Rather than homogenizing human history into a single identical code, God states that there was a Scripture for every age, and every community was sent a messenger (13:38, 10:47). The Quran frames human diversity not as an accident, but as a deliberate structure designed for accountability. While the core instruction delivered by these messengers remained constant—worship God and shun false gods (16:36)—the specific laws and ways of life assigned to different groups varied by divine design.

Why did God decree different laws?

The Quran addresses the multiplicity of religious laws directly, explaining that God assigned a specific "law and a path" to each community (5:48). It explicitly states that had God willed it, He would have made all of humanity a single, uniform community. Instead, the distinct codes given to different groups serve as a test based on the exact revelation they received. With the revelation of the Quran to Muhammad, God provided a Scripture that brings the truth, confirming the preceding texts while acting as the final authority over them. The mandate given is to judge by this final revelation rather than yielding to whims that deviate from the truth (5:48). Yet, the coexistence of different communities, each with its own direction to which it turns, is acknowledged as an ongoing reality. The Quran instructs people to navigate this reality by racing one another to do good deeds (2:148).

The universal message and its reception

Though the specific legal paths diverged across time, the underlying mandate delivered to every nation was identical. The messengers sent to these peoples were mortals who had wives and offspring, possessing no independent power to produce miracles except by God’s permission (13:38). They brought clear signs, yet historical reception was deeply fractured. While God guided some, misguidance took firm hold of others, prompting the Quranic instruction to travel through the earth and observe the physical fate of those who denied the truth (16:36). Satan made foul deeds seem alluring to these previous communities, a pattern of deception that continues to patronize present disbelievers, promising them a painful punishment (16:63). Many entrenched themselves in hostility, refusing to believe in anything they had previously rejected, which ultimately sealed their hearts (10:74).

Final accountability for every nation

The sending of a messenger to every distinct group establishes the grounds for absolute justice. Because each community received a messenger in its own time, the ultimate judgment of their actions will be perfectly just, ensuring no one is wronged (10:47). This historical record becomes undeniable evidence on the day when a witness is raised from every single community to testify regarding their people's response. Once those witnesses are brought forward, the disbelievers will be barred entirely from making excuses or attempting to offer amends (16:84).

All fragmented histories and competing claims converge at the end of time. The theological and legal variations that divided communities in the world are temporary, as God declares that humanity will return to Him so He can make clear the matters over which they differed (5:48). No matter where individuals are scattered, race to do good deeds, for God will bring you all together, having power to do everything (2:148).

2:148 Al-Baqarah

وَلِكُلٍّ وِجْهَةٌ هُوَ مُوَلِّيهَا ۖ فَٱسْتَبِقُوا۟ ٱلْخَيْرَٰتِ ۚ أَيْنَ مَا تَكُونُوا۟ يَأْتِ بِكُمُ ٱللَّهُ جَمِيعًا ۚ إِنَّ ٱللَّهَ عَلَىٰ كُلِّ شَىْءٍ قَدِيرٌ

Each community has its own direction to which it turns: race to do good deeds and wherever you are, God will bring you together. God has power to do everything.

5:48 Al-Ma'idah

وَأَنزَلْنَآ إِلَيْكَ ٱلْكِتَـٰبَ بِٱلْحَقِّ مُصَدِّقًا لِّمَا بَيْنَ يَدَيْهِ مِنَ ٱلْكِتَـٰبِ وَمُهَيْمِنًا عَلَيْهِ ۖ فَٱحْكُم بَيْنَهُم بِمَآ أَنزَلَ ٱللَّهُ ۖ وَلَا تَتَّبِعْ أَهْوَآءَهُمْ عَمَّا جَآءَكَ مِنَ ٱلْحَقِّ ۚ لِكُلٍّ جَعَلْنَا مِنكُمْ شِرْعَةً وَمِنْهَاجًا ۚ وَلَوْ شَآءَ ٱللَّهُ لَجَعَلَكُمْ أُمَّةً وَٰحِدَةً وَلَـٰكِن لِّيَبْلُوَكُمْ فِى مَآ ءَاتَىٰكُمْ ۖ فَٱسْتَبِقُوا۟ ٱلْخَيْرَٰتِ ۚ إِلَى ٱللَّهِ مَرْجِعُكُمْ جَمِيعًا فَيُنَبِّئُكُم بِمَا كُنتُمْ فِيهِ تَخْتَلِفُونَ

We sent to you [Muhammad] the Scripture with the truth, confirming the Scriptures that came before it, and with final authority over them: so judge between them according to what God has sent down. Do not follow their whims, which deviate from the truth that has come to you. We have assigned a law and a path to each of you. If God had so willed, He would have made you one community, but He wanted to test you through that which He has given you, so race to do good: you will all return to God and He will make clear to you the matters you differed about.

