The regulations for pursuing wild game depend on the physical state of the hunter, the training of the animals used, and the words spoken over the catch. While livestock is generally lawful for food, the permission to hunt is bound by strict conditions, most notably the prohibition of tracking and killing land animals while in the sacred state of consecration for pilgrimage (5:1).

Can animals be used to hunt?

The text explicitly permits the consumption of game caught by trained birds and beasts of prey. When questioned about what food is lawful, the Prophet is instructed to permit "all good things," specifically including what hunting animals catch (5:4). The condition is that these predators must be trained. As al-Baghawi notes (Tafsir al-Baghawi, 3/16), while dogs are a common example, this permission extends to all hunting predators, provided they are taught the discipline of taking game using the knowledge God has imparted to humans. The hunter is commanded to pronounce God’s name before releasing the animal, and only then may they eat what the predator secures for them (5:4). In contrast, an animal simply savaged by a beast of prey without this intentional training and invocation is unlawful, as is game killed by strangulation, a violent blow, a fall, or being gored, unless the hunter reaches the injured animal in time to slaughter it correctly (5:3).

Why is hunting forbidden during pilgrimage?

The most severe restriction on hunting involves the pilgrimage. Once a person enters the state of consecration, pursuing land game becomes strictly forbidden until the rites are completed (5:2, 5:96). This prohibition functions as a deliberate physical trial. The text warns that God will test pilgrims with game coming directly within the reach of their hands and spears (5:94). Abu Bakr al-Jaza'iri points out (Aysar al-Tafasir, 2/14) that this sudden proximity of wild animals serves to distinguish the obedient from the disobedient, revealing who fears God even when He cannot be seen. The verses also insist that past grievances—such as hatred for people who previously barred Muslims from the Sacred Mosque—must not induce anyone to break these laws or act with hostility (5:2).

What happens if a pilgrim kills an animal?

If a pilgrim intentionally kills game while consecrated, a precise penalty is prescribed to ensure they "taste the full gravity" of the offense (5:95). The offender must provide a domestic animal equivalent to the wild one they killed, a match that must be determined by two just men. This equivalent animal is then brought as an offering to the Kaaba. Alternatively, the penalty can be converted into feeding the needy or fasting for an equivalent number of days (5:95). The prohibition, however, does not apply to the water. The Quran grants an exception for catching and eating seafood, which remains fully permitted as a provision and enjoyment for both residents and travelers, even during the pilgrimage (5:96).

Outside the boundaries of pilgrimage, the general rules of lawful meat apply. The flesh of swine, carrion, blood, or meat dedicated to idolatrous altars remains entirely prohibited, alongside the pre-Islamic practice of allotting shares of meat by drawing marked arrows (5:3). Yet, the strictness of these boundaries is balanced by physical necessity. If someone is driven by severe hunger to eat forbidden game, without any intention of committing a sin or breaking the law, the text lifts the restriction entirely, emphasizing that God is most forgiving (5:3). Only after the specific prohibitions of the sacred state are lifted, and the garlands and offerings of the Sacred House have been fully respected, does the verse command: "when you have completed the rites of pilgrimage you may hunt" (5:2).

5:1 Al-Ma'idah

يَـٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوٓا۟ أَوْفُوا۟ بِٱلْعُقُودِ ۚ أُحِلَّتْ لَكُم بَهِيمَةُ ٱلْأَنْعَـٰمِ إِلَّا مَا يُتْلَىٰ عَلَيْكُمْ غَيْرَ مُحِلِّى ٱلصَّيْدِ وَأَنتُمْ حُرُمٌ ۗ إِنَّ ٱللَّهَ يَحْكُمُ مَا يُرِيدُ

You who believe, fulfil your obligations. Livestock animals are lawful as food for you, with the exception of what is about to be announced to you. You are forbidden to kill game while you are on pilgrimage––God commands what He will,

