The directive to "kill them wherever you encounter them" is repeatedly anchored to scenarios of active persecution, exile, and broken treaties. When opponents drive believers from their homes, the text authorizes lethal force to end the aggression, stating that persecution is "more serious than killing" (2:191). This is not an open-ended mandate for violence, but a targeted response against factions who initiate conflict. Those who actively wage war against God and His Messenger and strive to spread corruption in the land face severe, escalating consequences, including death, crucifixion, the amputation of alternate hands and feet, or banishment from the land (5:33).

What triggers the command to fight? The verses detail specific breaches of peace as the legal justification for combat. If an opposing group breaks an oath after formalizing an agreement and openly reviles the religion, believers are instructed to fight the "leaders of disbelief" because their oaths have proven to mean nothing (9:12). The objective of this warfare is explicitly tied to ending systemic abuse; believers must fight "until there is no more persecution, and all worship is devoted to God alone" (8:39). The text also addresses individuals who claim they wish to be safe from the believers and from their own people, but who constantly succumb to the temptation to fight whenever the opportunity arises; these instigators must also be confronted (4:91).

Are there geographical and temporal limits? Even amidst open warfare, precise geographical and temporal boundaries apply. Believers are strictly forbidden from fighting at the Sacred Mosque unless the enemy attacks them there first, at which point they are permitted to kill those who fought them (2:191). Time is similarly regulated. A widespread military offensive against idolaters—involving seizing them, besieging them, and waiting at every lookout post—is ordered only after the completion of the "four forbidden months" (9:5). When combat is necessary and enemies are met directly in battle, the text demands a decisive engagement, instructing believers to make a "fearsome example of them" to serve as a stark warning to those who might come after them (8:57).

How do the hostilities end? The same passages that authorize military force immediately outline the opposing faction's options for peace. If opponents turn on the believers, they are not to be taken as allies or supporters until they prove their intentions by migrating for God's cause (4:89). The command to seize and kill applies specifically to combatants who "neither withdraw, nor offer you peace, nor restrain themselves from fighting you" (4:91). Yet, the moment the hostility ceases, the permission to fight evaporates. If the enemy desists from their persecution, the text notes simply that "God sees all that they do" (8:39). Even those formerly fought as idolaters must be allowed to go safely on their way if they turn to God, maintain the prayer, and pay the prescribed alms (9:5).

The repeated phrasing to strike opponents wherever they are found operates strictly within this framework of active, unyielding conflict. It is bound by the opposing side's refusal to stop their aggression or honor their treaties. If hostile factions will not withdraw, will not offer terms of peace, and will not restrain their own hands from violence, believers are granted clear authority to seize and kill them wherever they are encountered (4:91).

2:191 Al-Baqarah

وَٱقْتُلُوهُمْ حَيْثُ ثَقِفْتُمُوهُمْ وَأَخْرِجُوهُم مِّنْ حَيْثُ أَخْرَجُوكُمْ ۚ وَٱلْفِتْنَةُ أَشَدُّ مِنَ ٱلْقَتْلِ ۚ وَلَا تُقَـٰتِلُوهُمْ عِندَ ٱلْمَسْجِدِ ٱلْحَرَامِ حَتَّىٰ يُقَـٰتِلُوكُمْ فِيهِ ۖ فَإِن قَـٰتَلُوكُمْ فَٱقْتُلُوهُمْ ۗ كَذَٰلِكَ جَزَآءُ ٱلْكَـٰفِرِينَ

Kill them wherever you encounter them, and drive them out from where they drove you out, for persecution is more serious than killing. Do not fight them at the Sacred Mosque unless they fight you there. If they do fight you, kill them- this is what such disbelievers deserve-

4:89 An-Nisa

وَدُّوا۟ لَوْ تَكْفُرُونَ كَمَا كَفَرُوا۟ فَتَكُونُونَ سَوَآءً ۖ فَلَا تَتَّخِذُوا۟ مِنْهُمْ أَوْلِيَآءَ حَتَّىٰ يُهَاجِرُوا۟ فِى سَبِيلِ ٱللَّهِ ۚ فَإِن تَوَلَّوْا۟ فَخُذُوهُمْ وَٱقْتُلُوهُمْ حَيْثُ وَجَدتُّمُوهُمْ ۖ وَلَا تَتَّخِذُوا۟ مِنْهُمْ وَلِيًّا وَلَا نَصِيرًا

They would dearly like you to reject faith, as they themselves have done, to be like them. So do not take them as allies until they migrate [to Medina] for God’s cause. If they turn [on you], then seize and kill them wherever you encounter them. Take none of them as an ally or supporter.