10:47 Yunus

وَلِكُلِّ أُمَّةٍ رَّسُولٌ ۖ فَإِذَا جَآءَ رَسُولُهُمْ قُضِىَ بَيْنَهُم بِٱلْقِسْطِ وَهُمْ لَا يُظْلَمُونَ

Every community is sent a mes-senger, and when their messenger comes, they will be judged justly; they will not be wronged.

10:74 Yunus

ثُمَّ بَعَثْنَا مِنۢ بَعْدِهِۦ رُسُلًا إِلَىٰ قَوْمِهِمْ فَجَآءُوهُم بِٱلْبَيِّنَـٰتِ فَمَا كَانُوا۟ لِيُؤْمِنُوا۟ بِمَا كَذَّبُوا۟ بِهِۦ مِن قَبْلُ ۚ كَذَٰلِكَ نَطْبَعُ عَلَىٰ قُلُوبِ ٱلْمُعْتَدِينَ

Then, after him, We sent messengers to their peoples bringing them clear signs. But they would not believe in anything they had already rejected: in this way We seal the hearts of those who are full of hostility.

13:38 Ar-Ra'd

وَلَقَدْ أَرْسَلْنَا رُسُلًا مِّن قَبْلِكَ وَجَعَلْنَا لَهُمْ أَزْوَٰجًا وَذُرِّيَّةً ۚ وَمَا كَانَ لِرَسُولٍ أَن يَأْتِىَ بِـَٔايَةٍ إِلَّا بِإِذْنِ ٱللَّهِ ۗ لِكُلِّ أَجَلٍ كِتَابٌ

We sent messengers before you and gave them wives and offspring; no messenger was given the power to produce a miracle except with God’s permission. There was a Scripture for every age:

16:36 An-Nahl

وَلَقَدْ بَعَثْنَا فِى كُلِّ أُمَّةٍ رَّسُولًا أَنِ ٱعْبُدُوا۟ ٱللَّهَ وَٱجْتَنِبُوا۟ ٱلطَّـٰغُوتَ ۖ فَمِنْهُم مَّنْ هَدَى ٱللَّهُ وَمِنْهُم مَّنْ حَقَّتْ عَلَيْهِ ٱلضَّلَـٰلَةُ ۚ فَسِيرُوا۟ فِى ٱلْأَرْضِ فَٱنظُرُوا۟ كَيْفَ كَانَ عَـٰقِبَةُ ٱلْمُكَذِّبِينَ

We sent a messenger to every community, saying, ‘Worship God and shun false gods.’ Among them were some God guided; misguidance took hold of others. So travel through the earth and see what was the fate of those who denied the truth.

16:63 An-Nahl

تَٱللَّهِ لَقَدْ أَرْسَلْنَآ إِلَىٰٓ أُمَمٍ مِّن قَبْلِكَ فَزَيَّنَ لَهُمُ ٱلشَّيْطَـٰنُ أَعْمَـٰلَهُمْ فَهُوَ وَلِيُّهُمُ ٱلْيَوْمَ وَلَهُمْ عَذَابٌ أَلِيمٌ

By God, We have sent messengers before you [Muhammad] to other communities, but Satan made their foul deeds seem alluring to them. He is the patron of these present disbelievers too, and a painful punishment awaits them all.

16:84 An-Nahl

وَيَوْمَ نَبْعَثُ مِن كُلِّ أُمَّةٍ شَهِيدًا ثُمَّ لَا يُؤْذَنُ لِلَّذِينَ كَفَرُوا۟ وَلَا هُمْ يُسْتَعْتَبُونَ

The day will come when We raise up a witness from every community, when the disbelievers will not be allowed to make excuses or amends.