5:2 Al-Ma'idah

يَـٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوا۟ لَا تُحِلُّوا۟ شَعَـٰٓئِرَ ٱللَّهِ وَلَا ٱلشَّهْرَ ٱلْحَرَامَ وَلَا ٱلْهَدْىَ وَلَا ٱلْقَلَـٰٓئِدَ وَلَآ ءَآمِّينَ ٱلْبَيْتَ ٱلْحَرَامَ يَبْتَغُونَ فَضْلًا مِّن رَّبِّهِمْ وَرِضْوَٰنًا ۚ وَإِذَا حَلَلْتُمْ فَٱصْطَادُوا۟ ۚ وَلَا يَجْرِمَنَّكُمْ شَنَـَٔانُ قَوْمٍ أَن صَدُّوكُمْ عَنِ ٱلْمَسْجِدِ ٱلْحَرَامِ أَن تَعْتَدُوا۟ ۘ وَتَعَاوَنُوا۟ عَلَى ٱلْبِرِّ وَٱلتَّقْوَىٰ ۖ وَلَا تَعَاوَنُوا۟ عَلَى ٱلْإِثْمِ وَٱلْعُدْوَٰنِ ۚ وَٱتَّقُوا۟ ٱللَّهَ ۖ إِنَّ ٱللَّهَ شَدِيدُ ٱلْعِقَابِ

so, you who believe, do not violate the sanctity of God’s rites, the Sacred Month, the offerings, their garlands, nor those going to the Sacred House to seek the bounty and pleasure of their Lord––but when you have completed the rites of pilgrimage you may hunt. Do not let your hatred for the people who barred you from the Sacred Mosque induce you to break the law: help one another to do what is right and good; do not help one another towards sin and hostility. Be mindful of God, for His punishment is severe.

5:3 Al-Ma'idah

حُرِّمَتْ عَلَيْكُمُ ٱلْمَيْتَةُ وَٱلدَّمُ وَلَحْمُ ٱلْخِنزِيرِ وَمَآ أُهِلَّ لِغَيْرِ ٱللَّهِ بِهِۦ وَٱلْمُنْخَنِقَةُ وَٱلْمَوْقُوذَةُ وَٱلْمُتَرَدِّيَةُ وَٱلنَّطِيحَةُ وَمَآ أَكَلَ ٱلسَّبُعُ إِلَّا مَا ذَكَّيْتُمْ وَمَا ذُبِحَ عَلَى ٱلنُّصُبِ وَأَن تَسْتَقْسِمُوا۟ بِٱلْأَزْلَـٰمِ ۚ ذَٰلِكُمْ فِسْقٌ ۗ ٱلْيَوْمَ يَئِسَ ٱلَّذِينَ كَفَرُوا۟ مِن دِينِكُمْ فَلَا تَخْشَوْهُمْ وَٱخْشَوْنِ ۚ ٱلْيَوْمَ أَكْمَلْتُ لَكُمْ دِينَكُمْ وَأَتْمَمْتُ عَلَيْكُمْ نِعْمَتِى وَرَضِيتُ لَكُمُ ٱلْإِسْلَـٰمَ دِينًا ۚ فَمَنِ ٱضْطُرَّ فِى مَخْمَصَةٍ غَيْرَ مُتَجَانِفٍ لِّإِثْمٍ ۙ فَإِنَّ ٱللَّهَ غَفُورٌ رَّحِيمٌ

You are forbidden to eat carrion; blood; pig’s meat; any animal over which any name other than God’s has been invoked; any animal strangled, or victim of a violent blow or a fall, or gored or savaged by a beast of prey, unless you still slaughter it [in the correct manner]; or anything sacrificed on idolatrous altars. You are also forbidden to allot shares [of meat] by drawing marked arrows -a heinous practice- today the disbelievers have lost all hope that you will give up your religion. Do not fear them: fear Me. Today I have perfected your religion for you, completed My blessing upon you, and chosen as your religion islam: [total devotion to God]; but if any of you is forced by hunger to eat forbidden food, with no intention of doing wrong, then God is most forgiving and merciful.