4:91 An-Nisa

سَتَجِدُونَ ءَاخَرِينَ يُرِيدُونَ أَن يَأْمَنُوكُمْ وَيَأْمَنُوا۟ قَوْمَهُمْ كُلَّ مَا رُدُّوٓا۟ إِلَى ٱلْفِتْنَةِ أُرْكِسُوا۟ فِيهَا ۚ فَإِن لَّمْ يَعْتَزِلُوكُمْ وَيُلْقُوٓا۟ إِلَيْكُمُ ٱلسَّلَمَ وَيَكُفُّوٓا۟ أَيْدِيَهُمْ فَخُذُوهُمْ وَٱقْتُلُوهُمْ حَيْثُ ثَقِفْتُمُوهُمْ ۚ وَأُو۟لَـٰٓئِكُمْ جَعَلْنَا لَكُمْ عَلَيْهِمْ سُلْطَـٰنًا مُّبِينًا

You will find others who wish to be safe from you, and from their own people, but whenever they are back in a situation where they are tempted [to fight you], they succumb to it. So if they neither withdraw, nor offer you peace, nor restrain themselves from fighting you, seize and kill them wherever you encounter them: We give you clear authority against such people.

5:33 Al-Ma'idah

إِنَّمَا جَزَٰٓؤُا۟ ٱلَّذِينَ يُحَارِبُونَ ٱللَّهَ وَرَسُولَهُۥ وَيَسْعَوْنَ فِى ٱلْأَرْضِ فَسَادًا أَن يُقَتَّلُوٓا۟ أَوْ يُصَلَّبُوٓا۟ أَوْ تُقَطَّعَ أَيْدِيهِمْ وَأَرْجُلُهُم مِّنْ خِلَـٰفٍ أَوْ يُنفَوْا۟ مِنَ ٱلْأَرْضِ ۚ ذَٰلِكَ لَهُمْ خِزْىٌ فِى ٱلدُّنْيَا ۖ وَلَهُمْ فِى ٱلْـَٔاخِرَةِ عَذَابٌ عَظِيمٌ

Those who wage war against God and His Messenger and strive to spread corruption in the land should be punished by death, crucifixion, the amputation of an alternate hand and foot, or banishment from the land: a disgrace for them in this world, and then a terrible punishment in the Hereafter,

8:39 Al-Anfal

وَقَـٰتِلُوهُمْ حَتَّىٰ لَا تَكُونَ فِتْنَةٌ وَيَكُونَ ٱلدِّينُ كُلُّهُۥ لِلَّهِ ۚ فَإِنِ ٱنتَهَوْا۟ فَإِنَّ ٱللَّهَ بِمَا يَعْمَلُونَ بَصِيرٌ

[Believers], fight them until there is no more persecution, and all worship is devoted to God alone: if they desist, then God sees all that they do,

8:57 Al-Anfal

فَإِمَّا تَثْقَفَنَّهُمْ فِى ٱلْحَرْبِ فَشَرِّدْ بِهِم مَّنْ خَلْفَهُمْ لَعَلَّهُمْ يَذَّكَّرُونَ

If you meet them in battle, make a fearsome example of them to those who come after them, so that they may take heed.

9:5 At-Tawbah

فَإِذَا ٱنسَلَخَ ٱلْأَشْهُرُ ٱلْحُرُمُ فَٱقْتُلُوا۟ ٱلْمُشْرِكِينَ حَيْثُ وَجَدتُّمُوهُمْ وَخُذُوهُمْ وَٱحْصُرُوهُمْ وَٱقْعُدُوا۟ لَهُمْ كُلَّ مَرْصَدٍ ۚ فَإِن تَابُوا۟ وَأَقَامُوا۟ ٱلصَّلَوٰةَ وَءَاتَوُا۟ ٱلزَّكَوٰةَ فَخَلُّوا۟ سَبِيلَهُمْ ۚ إِنَّ ٱللَّهَ غَفُورٌ رَّحِيمٌ

When the [four] forbidden months are over, wherever you encounter the idolaters, kill them, seize them, besiege them, wait for them at every lookout post; but if they turn [to God], maintain the prayer, and pay the prescribed alms, let them go on their way, for God is most forgiving and merciful.

9:12 At-Tawbah

وَإِن نَّكَثُوٓا۟ أَيْمَـٰنَهُم مِّنۢ بَعْدِ عَهْدِهِمْ وَطَعَنُوا۟ فِى دِينِكُمْ فَقَـٰتِلُوٓا۟ أَئِمَّةَ ٱلْكُفْرِ ۙ إِنَّهُمْ لَآ أَيْمَـٰنَ لَهُمْ لَعَلَّهُمْ يَنتَهُونَ

But if they break their oath after having made an agreement with you, if they revile your religion, then fight the leaders of disbelief- oaths mean nothing to them- so that they may stop.
