When the call came to march toward Tabuk, the sheer distance and the scorching heat forced an immediate division among those who claimed faith. Some felt "weighed down to the ground," preferring the immediate comforts of this world over the life to come (9:38). The campaign became a profound test of sincerity, famously known as the "hour of difficulty," as al-Tabari notes regarding this expedition (Jami al-bayan, 14/540). Over a period of two months at Tabuk, the Prophet received continuous revelation exposing the exact motives of those who held back, as recorded by al-Zamakhshari (Tafsir al-Kashshaf, 2/291).
Why did some ask to stay behind?
The Quran details the physical and psychological barriers that kept the hypocrites at home. They complained about the grueling climate, urging one another, "Do not go [to war] in this heat" (9:81). Others pleaded for exemption on the grounds of avoiding hardship, saying, "Give me permission to stay at home: do not trouble me" (9:49). God answers both excuses directly: the fire of Hell is far hotter than the summer sun (9:81), and by abandoning the march, they had already plunged themselves into the very trouble they claimed to avoid, with Hell set to engulf the disbelievers (9:49).
The verses clarify that genuine believers do not ask to be excused from striving with their wealth and their lives (9:44). The requests for exemption came exclusively from those whose hearts wavered in doubt regarding God and the Last Day (9:45). If the material benefit had been visible and the distance less severe, they would have followed willingly, but the vast expanse exposed their reluctance. They ruined themselves by swearing falsely that they would have marched if they could (9:42).
How did the Quran address the Prophet's leniency?
When individuals approached the Prophet with false excuses, he permitted them to remain behind. The Quran gently reproaches this leniency, asking, "Why did you give them permission to stay at home before it had become clear to you which of them spoke the truth and which were liars?" (9:43). This divine intervention established that the severe demands of the Tabuk campaign were necessary to draw a sharp line between sincere faith and hidden hypocrisy. The mobilization was a strict command to face those of the People of the Book who did not obey the rule of justice, until they agreed to submit and pay the tax (9:29). Failing to mobilize carried a severe warning: God could punish those who stayed behind and put another people in their place, as human reluctance cannot harm Him in any way (9:39).
What was the hidden benefit of their absence?
Although the believers faced the arduous march with depleted numbers, the Quran reveals that the hypocrites' absence was an intentional divine decree. God was loath to let them rise up and actively made them hold back (9:46). Had they marched, they would have lacked preparation and only caused internal damage. They would have "scurried around, trying to sow discord," and the Quran warns that some within the Muslim ranks would have willingly listened to their subversion (9:47). Their history of plotting against the Prophet until the truth was exposed made their absence a tactical and spiritual relief for the believers (9:48).
The reality of the expedition was measured not by the size of the army, but by the condition of the hearts that mobilized. Those left behind rejoiced in the shade and hated the thought of striving with their persons and possessions. As they celebrated their evasion of the scorching march, the divine response remains: "Say, 'Hellfire is hotter.' If only they understood!" (9:81).

قَـٰتِلُوا۟ ٱلَّذِينَ لَا يُؤْمِنُونَ بِٱللَّهِ وَلَا بِٱلْيَوْمِ ٱلْـَٔاخِرِ وَلَا يُحَرِّمُونَ مَا حَرَّمَ ٱللَّهُ وَرَسُولُهُۥ وَلَا يَدِينُونَ دِينَ ٱلْحَقِّ مِنَ ٱلَّذِينَ أُوتُوا۟ ٱلْكِتَـٰبَ حَتَّىٰ يُعْطُوا۟ ٱلْجِزْيَةَ عَن يَدٍ وَهُمْ صَـٰغِرُونَ
Fight those of the People of the Book who do not [truly] believe in God and the Last Day, who do not forbid what God and His Messenger have forbidden, who do not obey the rule of justice,until they pay the tax and agree to submit.
يَـٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوا۟ مَا لَكُمْ إِذَا قِيلَ لَكُمُ ٱنفِرُوا۟ فِى سَبِيلِ ٱللَّهِ ٱثَّاقَلْتُمْ إِلَى ٱلْأَرْضِ ۚ أَرَضِيتُم بِٱلْحَيَوٰةِ ٱلدُّنْيَا مِنَ ٱلْـَٔاخِرَةِ ۚ فَمَا مَتَـٰعُ ٱلْحَيَوٰةِ ٱلدُّنْيَا فِى ٱلْـَٔاخِرَةِ إِلَّا قَلِيلٌ
Believers, why, when it is said to you, ‘Go and fight in God’s way,’ do you feel weighed down to the ground? Do you prefer this world to the life to come? How small the enjoyment of this world is, compared with the life to come!
إِلَّا تَنفِرُوا۟ يُعَذِّبْكُمْ عَذَابًا أَلِيمًا وَيَسْتَبْدِلْ قَوْمًا غَيْرَكُمْ وَلَا تَضُرُّوهُ شَيْـًٔا ۗ وَٱللَّهُ عَلَىٰ كُلِّ شَىْءٍ قَدِيرٌ
If you do not go out and fight, God will punish you severely and put others in your place, but you cannot harm Him in any way: God has power over all things.
لَوْ كَانَ عَرَضًا قَرِيبًا وَسَفَرًا قَاصِدًا لَّٱتَّبَعُوكَ وَلَـٰكِنۢ بَعُدَتْ عَلَيْهِمُ ٱلشُّقَّةُ ۚ وَسَيَحْلِفُونَ بِٱللَّهِ لَوِ ٱسْتَطَعْنَا لَخَرَجْنَا مَعَكُمْ يُهْلِكُونَ أَنفُسَهُمْ وَٱللَّهُ يَعْلَمُ إِنَّهُمْ لَكَـٰذِبُونَ
They would certainly have followed you [Prophet] if the benefit was within sight and the journey short, but the distance seemed too great for them. They will swear by God, ‘If we could, we certainly would go out [to battle] with you,’ but they ruin themselves, for God knows that they are lying.
عَفَا ٱللَّهُ عَنكَ لِمَ أَذِنتَ لَهُمْ حَتَّىٰ يَتَبَيَّنَ لَكَ ٱلَّذِينَ صَدَقُوا۟ وَتَعْلَمَ ٱلْكَـٰذِبِينَ
God forgive you [Prophet]! Why did you give them permission to stay at home before it had become clear to you which of them spoke the truth and which were liars?
لَا يَسْتَـْٔذِنُكَ ٱلَّذِينَ يُؤْمِنُونَ بِٱللَّهِ وَٱلْيَوْمِ ٱلْـَٔاخِرِ أَن يُجَـٰهِدُوا۟ بِأَمْوَٰلِهِمْ وَأَنفُسِهِمْ ۗ وَٱللَّهُ عَلِيمٌۢ بِٱلْمُتَّقِينَ
Those who have faith in God and the Last Day do not ask you for exemption from struggle with their possessions and their persons- God knows exactly who is mindful of Him-
إِنَّمَا يَسْتَـْٔذِنُكَ ٱلَّذِينَ لَا يُؤْمِنُونَ بِٱللَّهِ وَٱلْيَوْمِ ٱلْـَٔاخِرِ وَٱرْتَابَتْ قُلُوبُهُمْ فَهُمْ فِى رَيْبِهِمْ يَتَرَدَّدُونَ
only those who do not have faith in God and the Last Day ask your permission to stay at home: they have doubt in their hearts and so they waver.
۞ وَلَوْ أَرَادُوا۟ ٱلْخُرُوجَ لَأَعَدُّوا۟ لَهُۥ عُدَّةً وَلَـٰكِن كَرِهَ ٱللَّهُ ٱنۢبِعَاثَهُمْ فَثَبَّطَهُمْ وَقِيلَ ٱقْعُدُوا۟ مَعَ ٱلْقَـٰعِدِينَ
If they had really wanted to go out [to battle] with you, they would have made preparations, but God was loath to let them rise up and made them hold back. It was said, ‘Stay with those who stay behind.’