5:4 Al-Ma'idah

يَسْـَٔلُونَكَ مَاذَآ أُحِلَّ لَهُمْ ۖ قُلْ أُحِلَّ لَكُمُ ٱلطَّيِّبَـٰتُ ۙ وَمَا عَلَّمْتُم مِّنَ ٱلْجَوَارِحِ مُكَلِّبِينَ تُعَلِّمُونَهُنَّ مِمَّا عَلَّمَكُمُ ٱللَّهُ ۖ فَكُلُوا۟ مِمَّآ أَمْسَكْنَ عَلَيْكُمْ وَٱذْكُرُوا۟ ٱسْمَ ٱللَّهِ عَلَيْهِ ۖ وَٱتَّقُوا۟ ٱللَّهَ ۚ إِنَّ ٱللَّهَ سَرِيعُ ٱلْحِسَابِ

They ask you, Prophet, what is lawful for them. Say, ‘All good things are lawful for you.’ [This includes] what you have taught your birds and beasts of prey to catch, teaching them as God has taught you, so eat what they catch for you, but first pronounce God’s name over it. Be mindful of God: He is swift to take account.

5:94 Al-Ma'idah

يَـٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوا۟ لَيَبْلُوَنَّكُمُ ٱللَّهُ بِشَىْءٍ مِّنَ ٱلصَّيْدِ تَنَالُهُۥٓ أَيْدِيكُمْ وَرِمَاحُكُمْ لِيَعْلَمَ ٱللَّهُ مَن يَخَافُهُۥ بِٱلْغَيْبِ ۚ فَمَنِ ٱعْتَدَىٰ بَعْدَ ذَٰلِكَ فَلَهُۥ عَذَابٌ أَلِيمٌ

You who believe, God is sure to test you with game within reach of your hands and spears, to find out who fears Him even though they cannot see Him: from now on, anyone who transgresses will have a painful punishment.

5:95 Al-Ma'idah

يَـٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُوا۟ لَا تَقْتُلُوا۟ ٱلصَّيْدَ وَأَنتُمْ حُرُمٌ ۚ وَمَن قَتَلَهُۥ مِنكُم مُّتَعَمِّدًا فَجَزَآءٌ مِّثْلُ مَا قَتَلَ مِنَ ٱلنَّعَمِ يَحْكُمُ بِهِۦ ذَوَا عَدْلٍ مِّنكُمْ هَدْيًۢا بَـٰلِغَ ٱلْكَعْبَةِ أَوْ كَفَّـٰرَةٌ طَعَامُ مَسَـٰكِينَ أَوْ عَدْلُ ذَٰلِكَ صِيَامًا لِّيَذُوقَ وَبَالَ أَمْرِهِۦ ۗ عَفَا ٱللَّهُ عَمَّا سَلَفَ ۚ وَمَنْ عَادَ فَيَنتَقِمُ ٱللَّهُ مِنْهُ ۗ وَٱللَّهُ عَزِيزٌ ذُو ٱنتِقَامٍ

You who believe, do not kill game while you are in the state of consecration [for pilgrimage]. If someone does so intentionally the penalty is an offering of a domestic animal brought to the Kaba, equivalent- as judged by two just men among you- to the one he has killed; alternatively, he may atone by feeding the needy or by fasting an equivalent number of days, so that he may taste the full gravity of his deed. God forgives what is past, but if anyone re-offends, God will exact the penalty from him: God is mighty, and capable of exacting the penalty.

5:96 Al-Ma'idah

أُحِلَّ لَكُمْ صَيْدُ ٱلْبَحْرِ وَطَعَامُهُۥ مَتَـٰعًا لَّكُمْ وَلِلسَّيَّارَةِ ۖ وَحُرِّمَ عَلَيْكُمْ صَيْدُ ٱلْبَرِّ مَا دُمْتُمْ حُرُمًا ۗ وَٱتَّقُوا۟ ٱللَّهَ ٱلَّذِىٓ إِلَيْهِ تُحْشَرُونَ

It is permitted for you to catch and eat seafood- an enjoyment for you and the traveller- but hunting game is forbidden while you are in the state of consecration [for pilgrimage]. Be mindful of God to whom you will be gathered.
