱلشَّيْطَـٰنَ إِلَّا قَلِيلًا
Whenever news of any matter comes to them, whether concerning peace or war, they spread it about; if they referred it to the Messenger and those in authority among them, those seeking its meaning would have found it out from them. If it were not for God’s bounty and mercy towards you, you would almost all have followed Satan.
وَكَيْفَ أَخَافُ مَآ أَشْرَكْتُمْ وَلَا تَخَافُونَ أَنَّكُمْ أَشْرَكْتُم بِٱللَّهِ مَا لَمْ يُنَزِّلْ بِهِۦ عَلَيْكُمْ سُلْطَـٰنًا ۚ فَأَىُّ ٱلْفَرِيقَيْنِ أَحَقُّ بِٱلْأَمْنِ ۖ إِن كُنتُمْ تَعْلَمُونَ
Why should I fear what you associate with Him? Why do you not fear to associate with Him things for which He has sent you no authority? Tell me, if you know the answer, which side has more right to feel secure?
ٱلَّذِينَ ءَامَنُوا۟ وَلَمْ يَلْبِسُوٓا۟ إِيمَـٰنَهُم بِظُلْمٍ أُو۟لَـٰٓئِكَ لَهُمُ ٱلْأَمْنُ وَهُم مُّهْتَدُونَ
It is those who have faith, and do not mix their faith with idolatry, who will be secure, and it is they who are rightly guided.’
فَلَمَّا دَخَلُوا۟ عَلَىٰ يُوسُفَ ءَاوَىٰٓ إِلَيْهِ أَبَوَيْهِ وَقَالَ ٱدْخُلُوا۟ مِصْرَ إِن شَآءَ ٱللَّهُ ءَامِنِينَ
Later, when they presented themselves before Joseph, he drew his parents to him- he said, ‘Welcome to Egypt: you will all be safe here, God willing’-
ٱدْخُلُوهَا بِسَلَـٰمٍ ءَامِنِينَ
“Enter them in peace and safety!”––
وَكَانُوا۟ يَنْحِتُونَ مِنَ ٱلْجِبَالِ بُيُوتًا ءَامِنِينَ
They carved out dwellings in the mountains, and lived in security-
أَتُتْرَكُونَ فِى مَا هَـٰهُنَآ ءَامِنِينَ
[Do you think] you will be left secure for ever in what you have here-
مَن جَآءَ بِٱلْحَسَنَةِ فَلَهُۥ خَيْرٌ مِّنْهَا وَهُم مِّن فَزَعٍ يَوْمَئِذٍ ءَامِنُونَ
whoever comes with a good deed will be rewarded with something better, and be secure from the terrors of that Day,
وَأَنْ أَلْقِ عَصَاكَ ۖ فَلَمَّا رَءَاهَا تَهْتَزُّ كَأَنَّهَا جَآنٌّ وَلَّىٰ مُدْبِرًا وَلَمْ يُعَقِّبْ ۚ يَـٰمُوسَىٰٓ أَقْبِلْ وَلَا تَخَفْ ۖ إِنَّكَ مِنَ ٱلْـَٔامِنِينَ
Throw down your staff.’ When he saw his staff moving like a snake, he fled in fear and would not return. Again [he was called]: ‘Moses! Draw near! Do not be afraid, for you are one of those who are safe.
وَجَعَلْنَا بَيْنَهُمْ وَبَيْنَ ٱلْقُرَى ٱلَّتِى بَـٰرَكْنَا فِيهَا قُرًى ظَـٰهِرَةً وَقَدَّرْنَا فِيهَا ٱلسَّيْرَ ۖ سِيرُوا۟ فِيهَا لَيَالِىَ وَأَيَّامًا ءَامِنِينَ
Also, We had placed, between them and the towns We had blessed, other towns within sight of one another to which they could travel easily- ‘ Travel safely in this land by night and by day’-
وَمَآ أَمْوَٰلُكُمْ وَلَآ أَوْلَـٰدُكُم بِٱلَّتِى تُقَرِّبُكُمْ عِندَنَا زُلْفَىٰٓ إِلَّا مَنْ ءَامَنَ وَعَمِلَ صَـٰلِحًا فَأُو۟لَـٰٓئِكَ لَهُمْ جَزَآءُ ٱلضِّعْفِ بِمَا عَمِلُوا۟ وَهُمْ فِى ٱلْغُرُفَـٰتِ ءَامِنُونَ
Neither wealth nor children will bring you nearer to Us, but those who believe and do good deeds will have multiple rewards for what they have done, and will live safely in the lofty dwellings of Paradise,
يَدْعُونَ فِيهَا بِكُلِّ فَـٰكِهَةٍ ءَامِنِينَ
Secure and contented, they will call for every kind of fruit.
لَّقَدْ صَدَقَ ٱللَّهُ رَسُولَهُ ٱلرُّءْيَا بِٱلْحَقِّ ۖ لَتَدْخُلُنَّ ٱلْمَسْجِدَ ٱلْحَرَامَ إِن شَآءَ ٱللَّهُ ءَامِنِينَ مُحَلِّقِينَ رُءُوسَكُمْ وَمُقَصِّرِينَ لَا تَخَافُونَ ۖ فَعَلِمَ مَا لَمْ تَعْلَمُوا۟ فَجَعَلَ مِن دُونِ ذَٰلِكَ فَتْحًا قَرِيبًا
God has truly fulfilled His Messenger’s vision: ‘God willing, you will most certainly enter the Sacred Mosque in safety, shavenheaded or with cropped hair, without fear!’- God knew what you did not- and He has granted you a speedy triumph.