لَوْ خَرَجُوا۟ فِيكُم مَّا زَادُوكُمْ إِلَّا خَبَالًا وَلَأَوْضَعُوا۟ خِلَـٰلَكُمْ يَبْغُونَكُمُ ٱلْفِتْنَةَ وَفِيكُمْ سَمَّـٰعُونَ لَهُمْ ۗ وَٱللَّهُ عَلِيمٌۢ بِٱلظَّـٰلِمِينَ
They would only have given you trouble if they had gone out [to battle] with you: they would have scurried around, trying to sow discord among you, and some of you would willingly have listened to them- God knows exactly who does evil.
لَقَدِ ٱبْتَغَوُا۟ ٱلْفِتْنَةَ مِن قَبْلُ وَقَلَّبُوا۟ لَكَ ٱلْأُمُورَ حَتَّىٰ جَآءَ ٱلْحَقُّ وَظَهَرَ أَمْرُ ٱللَّهِ وَهُمْ كَـٰرِهُونَ
Indeed, they had tried before that to stir up discord: they devised plots against you [Prophet] until the truth was exposed and God’s will triumphed, much to their disgust.
وَمِنْهُم مَّن يَقُولُ ٱئْذَن لِّى وَلَا تَفْتِنِّىٓ ۚ أَلَا فِى ٱلْفِتْنَةِ سَقَطُوا۟ ۗ وَإِنَّ جَهَنَّمَ لَمُحِيطَةٌۢ بِٱلْكَـٰفِرِينَ
Some of them said, ‘Give me permission to stay at home: do not trouble me.’ They are already in trouble: Hell will engulf the disbelievers.
فَرِحَ ٱلْمُخَلَّفُونَ بِمَقْعَدِهِمْ خِلَـٰفَ رَسُولِ ٱللَّهِ وَكَرِهُوٓا۟ أَن يُجَـٰهِدُوا۟ بِأَمْوَٰلِهِمْ وَأَنفُسِهِمْ فِى سَبِيلِ ٱللَّهِ وَقَالُوا۟ لَا تَنفِرُوا۟ فِى ٱلْحَرِّ ۗ قُلْ نَارُ جَهَنَّمَ أَشَدُّ حَرًّا ۚ لَّوْ كَانُوا۟ يَفْقَهُونَ
Those who were left behind were happy to stay behind when God’s Messenger set out; they hated the thought of striving in God’s way with their possessions and their persons. They said to one another, ‘Do not go [to war] in this heat.’ Say, ‘Hellfire is hotter.’ If only they understood!
فَإِن رَّجَعَكَ ٱللَّهُ إِلَىٰ طَآئِفَةٍ مِّنْهُمْ فَٱسْتَـْٔذَنُوكَ لِلْخُرُوجِ فَقُل لَّن تَخْرُجُوا۟ مَعِىَ أَبَدًا وَلَن تُقَـٰتِلُوا۟ مَعِىَ عَدُوًّا ۖ إِنَّكُمْ رَضِيتُم بِٱلْقُعُودِ أَوَّلَ مَرَّةٍ فَٱقْعُدُوا۟ مَعَ ٱلْخَـٰلِفِينَ
So [Prophet], if God brings you back to a group of them, who ask you for permission to go out [to battle], say, ‘You will never go out and fight an enemy with me: you chose to sit at home the first time, so remain with those who stay behind now.’
وَجَآءَ ٱلْمُعَذِّرُونَ مِنَ ٱلْأَعْرَابِ لِيُؤْذَنَ لَهُمْ وَقَعَدَ ٱلَّذِينَ كَذَبُوا۟ ٱللَّهَ وَرَسُولَهُۥ ۚ سَيُصِيبُ ٱلَّذِينَ كَفَرُوا۟ مِنْهُمْ عَذَابٌ أَلِيمٌ
Some of the desert Arabs, too, came to make excuses, asking to be granted exemption. Those who lied to God and His Messenger stayed behind at home. A painful punishment will afflict those of them who disbelieved,
لَّيْسَ عَلَى ٱلضُّعَفَآءِ وَلَا عَلَى ٱلْمَرْضَىٰ وَلَا عَلَى ٱلَّذِينَ لَا يَجِدُونَ مَا يُنفِقُونَ حَرَجٌ إِذَا نَصَحُوا۟ لِلَّهِ وَرَسُولِهِۦ ۚ مَا عَلَى ٱلْمُحْسِنِينَ مِن سَبِيلٍ ۚ وَٱللَّهُ غَفُورٌ رَّحِيمٌ
but there is no blame attached to the weak, the sick, and those who have no means to spend, provided they are true to God and His Messenger- there is no reason to reproach those who do good: God is most forgiving and merciful.
