Concerning whom was this verse revealed?

Imām Ibn al-Jawzī (d. 597/1201) summarized the scholars' opinions in his book "Zād al-Masīr" as follows:

1. ʿAbd Allāh ibn Salām and his companions (Jewish converts in Madīnah). [Al-Ḍaḥḥāk from Ibn ʿAbbās; Muqātil]
2. The Arabs who believed in the Prophet (ﷺ) and what was revealed before him. [Abū Ṣāliḥ from Ibn ʿAbbās]