وَلَا عَلَى ٱلَّذِينَ إِذَا مَآ أَتَوْكَ لِتَحْمِلَهُمْ قُلْتَ لَآ أَجِدُ مَآ أَحْمِلُكُمْ عَلَيْهِ تَوَلَّوا۟ وَّأَعْيُنُهُمْ تَفِيضُ مِنَ ٱلدَّمْعِ حَزَنًا أَلَّا يَجِدُوا۟ مَا يُنفِقُونَ
And there is no blame attached to those who came to you [Prophet] for riding animals and to whom you said, ‘I cannot find a mount for you’: they turned away with their eyes overflowing with tears of grief that they had nothing they could contribute.
۞ إِنَّمَا ٱلسَّبِيلُ عَلَى ٱلَّذِينَ يَسْتَـْٔذِنُونَكَ وَهُمْ أَغْنِيَآءُ ۚ رَضُوا۟ بِأَن يَكُونُوا۟ مَعَ ٱلْخَوَالِفِ وَطَبَعَ ٱللَّهُ عَلَىٰ قُلُوبِهِمْ فَهُمْ لَا يَعْلَمُونَ
The ones open to blame are those who asked you for exemption despite their wealth, and who preferred to be with those who stay behind. God has sealed their hearts: they do not understand.
وَءَاخَرُونَ ٱعْتَرَفُوا۟ بِذُنُوبِهِمْ خَلَطُوا۟ عَمَلًا صَـٰلِحًا وَءَاخَرَ سَيِّئًا عَسَى ٱللَّهُ أَن يَتُوبَ عَلَيْهِمْ ۚ إِنَّ ٱللَّهَ غَفُورٌ رَّحِيمٌ
And there are others who have confessed their wrongdoing, who have done some righteous deeds and some bad ones: God may well accept their repentance, for God is most forgiving and merciful.
لَّقَد تَّابَ ٱللَّهُ عَلَى ٱلنَّبِىِّ وَٱلْمُهَـٰجِرِينَ وَٱلْأَنصَارِ ٱلَّذِينَ ٱتَّبَعُوهُ فِى سَاعَةِ ٱلْعُسْرَةِ مِنۢ بَعْدِ مَا كَادَ يَزِيغُ قُلُوبُ فَرِيقٍ مِّنْهُمْ ثُمَّ تَابَ عَلَيْهِمْ ۚ إِنَّهُۥ بِهِمْ رَءُوفٌ رَّحِيمٌ
In His mercy God has turned to the Prophet, and the emigrants and helpers who followed him in the hour of adversity when some hearts almost wavered: He has turned to them; He is most kind and merciful to them.
وَعَلَى ٱلثَّلَـٰثَةِ ٱلَّذِينَ خُلِّفُوا۟ حَتَّىٰٓ إِذَا ضَاقَتْ عَلَيْهِمُ ٱلْأَرْضُ بِمَا رَحُبَتْ وَضَاقَتْ عَلَيْهِمْ أَنفُسُهُمْ وَظَنُّوٓا۟ أَن لَّا مَلْجَأَ مِنَ ٱللَّهِ إِلَّآ إِلَيْهِ ثُمَّ تَابَ عَلَيْهِمْ لِيَتُوبُوٓا۟ ۚ إِنَّ ٱللَّهَ هُوَ ٱلتَّوَّابُ ٱلرَّحِيمُ
And to the three men who stayed behind: when the earth, for all its spaciousness, closed in around them, when their very souls closed in around them, when they realized that the only refuge from God was with Him, He turned to them in mercy in order for them to return [to Him]. God is the Ever Relenting, the Most Merciful.
